Services, Needs, and Understanding Project Understanding It is our understanding the City of Gilroy seeks a professional engineering and construction management firm to provide construction management services for the Eigleberry Street Resurfacing project. This project involves 3,600 tons of removing and replacing hot mix asphalt, 10,400 square yards of concrete profiling grind, various quantities of minor concrete work, 24 curb access ramp upgrades, thermoplastic striping, thermoplastic marking, and utility adjustments. Because this project is federally- funded, the City requires a firm with thorough knowledge of the contract administration and filing requirements of federally- funded projects including those administered under the Caltrans Local Assistance Procedure Manual (LAPM). Project Approach/Scope of Work Through its participation as the construction manager for both the Eigleberry Street Water Main and 6th Street Improvement projects, MNS has had the opportunity to better understand the requirements and needs of the City of Gilroy. The MNS team has established excellent relationships with the City of Gilroy team and with the community residing on Eigleberry Street. MNS plans on maintaining these good relationships by continuing its daily, hands -on management of the work as well as extensive interaction with the City management team. This has been the key to success of the prior projects. By proactively managing the projects on behalf of the City, MNS helps ensure successful and quality projects. MNS plans to continue the assignment of Willy Nowotny, PMP as Project Manager and Ken Shaner as the Senior Construction Inspector for this project. Both Willy and Ken are known to the City staff and experienced in the contract administration rigors of federal projects. Prior to MNS, Willy was project director for a $58M cleanup of a Superfund site near Atlantic City, New Jersey. This federally- funded project was jointly administered by the EPA and the US Army Corps of Engineers. The special requirements of this project are very similar to those required of federal funding of road projects such as Eigleberry Street. Most recently, Ken Shaner completed work as Senior Construction Inspector for the $75M, federally- funded Prunedale Improvements Project for Caltrans District 5. This project involved the exact requirements as the Eigleberry Street Resurfacing project. As a team, both Willy and Ken will work together to ensure each and every contract administration requirement is maintained and the project will stand ready for audit as may be required. As in the previous projects, Willy will maintain responsibility for construction administration of the contract and all related activities. Ken will maintain responsibility for daily field operations and record keeping. See Table 1 on page 4.3. MNS has included Tisha Bryant to the team as Contract Administrator. Tisha has over 14 years of experience in the proper document control of federally- funded and Caltrans projects. Most recently she provided document control services for the $75M, federally- funded Prunedale Improvements Project for Caltrans District 5. In addition to the daily record keeping activities, the MNS team will: • Administer the contract in accordance with the Caltrans Local Assistance Procedure Manual (LAPM) • Provide material testing consistent with Caltrans requirements. • Provide independent backup information to support costs paid. • Review RFIs and Submittals • Maintain daily and cumulative quantity calculation sheets for each contract bid item and for each progress pay estimate. • Provide an independent estimate for proposed contract change order amounts. • Administer Contract Time and maintain a weekly statement of working days. • Analyze the contractor provided construction progress schedule (CPM). • Proactively manage the project schedule by expedited issuance of field directives (as appropriate) to mitigate project potential delays. • Manage the project change order process. • On behalf of the City, provide a proactive approach to the project, including (if appropriate) suggesting work to be completed that could enhance the overall value of the project. 430: tJ M Proposal for Eigleberry Street Resurfacing Construction Management Services I SEC 4. 2 E N G I N E E R S ! N C • Manage the project contractor payment process including unit quantity record keeping and unit bid quantities. • Make adjustments to bid quantities as appropriate. • Work carefully with the contractor to establish lump sum prices for contract changes where appropriate • Monitor the project for safety Additionally, the MNS CM team will monitor the additional record keeping requirements required by federal funding with regard to: • EEO /Labor Compliance. This includes: – Reviewing contractor - provided certified payrolls including spot checking for hour and wage rates in comparison to diaries. – Proper posting of all requisite posters, and federal information requirements including OSHA, Cal /OSHA, Department of Labor, etc. – Conducting employee interviews on a periodic basis per Caltrans requirements. DBE Administration. This includes: – Reviewing DBE contracts and fully understand and monitor scope and contract value. – Monitoring participation of listed DBEs. Managing process if substitution is proposed. – Keeping contemporaneous DBE utilization and trucking documentation. Preparing final reports of utilization Submittals – Managing submittal review process, including record keeping and distribution. – Ensuring all materials utilized are formally approved. – Maintaining adequate records to memorialize that materials utilized were formally approved Special Federally Funding Requirem¢n`, are! Manaciement Practices MNS understands the work associated with the Eigleberry Street Resurfacing project is partially financed with federal funds. As such, utilization of federal funding requires additional expertise and experience in maintaining the proper project filing systems and document records. MNS has extensive experience with federally- funded projects; approximately 75% of our construction management projects are federally- funded. MNS intends to utilize its proven systems of document administration and control to ensure the project is administered in exact accordance to these requirements. The MNS team — including Project Manager, Senior Construction Inspector, and Contract Administrator =has Section 4. Services. Needs, and Understanding extensive experience in federal government and Caltrans documentation requirements. The MNS project filing system is developed in exact accordance with the requirements of Caltrans Uniform File Management System as detailed in Section 5 -102D of the Caltrans Construction Contract Administration document. In addition to the stringent document control requirements, federal funding involves additional requirements of contemporaneous record keeping. MNS provides the tools and training to its field management team to ensure we adhere to these stringent additional requirements. For example, the MNS Daily Diary is developed to ensure a contemporaneous record of the project's activities are maintained on a daily basis. Completed daily, the diary records such information as: • Weather • Labor onsite that day including names, classifications, etc. • Equipment onsite including make, model, number of hours operated, etc. • Correlation between contract bid items and productive hours used or left idle • Description of work completed during the day correlated to unit work activities description • Discussions with contractor, and subcontractor(s) • Field conditions and their impact on production during the day • Material test results • Safety issues (traffic control, construction safety, etc.) • Inefficiencies, down time • Construction and material quantities • Project photos taken during the day to document progress or issues • Tally of bid quantities completed during the day. • Record of verbal field direction given or received during the day Document samples for federally- funded projects are provided in Appendix 2. -\ M Proposal for Eigleoerry Street Resurfacing Construction Management Services I SEC 4. 3 E N G I N E E R S I N C Table 1.
