The distance to the California state capitol is 103 statute miles. Gilroy is positioned 37.01 degrees north of the equator and 121.57 degrees west of the prime meridian. Gilroy elevation is 200ft above sea level. Gilroy's location is 75 miles from San Francisco and 30 miles from San Jose. Gilroy is 294 miles north of Los Angeles and 173 miles west of Yosemite National Park. Climate & Weather The climate for Gilroy is Mediterranean. Around 70% of the days a year are sunny! Gilroy's average annual rainfall is 20- 25inches per year, average temperature is 62.8, average low temperature is 48.7 and average high temperature is 76.9 History & related items Gilroy was founded in 1850 and was incorporated in 1867 as the "town of Gilroyā€˛ The first inhabitants of the Gilroy area were the Ohlone Indians. They lived by hunting and gathering until the arrival of the Spanish missionaries and military forces. Spanish colonization began in the area in 1800. Two Spanish grants, the Las Animas and the San Ysidro, and many Mexican grants divided the area into large ranchos which raised cattle for hides, tallow, and jerked meat. John Cameron was born in Scotland in 1794. At the age of 19 he left England, using his mother's maiden name of Gilroy, and arrived in Monterey in 1814. He was baptized at the Mission of Carmel in 1817 and took the name of Juan Bautista Gilroy. He then made his way to Rancho San Ysidro where he was employed by 3 Ygnacio Ortega as a barrel maker. He married Clara Ortega in 1821 at Mission San Juan Bautista. The Gilroy's had 17 children, 8 died but 9 survived. The first American settlers were the Martin family who came in the first California -bound wagon train in 1843. Following the gold rush years, pioneers flooded the fertile Gilroy area with farms of every size and description. Americans, English, Irish and Germans joined the Spanish and Mexican pioneers. These early settlers engaged in stock raising and grain farming and soon what was then called Pleasant Valley became known as the hay and grain capitol of California. Gilroy got its start in 1850 as a state stop along Monterey Road to San Jose. By the time the village was incorporated as the Town of Gilroy in 1867,. it was the third largest community in the county with a brewery, a flouring mill and a distillery. The railroad arrived in Gilroy in 1869 and made the community the hub of the south Santa Clara Valley. In the 1860's and 1870's, Gilroy also became known for raising horses. The Gilroy Hot Springs were discovered in 1865 and developed into one of the leading resorts on the West Coast offering swimming, mineral baths, mud baths, massage -and health drinks along with hiking, fishing and hunting. The Gilroy Advocate, the first newspaper was published as a weekly from 1868 to 1946. The Gilroy Evening Dispatch now a two day a week paper started in 1925. The first church to serve Pleasant Valley was small St. Martin's chapel on the Murphy's Ranch in San martin. Between 1655 and 1871, six different denominations established churches in Gilroy. The first school in the area was established in 1952 in the San Ysidro district and was followed in 1853 by a public school in Gilroy proper. A public high school was established in 1876. There were also many small rural schools which were operated by the county. Henry Miller, known as the `cattle king', began buying land in the Gilroy area in 1863. He eventually owned outright 1.5 million acres in California, Oregon and Nevada. The 26,000 acres he owned in this area included the beautiful Bloomfield Farm and his summer home on Mt. Madonna, now a county park. The City of Gilroy was incorporated on March 12, 1870. In the 1870's Gilroy became known as the tobacco capital of the United States and had the world's largest cigar factory which produced over 1 million cigars each month. Dairying and cheese making became the industry of the 1880s with the arrival of Swiss and other middle- Europeans. This earned Gilroy the title of Dairy and Cheese Capitol of California. 4 The arrival of the French prune in the 1890s led to acres of hay and grain being turned into orchards. Apples, apricots, cherries, peaches, pears, plums and all kinds of nut crops were grown along with prunes. During the 1920's and 30's Gilroy became known as the Prune Capitol of California. At the turn- of -the- century, Italians and other southern Europeans came to Gilroy and brought row crop farming. Tomatoes, peppers, onions and garlic were grown and canned or dehydrated in Gilroy. With the arrival of Japanese farmers about World War I, garlic was grown for the commercial market in large quantities. The Gilroy Garlic Festival was started in 1979 and has an annual attendance of over 130,000. The festival has given more than $__ million back to the community and has earned Gilroy the title of Garlic Capital of the World. The Italians also greatly enlarged the wind industry in South County which had been productive on a small scale since the time of the ranchos. The seed industry, which is still a big business in Gilroy, started in 1911. Syngenta (previously Goldsmith) Seeds is just one of many present -day descendants. Around the turn of the century, Gilroy received several modern public buildings. The IOOF Childrens Home for California was built in Gilroy in 1897. It was replaced by the present building in 1921. 1906 saw the two major earthquakes and numerous floods, but it continues to stand as the one landmark that says "you're in Gilroy ". Gilroy's first public library building was completed in 1910. This classic Carnegie building now houses the city's historical museum. Today's Wheeler Auditorium was also used as a City Hall complex (and Korean-era air raid shelter) until our present city governmental campus was constructed in the 1980's. The Gilroy Police Department was established in 1960 by act of the Gilroy City Council. Prior to this, law enforcement services had been maintained in the area by a local constable. Communications between the station and responding units were often one -way only: a large flashing light at the intersection of Sixth and Monterey Streets directed officers to call the station by telephone for an important call. Early mobile radios contained tubes and required a great deal of electrical power, often dimming the headlights of patrol vehicles trying to communicate at night. Officers were dispatched by police cadets or other personnel in the station: eventually dispatching services for the entire South County area were located in the Police Department managed by dispatchers from the County of Santa Clara. Then the first Gilroy Police Department building was constructed in 1963, which space added onto the structure in 1987. In wasn't long until the Police Department needed much more space. 5 The present Gilroy Police Department building was completed in 2007, adding much needed space and growing room. In 1987, the cities of Gilroy and Morgan Hill broke away from the County and elected to perform dispatching services on their own. Six dispatchers were hired in September of 1987, and the Gilroy. Communications Center was born. Calls were dispatched using a manual card system originally used by the County, until replaced by a Computer Aided Dispatch (Phoenix CAD) system in 1993. In 2002 the Gilroy Communications Center upgraded their CAD system again to a (Tiburon CAD) system. This is the CAD system that is currently in place, as well as an OrbaComm radio system and Vesta phone system. GILROY PD COMMUNICATIONS MISSION STATEMENT To provide for our community, both emergency and non - emergency police, fire, medical and city services, in a professional and expedient manner. INTRODUCTION In keeping with the mission statement of the Gilroy Police Department, this portion of the Communications Procedure manual provides some procedures and guidelines that will ensure the safety and protection of both property and persons of all the citizens of our community and to dispatch police and fire calls in the most efficient and expedient manner, to meet the needs of the community. In no way does this portion of the manual spell out each specific question that may arise during your career with our communications center, but it does provide a basis from which to proceed. It is important to remember that no two calls are alike and it would be literally impossible to write procedures for all types of situations that you as a communicator will encounter.
