Dear Mr. Baksa,
We are pleased to present our final report on the Feasibility Study and
Schematic Development for the Police Department Expansion. The study includes
the development of a program and plan for space needs by the Police
Department, a structural analysis of the existing fire house, a site study to
determine optimum usability of the site, the decision to maintain the existing
public entrance of the police station on Rosanna Street and the provision for
future expansion.
We have developed a preliminary plan which provides for the present needs of
the Police Department with expansion capability for a future second floor
addition.
We have included a construction phasing schedule to maintain the functioning
of the Police Department during each phase of construction.

We envision a structural system consisting of a concrete basement with the

the possible use of concrete block slump stone veneer to relate to the
existing adjacent building, and a sheet metal parapet which may be removed in
the future to accommodate construction of the second floor.

The floor plan and site plan have been developed to indicate space
requirements, circulation and relationships. As detail requirements develop
related to structure, mechanical systems, plumbing, electrical and existing
uti1ties there may be necessary modifications. We feel that the basic plan
and cost estimate reflects the space need and function of the Police
Department. The next phase would involve the preliminary investigation of
various consulting engineers so that preliminary drawings can be finalized and
working drawings can be developed for construction documents.
We have enjoyed working with the staff personnel who have given us critical
and timely information and direction. We look forward to the opportunity of

I. SUMMARY OF REpORT
The existing Police Department Building is part of a complex which also
includes the City Hall, Library, Community Center, County Court House
and Civic Center parking. The site is well located in relation to the
City and functions well in relationship to city administration. The
function of an Emergency Operations Center which is included in the
police addition should also be part of the Civic Center. It was
determined that the visibility and accessibility of the Police Station
requires that the public entrance be maintained' on the Rosanna Street
side. The police service access will continue from Church Street.
The existing building adequately provides jail holding facilities.
Additional space is required for all other sections of the police
department.
Since the existing police facility was first occupied in 1966, the
population of Gilroy has tripled and continued future growth has been
projected. The existing facility is overcrowded and it is apparent that
any new facility must also allow for future expansion.
The constricted site indicates clearly that the expansion of the police
facility should be a multi-story building. We have proposed a plan for
a building with a basement and first floor initial construction with
provisions for a future second floor. Access for the physically
handicapped requires an elevator to the basement which can be extended
in the future to service the second floor.
Because the building houses public functions vital to the community, it
must be designed for an earthquake resistant "importance factor" of
1.5. The existing building was designed to the previous seismic code
requirement of 1.0. Therefore, all police and civic functions critical
to the emergency operation of the City after an earthquake should be
relocated to the new addition.
The site accommodates necessary current police staff parking.
Additional parking will be required when the Police Department addition
is expanded to the second floor. The removal of the existing Fire House
makes efficient utilization of the parking area and future expansion of
parking into the remainder of the city block is feasible.
The existing police facility contains 6,535 sq. ft. We have planned for
an addition containing 9,976* sq. ft. The future second floor addition
would provide for an additional 4,440 sq. ft.

amounts to l,100 sq. ft.

The total construction cost is estimated at $1,426,740. The new
building portion of the estimate is $1,177,560. The additional cost for
providing for the potential second floor is about $65,000 to $70,000
which is included in the cost estimate provided. This seems to be an
advisable expenditure to accommodate future space.
We feel that the initial building design should be simple and direct
with maximum flexibility for the future.
The fenced security area requires 20 feet of planting between the
property line and fence on the Church Street frontage. Therefore, the
service yard will be well screened. The visual impact of a one story
building on the neighborhood will not be significant and should relate
to the adjacent attached building. Adjustment to the Civic Center
character can be more significant when the addition of the second story
increases the impact of the police facility.
We strongly urge that the budget includes funding for remodelling of the
existing building so that the older space can be revitalized to match
the new addition. New floor finishes and painting are necessary in some
areas where walls are being relocated, however, we recommend general re-
painting, new floor finishes, lighting improvements, and alterations to
the entrance to be more compatible with the City Hall character.

II. EXISTING CONDITIONS
The existing location of the police Department is excellent in relation
to the Civic Center. The City has made a long term commitment for
continued occupancy of the Civic Center and for parking improvements for
future expansion.
The existing police facility was completed in 1966 with an addition in
1976. Except for the jail portion, the existing structure is a Type V
no-hour building, non-sprinkled.
The existing area is not reasonably workable for current levels of
staff, equipment, and proper function. Considerable "make do" decisions
have enabled the department to continue in operation~ efficiency and
production have been greatly hampered.
The City Building Department requires that the new building addition be
fire - sprinkled and that the existing building be separated from the
addition with a two-hour fire wall.
Existing Functional Conditions
The primary problem is lack of space for all sections of the Police
Department. Location to parking, City Hall, and Church Street is good.
Following are some of the existing problems:
Administrative space for investigation, lieutenants, patrol, and
traffic functions is inadequate.
Chief's secretarial space is extremely inadequate in size. No space
for filing current material, no space for reception function for
Chief, little space for computer equipment.
Communications space is inadequate and should be located in facility
with earthquake importance factor of l.5. The present location
interferes with police administrative functions and communications
equipment is located in several locations~ equipment maintenance is
difficult. Repairs to equipment in service are extremely
difficult. There is no current room for expansion. No flexibility
for new equipment.
No dedicated secure room for evidence storage. Evidence is stored in
several locations. Evidence should be centrally located for tight
security so that its legal validity cannot be compromised.
Lack of adequate space for training, conference, and roll-call
functions. These functions take place in shared space with frequent
interruptions.
No separate interview rooms. No facilities for audio-visual
observation.

