PLANNING DEPARTMENT Inter-department Memo April 1, 1986 CITY OF TO: City Administrator FROM: Public Information Officer SUBJECT: Critique of Emergency Operation In response to the write-up of the critique sessions following our emer- gency operations during the flood, I would like to add my comments which con- cern the function of the P.I.O. in future emergency operations. These comments may be added to the page now titled "Press Relations." (The terms "Media Rela- tions" and "News Conference" would be preferable, since radio and television stations despise being labeled "press.") The following would be my suggestions for the "TO DO" category: MEDIA RELATIONS , r",I. / A list of phone and distributed next emergency. (I am working on numbers for all applicable media stations should be typed up to E.O.C. personnel, and posted in the EOC, prior to the This should include home numbers of city editors, also. this.) \ \ 2. Identify back-up person to be P.I.O. in an emergency if Chuck is unavailable. 3. Seperate the dissemination of general information (answering phone calls from the public) as a seperate task, apart from media relations. . '" (I was able to handle both in this emergency, including public calls to the police department office line, but in a larger emergency, separate phone lines would have to be dedicated for this task.) 4. News conferences are very helpful; they should continue to be held in the future. However, we will have to give more notice for them in the future. (The calls went out 5 p.m. Friday for the news conference Monday morning. Several camera crews showed up after the-conference was over, due to lack of communication within their own stations.) 5. One particular radio station should be designated as the information point for all residents. (Suggestions: KLOK, KWSS, KGO, or local transmitter). I E. O. C. 1. A dedicated phone for the P.I.O. should be installed in the E.O.C. This phone should have two or three lines, and should be push-button, not rotary dial. The phone number should be used only by the P.I.O. for media calls, so that calls don't get routed to the wrong place, as was the case this time. (There was no phone at all for the P.I.O. or Planning Dept. in the E.O.C.) .../''''''\ 2. The E.O.C. should have a bulletin board or blackboard where the P.1.0. can . \ put critical updates up for all E.O.C. personnel to see. Ideally, those answering general information calls from the public should be able to see ~(,,~ this board from their phones, also. '~~A rule prohibiting smoking in tbe E.O.C. shonld be adopted and enforced. (On several occasions, I had to leave the E.O.C. for fresh air after becoming nauseated by cigar and cigarette smoke in the E.O.C.) rJ) 4. The telephone books in the E.O.C. should be updated annually. (Those in the EOC for this emergency were eight years old. Luckily, I was aware of this, and grabbed my 1986 phone book at home the minute I was in- formed of the activation of the EOC.) PUBLIC INFORMATION '\ 1. Booklets of information detailing what to do in an earthquake, and similar booklets for floods, should be mass produced and stocked somewhere safe in or near the EOC prior to the next eHl':' t''::;(~Tley. \02. 3. A bilingual person should be available to EOC personnel. Carl Green. a flood victim, has suggested that the City look into installing radio-operated sirens on poles in the Uvas Creek flood area. (I promised I would pass the idea along.) Thank you for providing me the opportunity to comment. ~~~~ Public Information Officer PRESS RELATIONS Newspapers Generally, excellent response.
