On Sunday February 23, 1986 a meeting was held at the end 0+
Victoria to discuss the flood of February 17, 1986 and those
events prior to and following the deluge. At this meeting a
number of questions were asked by the 256 households represented.
These questions will follow, however at this point we would like

Dear Resident:
On the back of this letter is a depiction of the Gilroy Flood Warning System
for the Uvas Creek. The warning process includes four phases.
Phase I. The Police Department will close the gates at Miller Crossing near
Christmas Hill Park when the roadway is below water level. At this point, Fire
Department personnel will begin hourly monitoring of Uvas Creek.
Phase II. When the water level reaches the 6 foot marker painted on the
Thomas Road Bridge, all Emergency Operations Center administrative staff will be
placed on call. At this point, the creek level will be monitored every 15 minutes
by Fire Department personnel. Also, a portion of the E.O.C. staff will be called in
to begin detailed data collection. The National Weather Service, Gavilan Water
Conservation District and Santa Clara Valley Water District will be contacted to
provide the City with continuous updates on projected rainfall and creek and dam
water volumes.
Phase III. When the water level reaches the 7~ foot marker on Thomas Road
Bridge, the entire Emergency Operations Center staff will be activated. City staff
will continue monitoring the creek level (every 15 minutes), as well as weather and
water volume projections.
Phase IV. When the water level reaches 9~ feet on the Thomas Road Bridge,
the City will be in full emergency operation. Police and fire vehicles, using sirens
and public address systems, will broadcast warnings to residents that flooding could
occur. Phase IV is implemented at 7,000 cfs (cubic feet per second), and flooding
actually occurs at 10,300 cfs. This should provide approximately 90 minutes between
Phase IV and flooding under flash flood conditions. Evacuation will not be a
mandatory order. Residents will have to use their best judgment as to whether they
wish to stay with their homesor to evacuate. The City will have Wheeler Auditorium
opened as a shelter for those who decide to leave.
For flood information during any of the four phases, please call the Gilroy
Police Department at 842-6456. The 911 Emergency Number is to be used for emergencies
such as injuries, medical needs, criminal activity and extreme hazards. Sandbags
and sand will be available at the Chestnut Fire Station (Ninth and Chestnut Streets).

Approved $60 Million to 566 Projects of Soil Conservation Service. $1.5 Million
to Llagas Creek Project.
President in 1987 F.Y. Budget recommended that $60 Million be frozen. If no action
by Congress in 60 days, no cut. Opinion is Congress will not act; therefore, back
to business as usual in late April. ---
1987 F.Y. Budget
President wants to phase out 566 Projects (i.e., finish old projects; no new starts
possible scenario).
Will double check, but thoughtthat about the same amount of money was budgeted in
F.Y. 1987 ($60:!:"). No direct dollars to Llagas (S.C.S. makes that determination).
$500,000 in 1987 F.Y. Budget for start of Uvas-Carnadero (President.s Budget). Must
go through House, Senate and Conference Burlgets. Last year, lost it at Senate level.
. Opinion: Senate the key. Put pressure on Senators.

As requested, the following is submitted relating to delivery of flood
materials to London Drive and London Place.
As you know, Senior's primarily were utilized in the delivery of the in-
formation. (See attached) However, I also acquired part-time personnel
to help in the delivery. London Drive and London Place were covered by:

Basically, Joe knocked on all doors on London Place and London Drive. If
people were not there, he placed a flier in the door handle or in a
conspicuous location near the first door.
He approximates that 40% of residents were at home during his deliveries.
Of those who were home, he noted that he represented the City of Gilroy
and should they have any questions to please refer to page 4 where phone
numbers were located.
Overall, Joe noted the attitude of the residents was non-hostile and was a
positive step for the city.
