I. OPENING
A. Call to Order
The pledge of allegiance was led by Council Member Velasco.
Office Assistant Johnson reported that the agenda had been posted on September 30,
2015 at 1:00 p.m.

II. CEREMONIAL ITEMS
A. Proclamations, Awards and Presentations
The Public Art Committee and Mayor Gage presented Phil and Joan Buchanan the
2015 Community Art Award.
Mayor Gage presented City Administrator Haglund a plaque for his years of service to
the City.
Council Member Peter Leroe -Munoz joined the meeting at 06:04 p.m.

Chair Bruce Morasca made the presentation.
C. Gilroy Welcome Center and Tourism Business Improvement District (TBID)
Presentations to Council
Welcome Center Executive Director Jane Howard presented the Welcome Center and
TBID annual report.
The Council moved on to New Business Item A.

Finance Director Turner presented the report.

IV. REPORTS OF COUNCIL MEMBERS
Mayor Pro Tempore Woodward spoke on the recent VTA request for transportation
needs from cities in the region, explaining that the total had come to 47 billion dollars.
He went on to explain that VTA was now working through Envision Silicon Valley to
identify the projects that would be suitable for funding through a ballot measure, and
those better funded through other traditional sources.
Council Member Leroe -Munoz stated that the ballot measure as proposed by Envision
Silicon Valley was set for six billion dollars.
MAYOR'S REPORT
Mayor Gage announced that the majority of his meetings were scheduled for later in the
week and he would be reporting out at the following Council meeting.

The public hearing was opened; there being no comments it was then closed.

description of Property, Naming the Owners Thereof and the Costs of Abating the
Nuisance Caused by the Growing of Weeds and Accumulation of Refuse on the
Property, and Providing that Such Costs Shall Constitute Assessments Against
the Land

County Weed Abatement Coordinator Moe McHenry shared a new mobile phone app.
"weed hazard" that was now available to assist members of the public in reporting weed
abatement issues.
IX. UNFINISHED BUSINESS
A. Downtown Parking Management Plan Update of Public and Private Parking
Utilization
Mayor Pro Tempore Woodward recused himself from deliberations on the item
explaining that he owned property within the downtown. He then left the dais.
Traffic Engineer Servin and Building Center Manager Butler presented the staff report.
Public comment was opened.
Melanie Corona of the Downtown Business Association shared a recent Association
meeting and the group's report of data from business owners, which had recently been
shared with the City Council. She spoke on the needs for parking enhancements in the
downtown and the Associations interest in taking the lead in the effort with the
merchants, and opposition to any further city enforcement.
Brian Dauenhauer, Chair of the Downtown Business Association, stated that he did not
see an eminent parking issue in the downtown, and then explained the Board of the
Association was fully committed to work with staff to address parking and to work with
the downtown merchants.
Gary Walton, Board Member of the Downtown Business Association and downtown
property owner spoke on the ease of parking in the downtown areas, and went on to
explain that the Association should have been an active participant in the deliberation of
the report and recommendations to the Council, explaining that if more inclusive, there
could have been a better report to consider. He went on to discuss other parking
locations not identified in the report such as the city's property on 7t" and Monterey and
suggested that the Council consider an educational effort for the downtown merchants
and further demographics research to plan for properly.
Ron Kirkish was called to speak stating that he believed that the issue needed to be
addressed as a whole, instead of in pieces, describing the needs for the downtown in
the future and the idea of using parking meters to assist with downtown parking issues.
He then spoke on the possibility of moving the Post Office due to their proximity and use
of public parking, and went on to describe the downtown event parking needs.
Steve Ashford was called to speak asking for clarification of parking districts and
identification of parking on Hornline Court. He went on to describe the in lieu parking fee
concept, asking how it fixed the problem of parking where any new structure was built.
He concluded by asking why the property owners were not participants in the
discussions of parking in the downtown.

The staff report was presented by City Administrator Haglund.
Public comment was opened.
Ed Tewes addressed the Council thanking them for consideration of his appointment
and sharing his thanks to outgoing City Administrator Haglund, highlighting his regional
accomplishments. He concluded by offering to dedicate himself to assist the Council in
finding permanent City Administrator for Gilroy.
Ron Kirkish was called to speak explaining that he had recently spoken with Morgan Hill
Mayor Tate who admired the work of Mr. Tewes very much. He then suggesting that
the Council appoint Mr., Tewes to assist Gilroy while searching for a permanent City
Administrator.
