construction and maintenance of poles, wires, and conduits for storm drainage, sanitary sewer, water, gas,
electric, telephone, television, sidewalks, public utilities, and appurtenances to the above, and also for
publ ic recreational trail purposes including but not limited to, the constructions and maintenance of a
