III. NEW BUSINESS
A. General Sales Tax Ballot Measure Proposal
The item was introduced by City Administrator Haglund.
The staff report was presented by Finance Director Turner.
Council Member Peter Arellano M.D. joined the meeting at 5:59 p.m.
Public comment was opened.
Suzanne Rodriguez spoke against the tax, sharing the need for fiscal responsibility and
explaining that the county was proposing an additional sales tax measure as was the
state.
Bob Sigala spoke in favor of the sales tax stating that schools benefited the community
and were looked at by prospective home owners and business, suggesting that the
citizens should have the opportunity to decide by voting on the measure.
Georgine Scott - Codiga spoke in opposition to the sales tax suggesting that the State
was already proposing additional sales tax and explaining there was not sufficient time
to properly plan the proposal.
Jaime Rosso shared the school district fiscal position, explaining that 8 instructional
days were planned to be cut in the next school year and speaking on the school district
priorities with regards to instruction days. He shared previous mitigation measures
taken to balance previous year's budgets, and legality of using sales tax to support the
needs of community schools.
Randy Scianna spoke on his experiences selling vehicles explaining that big ticket retail
sales would be curtailed in Gilroy with the proposed increase in sales tax and
employment and sales tax would ultimately suffer. He then asked what educational

efforts had been put into the proposed tax stating that he was hiring people for 30 -50%
less than the year before, and everyone needed to cut back.
Tom Fischer stated that he understood that schools were in need of revenue but he
opposed the proposal as school funding should be kept separate from municipal funding
and the tax would be proposed to the public under false pretence. He concluded by
speaking on the likelihood of driving sales out of Gilroy with the hiked tax.
Public comment was closed.
Motion on Item III.A.
Motion: to Receive the report and provide direction to staff to take no further
action on the proposed measure.
Moved by Council Member Bob Dillon, seconded by Council Member Dion
Bracco.

There were no public comments.
Acting City Attorney Faber explained that the Council was entering into closed session
on item IV.A. as not to prejudice the City position by discussing strategy in open
session.
Motion to Adjourn to Closed Session
Motion: to Assert the Attorney Client Privilege on Item IV.A. and Adjourn to
Closed Session on the Item