Locker room and toilet facilities are extremely inadequate for
current number of employees. Location should be close to roll-call
area and staff entrance.
No present reasonable space for weapons storage.
No adequate space for reference and professional magazine library.
No adequate dedicated space for report writing by patrol personnel.
Records Area is not secure. Records are currently stored in several
locations throughout the building.
Observation of front lobby by police staff restricted by
communication function.
Circulation of patrol function through administration and
investigation areas is disruptive.
Existing Emergency Operations Center is not located in a building
with an earthquake importance factor of l.5. Space is too small and
present room is being used for many multi-functions.

III. DEPARTMENT NEEDS
The current total staff of the Police Department is 54 persons. The
recommended mean square footage is 250 square feet of building space per
person. The recommended range is 200 - 300 square feet per total police
Department staff. The larger the building, the greater efficiency and
lower area per employee is possible. The recommendations of the State
of California commission on Peace Officer Standard and Training
translate to an overall recommended square footage of 13,500 square feet
for current staff. In addition, the communication area for county
employees and equipment requires 1,100 square feet. The total square
footage recommended is approximately 14,600. The projected city
population is not static and considerable growth is probable.
This projection should adequately provide for current and foreseeable
future needs. Flexibility planning should allow for changing
requirements.
The current staff requires a parking area for about 45 cars.

IV. PROpOSED ADDITION & ALTERATIONS
A. Site Plan, Floor plan, & Elevations (see enclosed Drawings)
The proposed plan provides for a total of 16,500 square feet
(existing and new). The future second floor addition could yield an
additional 4,400 square feet. The proposed initial addition would
adequately provide for current needs and could accommodate a staff
increase of about 7 within mean recommended square footage per
employee.
The second floor addition would accommodate about 20 additional
people at 200 square feet/staff.
Several plan options were considered in locating the addition
relative to the existing building. The proposed location makes the
best use of the site while providing a reasonable connection to the
existing building. The administration, investigation and patrol
functions are located to provide required relationships to one
another, to the public, and to the service yard. The existing
prisoner entrance area is not ideal, but greater separation is not
possible without major modifications at the Jail Area.
We have shown four different elevations of the completed two story
building. They are of differing styles. We do not feel that a
selection of style should be made at this time. The diversity of
solutions indicate that the proposed one story plan is flexible and
can provide for different possibilities in the future. It would be
very difficult and unnecessary to predict the style or type of space
most suitable in 15 to 20 years.
We feel that it is important that the existing Rosanna Street public
entrance not be confused with other employee entrances at the new
addition. The impact of a one story addition will not cause any
problem. The new addition should allow some flexibility for
changes. The basement area should be considered to house locker room
facilities, communications, emergency operations, and mechanical
equipment on a permanent basis since the plumbing and electrical
requirement make this space inflexible. The first floor will
accommodate future changes more easily.
The basement excavation begins 12 feet away from the existing
structure to minimize shoring. The basement wall structure is
concrete. The basic building structural system is proposed as steel
beams and columns with a metal roof deck with concrete fill to
receive the future second floor. The exterior walls would probably
be metal studs and stucco with possibly some concrete block veneer.
This report is intended to show a basic functional preliminary
plan. Engineering requirements may require some changes to the plan
as it is developed. The plan should be considered as a workable base
for budgeting and planning.

A. Construction can be accomplished in a sequence which will permit
police operations to remain functional. No temporary police
facilities or leasing should be necessary. Sequencing of work makes
the total construction time about 3 months longer, and more expensive
for the construction. However, the Police Department must remain
completely functional during the construction process.
We recommend phases of construction to be as follows:
B. PHASE I - Site Work & New Construction (9 months)
* Does not include rain delays.
1. Complete construction of new building and site. Maintain police
access to service yard during construction.
2. Cut corridor through to existing building.
3. Relocate the following existing areas into the new building:
a. Communications
b. Detectives
c. Locker & Lounge Areas
d. Roll Call
4. Traffic and Crime Prevention remain in current location outside of
Station.
C. PHASE II - Alterations at Existing Building (3 months)
l. Records & Lobby
a. Remodel existing locker/lounge/restroom area into new function.
b. Move Records Personnel into remodelled portion, with visual
access to front desk.
c. Remodel existing Records Area.
d. Remodel front lobby area and exterior entrance.
e. Move all records into new Records Area.
2. Administrative Offices
a. Chief temporarily relocates office to existing Roll Call Room
(Roll Call function moved to new building).
b. Commander temporarily relocates office to new traffic office in
new building.

