November 2, 2009
I. OPENING
A. Call to Order
Mayor Pinheiro called the meeting to order at 7:04 p.m. and led the Pledge of
Allegiance.
The invocation was given by Frank Azad of the Gilroy Bahai Community.
City Clerk Freels reported that the agenda had been posted on October 28, 2009 at
9:00 a.m.

III. REPORTS OF COUNCIL MEMBERS
Mayor Pro Tempore Bracco shared an invitation to the community Veterans breakfast
and events following on November 11 2009.
Council Member Tucker
A. Discussion of City Employee Morale
Council Member Tucker spoke on the development of an ongoing employee morale
program developed for city employees.
There were no public comments.
The Council agreed to have the City Administrator look into the issue of employee
morale and return to the City Council with the item at the January Goal Setting Session.
Council Member Arellano spoke on the ABAG general meeting he attended the
previous week, sharing the goal of ABAG to address issues at the regional level.
Council Member Woodward shared the VT A efforts to group Gilroy and Morgan Hill as
the South County grouping on the VTA Board, which would move Milpitas to another
grouping.
Council Member Gartman
A. Request for Action to Approve the Expense of $16,000 for City of Gilroy
Employee Service Awards
Council Member Gartman spoke on funding the 2008 and 2009 employee years of
service awards in the amount of $10,000.

The staff report was presented by Recreation Division Manager Deleon.

B. Report on Technical Advisory Committee (TAC) and Staff Roles and
Responsibilities with Regards to City Permit Applications
The staff report was presented by Interim Planning Division Manager Bischoff.

C. Update on Youth Center Building Unreinforced Masonry (URM)
The staff report was presented by City Administrator Haglund.
Public comment was opened.
Santa Clara County Supervisor Gage spoke on the benefits of the Youth Center and his
plans to raise money, along with the Rotary, for the new facility. He then suggested that
the Council consider the option of using modular's to offer more space.
Public comment was closed.
Motion on Item IX.A.
Motion: to appoint a sub-committee of Council for the Youth Center Project
Moved by Mayor Pro Tempore Dion Bracco, seconded by Council Member Perry
Woodward.
Vote: Motion carried 7-0.

Acting City Attorney Faber reminded the Council that the sub-committee would be an
ad-hoc committee, and would not fall under the requirements of the Brown Act.

Council Members Bracco, Tucker and Arellano volunteered to participate on the
subcommittee.
D. Resolution of the City Council of the City of Gilroy Requesting Major League
Baseball Act on the Issue of Territorial Rights in the County of Santa Clara
The staff report was presented by City Administrator Haglund

of Gilroy Requesting Major League Baseball Act on the Issue of Territorial Rights
