CITY OF TM CALIFORNIA A community with a spice for life City of Gilroy Schematic Design Orientation /Development Wayfinding System Design March 30, 2009 prepared by: Katherine Filice Linda Hathaway CU� � �9l P F A T s S' O1UT1O� City of Gilroy Schematic Design Orientation, 2009 Wayfinding System Design, Phase 1 & 2 (of 3) Introduction In January 2008, the Gilroy City Council approved the proposal and recommendation from the Gilroy Visitors Bureau (GVB) to select Articulate Solutions to conduct a community branding and citywide wayfinding study. Per the City Council's direction in January 2007, the Gilroy Visitors Bureau was chosen as the lead organization for the study and to oversee the process and selection of the community slogan and City of Gilroy logo (mark), as well as to direct the wayfinding process. The council believes the GVB board of directors is an excellent representation of the community at large, and with additional outreach to the community, which has been conducted, made an excellent choice for the community to utilize and embrace. The community branding phase of the project was completed in August 2008, with the presentation and adoption of the new Gilroy logo and slogan "A Community With a Spice for Life." The Wayfinding System Design is described in the proposal to the Gilroy Visitors Bureau dated February S, 2008 as "A comprehensive wayfinding system provides consistent, clear directions to various destinations, attractions and landmarks in the Gilroy area. This system of directional signage will complement traditional street signs —which are often unfamiliar to visitors to the city. The final wayfinding system is evolved and a standards system is included in the master style guide." The Wayfinding System Design is composed of the three phases, Phase One: Schematic Design Orientation, Phase Two: Schematic Design Development and Phase Three: Engineering/Installation. Phase Three, which deals with coordination of sign production and installation, has not yet been contracted. Possible funding alternatives for Phase Three include private funding from various destinations, using an algorithm based on the number and size of signs directing to that location. Objectives include: • Provide clear directions to various destinations • Complement traditional street signs • Use new community mark and slogan • Define major entry points into the city • Define key pathways for vehicular traffic • Provide pedestrian information in the downtown area • Promote destinations, attractions and landmarks • Eliminate existing signage in varying formats • Create a signage system which can easily be revised and maintained Phase One: Schematic Design Orientation The goal of the Schematic Design Orientation phase is to define key traffic routes in the city and generate a complete list of sign types, locations and associated messages for providing directions to selected destinations. During this first phase, Articulate Solutions reached out to key decision makers, city staff and other identified parties to evaluate the existing signage and needs of the community. Evaluation of current needs and future development is critical to a successful design. A physical site analysis helped us fully evaluate how wayfinding information is currently being conveyed and additionally establishes potential material and design possibilities. Inventory existing interior signs and nomenclature Existing directional signs were photographed and cataloged (Existing Sign Photos, Existing Sign Inventory), as well as other critical decision intersections. Final List of Destinations Feedback received from each community group was consolidated into a complete list of destinations. This list was then prioritized/broken down into three categories: • To be included in a citywide signage system • To be included only in city maps and downtown kiosk • Not to be included in the wayfinding project This list was finalized and approved by the Visitors Bureau Steering Committee on November 4, 2008 (See Destination List). Development of Sign Locations Each destination in the finalized list was mapped out and prioritized, and routes defined from major entry points to the city, as well as other major destinations. Major entry points include Highway 101 at Masten, Leavesley, 10" Street and Monterey, Santa Teresa Blvd and Monterey Road from the north, and Highway 152 from both the east and west. Major destinations include the Gilroy Outlets, Downtown, Gilroy Gardens, and wineries. Messages were prioritized based on proximity to destination, importance of destination, and the design criteria of no more than four messages per sign based on feedback from the Traffic Engineer. Development of Sign Types Six types of signs have been identified to be included in the wayfinding system. Type Al — City Identity Monument Sign, used at major entrances to city Type A2 — Downtown Identity Monument Sign, used at each end of downtown Type B1 — Primary Directional, used at decision points on major roadways Type B2 — Secondary Directional, used at decision points on minor roadways Type B3 — Trailblazer Signs, used to direct traffic along route Type C1 — Downtown Kiosk Sign Locations /Map The City of Gilroy map (Proposed Sign Map) shows proposed sign locations by sign type. The numbers on the map correspond with the sign location list (Proposed Sign List), which also identifies the messages contained on each sign and the corresponding destination the signs lead to. In addition to the messages, icons were identified for locations such as parking, lodging and hospital. These icons will be attached to the signs as show in the final concept drawings (Final Design). Several of the signs are located on State Highway 152, as well as off -ramps to Highway 101. These signs are outlined in a blue border on the sign location map. As these locations are under the jurisdiction of the state, they will require further contact with state organizations, and will be finalized in Phase Three. As part of the Phase Three, Engineering/Installation process, all sign locations and messages will be reviewed by City Engineering Staff for possible modifications. Research, Focus Group Studies and Marketing Reports The following reports, plans and studies were read and incorporated into the design image criteria: • City of Gilroy General Plan • Downtown Gilroy Specific Plan • Downtown Gilroy Strategic Plan • Branding Study Report Dated May 14, 2008 Phase Two: Schematic Design Development The goal of the Schematic Design Development phase is to select the final design for all sign types for the city's wayfinding system. In this phase, three separate signage concepts (Draft Sign Concepts) were developed, based on the new city brand and guidelines. The designs ranged from traditional to modern, and were chosen to coordinate with the color scheme selected in the branding study. These designs were presented to the Visitors Bureau Steering Committee, and two designs were chosen for further refinement. Articulate Solutions was asked by the Visitors Bureau Steering Committee for ballpark cost estimates on both sign designs. Although this is a part of Phase Three, we were able to generate preliminary drawings, which enabled vendors to bid on the two designs. These were rough bids for information only, as the number of each type of sign has been changed, and will likely be more competitive in the process of formal bidding. This map contains secondary destinations chosen by the Steering Committee (Destination List), as well as the primary destinations used in the signage system (see Tourist Map). Approval of Final Schematic Design The Steering Committee met with the Visitors Bureau Board of Directors on Thursday, March 19, 2009, to recommend the design they believed would most appropriately represent the community of Gilroy. This design (Final Design) was unanimously approved by the Board of Directors, with a decision to move forward with a recommendation to the City Council. Phase Three: Engineering/Installation Articulate Solutions is excited to be a part of the City of Gilroy's new brand and signage. We believe that the new mark and signs will have an increasingly positive impact on the city's image and tourism, and look forward to the implementation phase of this project. We hope to be a significant part of the Phase Three effort, using the knowledge we have gained thus far to bring the new signage program to fruition, and would be happy to have an opportunity to develop a proposal for consideration.