VII. RECOMMENDATIONS
Our recommendations are based on the following:
It is apparent that there is a strong need for a large increase in space
for the Police Department.
The expansion of space will require the reorganization of some existing
space.
Future growth of the City of Gilroy is anticipated and future expansion
of police facilities must be considered.
The existing Police Department is well located and expansion can be
accomodated at the existing location for the foreseeable future.
It is recommended that the City Council resolve to:
1. Determine authorized project budget and scope.
2. Implement action to complete Preliminary Drawings and the preparation
of Working Drawings and Specifications as required for bidding the
project.

SUBJ: Existing Firehouse & police Addition (CSS Job '8437)
Dear Jay,
We have completed a preliminary structural investigation of the existing
fire house. We had been considering its use as a Communication and
Emergency Operation Center and also for the crime prevention function of
the police department. A workable plan was developed to indicate that
the available space could accommodate these functions very well.
The structural engineer, Donald Peterson, made a preliminary inspection
of the building and concrete block cells. It was found that l/2 of the
investigated cells which should have been solid grouted, were not. Be
requested the testing laboratory of Testing & Controls to make a further
analysis of the reinforcing bars. The testing laboratory has found that
the reinforcing bars are located as shown on the drawings, however, they
have not been grouted in place with any consistancy. Also, the quality
of the grout is very poor and crumbly. The reinforcing steel has
absolutely no value unless it has been solidly embedded in grout. The
results have indicated that the exterior concrete block walls would
require a gunited reinforced concrete outer "shell" with additional
footings in order to stiffen the existing walls. This would be required
for the safe occupancy of the building regardless of use.
The additional cost of making the building conform to a l.5 importance
factor (required for police station - Communications - EOC use) is
minimal compared to a 1.0 importance factor for average occupancy use.
The soil report prepared by Cooper Engineers indicates average soil
bearing capacity. One inve~tigation was made to check the depth of the
existing footing. It appears that the footing depth conforms to the
drawings.

The trusses will require additional connections and the roof sheathing
will require a continous connection to the proposed new gunited exterior
walls at the eaves. The existing north upper wood wall will require
bracing connections from the roof to the new gunited wall below.
We have reviewed our estimated costs with Adamson Associates, a
professional construction cost planning firm. Their letter
recommendation budget allowance for the required construction work is
enclosed.
Following is a construction cost estimate for the required structural
work to bring the building up to current code requirements:

Following is a construction cost estimate for the work required to
convert the existing space into useab1e space for the communications
center, EOC, and the crime prevention office. The building requires a
new heating system and plumbing work for two new toilet roams. The
existing electrical service is minimal and the heavier load of the
communication center will require a new electrical service.

Total construction costs for structural and required alterations,
finishes, and mechanical and electrical work would total $29l,000 or
$10l.39/ft. without a contingency allowance.
These figures are slightly higher than our original estimates. The
architectural portion of the estimate is higher since some of the finish
items required because of structural work were transferred from the
structural to the architectural budget. Also, we had not originally
included a fire sprinkler system.
The Firehouse Building area would function well for the proposed
faci1ities~ however, the building location does not work well for
efficient use of land in conjunction with expansion of the police
department.
Since the estimated cost for necessary alterations to the existing
building would equal the cost of new construction, we recommend that the
existing building be demolished. The major problems related to
structural upgrading are very expensive and the explorations which have
been done are conclusive that the proposed work would be required. The
unknowns in remodelling make the possiblity for an even high cost per
square foot very possible.

We cannot proceed with the design for the police addition until the
future of the existing Firehouse has been decided.
Since it is apparent that the cost of remodelling will be about equal to
new construction and because of site efficiency considerations we
recommend that the firehouse building be demolished.

make a decision.

In accordance with your instructions, we have reviewed the drawings for
converting the existing fire department building to a police department
facility. Based on your drawing and information received during our
meeting at your office on May 14, 1985, we recommend a budget of $291,000
excluding any contingency.
Our budget consists of seismically upgrading the building with Gunite to
perimeter walls, and strengthening the roof diaphragm; new roofing,
interior partitions, finishes, toilet rooms, heating, electrical, fire
sprinkler systems, and demolition. We have not included the cost of utility
lines, professional design services, or site work.

As requested, our representative visited the project site on
May 9, 1985, ~or the purpose of locating reinforcing steel within
masonry block pilasters, lintels and wall sections of the subject
project.
With the use of a James R-Meter, Model C4952, we were able to
establish reinforcing steel placement patterns on each of four (4)
lintels over fire door openings, four (4) pilasters, around window
openings of the south wall and a section of the north wall located
at the north-east corner. Reinforcement locations as indicated
were marked with a yellow lumber crayon on all surface areas
tested.
