City Council Meeting Minutes
June 1, 2015
I. OPENING
A. Call to Order
Mayor Gage called the meeting to order at 6:00 p.m.
The pledge of allegiance was led by Council Member Aulman.
The invocation was given by Pastor Malcolm McPhail of New Hope Community Church.
City Clerk Shawna Freels announced that the agenda had been posted on May 27,
2015 at 1:15 p.m.

A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE
AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY
COUNCIL
Mark Turner of the Chamber of Commerce was called to speak describing the changes
to the sign ordinance that had taken place earlier in the year, and explaining that the
Chamber would like to further discuss the issue of banners for a better compromise.
M.A. Bowe was called to speak sharing the American Cancer Society Relay for Life
event being held in Gilroy on June 27th and sharing and the details of the fund raising
efforts in the city throughout the month of June.
There were no further public comments
Council Member Peter Leroe -Munoz joined the meeting at 06:03 p.m.
B. Youth Commission Annual Presentation to the City Council
The presentation was given by the Commission.

Council Member Tucker spoke on the Habitat Agency meetings and the group's fiscal
plans.
Mayor Pro Tempore explained that VTA meetings would take place the following week.
MAYOR'S REPORT
Mayor Gage read a letter of award issued to the finance department.
V. FUTURE COUNCIL INITIATED AGENDA ITEMS
Council Member Velasco requested that a staff report be prepared to address the
Chamber of Commerce request related to the sign ordinance to address the provisions
on banners.
A majority of the Council did not agree to agendize the item; Council Members Aulman,
Leroe- Munoz, Mayor Pro Tempore Woodward and Mayor Gage against.

Years 2015 -2016 (FY 16) and 2016 -2017 (FY 17), Capital Improvement Budget
for Fiscal Years 2015 -2016 (FY 16) Through 2020 -2021 (FY 21), Appropriation
Limit for Fiscal Year 2015 -2016 (FY 16), and Approval of the South County
Regional Wastewater Authority (SCRWA) Operating Budget for Fiscal Years
2015 -2016 (FY 16) and 2016 -2017 (FY 17) and Capital Improvement Budget for
Fiscal Years 2015 -2016 (FY 16) Through 2020 -2021 (FY 21)
The staff report was presented by Finance Director Turner.
Erwin Boggs was called to speak sharing his support for re- funding the Gilroy Welcome
Center.
Jane Howard of the Gilroy Welcome Center was called to speak sharing the multitude of
events the center was putting on and the need to work together.
Susan Mister was called to speak sharing positive remarks regarding the management
of the Gilroy Welcome Center and her support of their continued funding.

Beverly Pierce of the Native Daughters of the Golden West was called to speak sharing
the tremendous support of the organization by the Welcome Center.
The public hearing was then closed.
Motion on Item VIII.A.
Motion: to Adopt a Resolution 2015 -23 of the City Council of the City of Gilroy
Adopting the Budget for Said City for Fiscal Years 2015 -2016 (FY 16) and 2016-
2017 (FY 17) and Appropriating Proposed Expenditures for the Purposes Set
Forth in the budget with a modification to the Welcome Center annual budget to
be set at $300,000. 00 each year for the next 2 years, with the Welcome Center to
find private donors beginning in budget year 2017 -2018, so that the maximum
contribution from the City will then be $200,000.

items explaining that she owned a home within 500 feet of the project site, she then left
the Council Chambers.
