Mayor Hughan led the Pledge of Allegiance to the Flag.
The Regular Meeting of the Gilroy City Council was called
to order by Her Honor Roberta H. Hughan at 8:01 p.m:

Award
The Mayor presented Thomas J. Sanchez, retired Senior Public
Works Maintenance, with a resolution and qift.

Calendar
Motion was made by Councilman Gage seconded by Councilman
Kloecker that the following items under the Consent Calendar be
approved by the following Roll Call vote: Ayes: Council Members:

Parks and Recreation Director Ayer presented a recommendation
on selection of an architect for Senior Center Master Plan and further
explained same.
Motion was made by Councilman Valdez seconded by Councilman Gage
and carried that the bid of Bav Architects in the amount of $7,000.00 be
awarded as recommended.
The Mayor stated that it was the time and place scheduled for a
Public Hearing on report and assessment for weeds and refuse abatement.
The Fire Chief's reoort was noted.
The Mayor asked if there was anyone in the audience wishing to
speak on the matter. There waS no comment from anyone in the audience.
Motion was made by Councilman Pate seconded by Councilman Gage and
carried that the Public He~rinq he closed.
Motion was made by Councilman Gage seconded by Councilman Mussal-
lem that the reading of Resolution No. 85-16 be waived and that it be
adopted.

RESOLUTION OF THE COUNCIL OF ~HE CITY OF GILROY CONFIRMING THE REPORT
OF THE CHIEF OF THE FIRE DEPARTMENT SETTING FORTH THE DESCRIPTION OF
PROPERTY, THE OWNERS THEREOF, AND THE COS'r OF ABATING THE NUISANCE
CAUSED BY THE GROWING OF WEEDS AND ACCUMULATION OF REFUSE IN THE CITY
OF GILROY, AND PROVIDING THAT SUCH COST SHALL CONSTITUTE ASSESSMENTS
AGAINST THE RESPECTIVE OWNERS OF LAND.

Parks and ~ecreation Director Ayer introduced the Softball Board
of Managers present in the audience, specifically Steve Boyd, Bill Hanna,
Lowell Pederson ~nd ~ohy SO:.orzano who presented the City with a check
in the amount 0:.': $4,993.00 contribution toward the (3oftball lights
project. Parks o.nd Recreat::Dn Director notecl that their total contribu-
tions were $15,GOO.Oa.
Sports Supervisor, John Garcia, addressed the Council further
explaining the Sortball 1>lanaqer' s contributions and introd.uced an
adQitional member o~ the Softball Manager's Association, Mr. Richard
Steele.
The following informational items were noted with no separate
discussion on same:
Proclamations issued by Mayor Hughan: Head Start Week - April 22-
26, 1985, and Arbor Day - March 30, 1985;
Earthquake Preparedness Week - April 15-20, 1985, State of
California;
Analysis of Supreme Court re: Federal Fair Labor Standards Act;
and
Builidng Industry Association - Southern Division re: Sewer
Allocations.

City Administrator Protempore Reinsch noted that the City
Administrator was absent due to illness.
Plan. Com. Report The Report of the Planning Commission Report of their March
3/7/85 7, 1985, meeting was noted.

Planning Director Dorn noted a County referral regarding
Nob Hill Family Park proposal re: Use Permit and Architectural and
Site Review. He further noted that the City's previous action on
the matter in 1983 was a request to the County that proceedings on
this matter be discontinued until such time as the property was
annexed to the City.

Councilman Pate noted that he would not take part in the dis-
cussion nor action on the matter due to a conflice of interest in
said property. Discussion was had by Council on the matter.

Motion was made by Councilman Gage seconded by Councilman
Valdez and carried that the City's previous action on the matter be
reaffirmed by forwarding an additional letter to the Board of Super-
visors as noted in the previous letter dated March 23, 1983, and
that the County be requested that no further action be taken on this
matter by the County; that the property be annexed to the City; and
further, that the City is concerned with mitigation measures, speci-
fically in regard to traffic and sewer treatment at said facility
proposal. It was further requested that Nob Hill Family Park be
contacted regarding the City's action and that a copy of the letter
to the Board of Supervisors be forwarded to Nob Hill Family Park.
(Councilman Pate did not vote on the motion.)
City Administrator Protempore Reinsch noted receipt of a
letter from South Valley Collective (emergency services) requesting
$2,450.00 for their septic repair project required by the County.

Mr. Capogrossi, Director, addressed the Council further ex-
plaining their request.

Further discussion was had by Council on the matter. Council-
man Valdez volunteered to contact the County of Santa Clara on this
matter. Councilman Mussallem volunteered to contact his church for
possible assistance.
Comment was made regarding the City's new duplication machines.
It was noted by Staff that future agendas would be bound on the left
margin for easier reading of two-sided copies.
Councilman Mussallem distributed a report to Council from the
Citizens' Advisory Committee to the Gavilan Water Conservation Dis-
trict Board of Directors regarding the long-term sewer treatment
plant study. He noted that it was taken under advisement to deter-
mine how same could be implemented.
Study Session re: The City Council Study Session of March 25, 1985, 7:00 p.m.
CIP regarding the 1985-1990 Capital Improvement Program was noted.

At 9:00 p.m., the Mayor adjourned the meeting.
