This Amendment extends the term of the Agreement for Services between the City of Gilroy and HYDROSCIENCE, Inc. dated March 10, 2016 to March 10, 2018. All requirements of the original Agreement Documents shall apply to the above work except as specifically modified by this Amendment. The contract time shall not extend unless expressly provided for in this Amendment. The purpose of this letter is to request an amendment to our agreement to cover additional requested services. Pursuant to the contract agreement dated March 10, 2014, our services are being provided with a not -to- exceed fee of $194,841. Covered under that fee are the following services: • Task 1 - Project Design Management • Task 2 - Preliminary Design (including Surveying, Geotechnical, and Potholing) • Task 3 — Permitting /CEQA Support • Task 4 — Detailed Design • Task 5 — Bidding Services • Task 6 — Construction Support HydroScience expended the allocated budgets for Tasks 1 through 4 to prepare the bid documents. The final bid documents were completed and submitted prior to receipt of the Caltrans Encroachment Permit (EP) as requested by the City. The understanding was that the Caltrans EP would be received during the bidding phase. The budget for Task 5 — bidding services — was expended during the initial bidding phase and to assist with the initial Caltrans EP application comments. Amendment Request No. 1 - Scope of Work Addressing the additional subsequent Caltrans EP application comments would be performed under a contract amendment. The following additional engineering services are anticipated to help the City obtain an exception to Caltrans recently developed Project Development Procedures: 1. This certification must be attached to submitted project plans, specifications, and estimates (PS &E) that have been signed by a California registered civil engineer. b. Completion of Caltrans Utility Matrix i. The matrix will organize utility facilities within the project limits. ii. Caltrans has requested that this matrix be attached to the Utility Policy Certification. iii. The table below summarizes the number of utility crossings that must be entered into the matrix. 2. Design — Modifications of the June 2016 drawings to include Caltrans required design details (e.g., trench details) and to include information from potholing efforts by Exaro. The preliminary traffic control plans (TCP) will also be incorporated into the plans and /or specifications. 3. Bidding Services — The City anticipates rebidding the project during early 2017. Additional scope and budget is requested for the second round of bidding. 4. Construction Support — HydroScience has been using the contract's construction support budget to assist the City with the Caltrans EP effort. This amendment requests additional budget to replenish the construction support funds used for the Caltrans assistance prior to approval of this amendment request. 5. Potholing - Caltrans has requested potholing of high risk utilities within the project area. a. Based on our understanding of Chapter 17 of Caltrans Project Development Procedures, the project's only high risk utilities include: 1) Natural gas lines that are greater 6- inches in diameter or 2) Natural gas pipes with pressures greater than 60 psig. b. High priority natural gas lines crossed by water main = 32 crossings c. Per review of the project's plan and profile drawings, there are no high voltage ( >60KV) electric lines in the project area. Per review of the project's plan and profile drawings, there are no sewer force mains in the project area. e. Exaro Technologies will provide the vacuum excavation (potholing) work. Exaro's scope includes the following: i. Prepare a Caltrans EP application for the potholing work specifically (assumes that City will pay for any application fees) ii. Prepare and implement a TCP (based on standard lane closure). Assumes no traffic control flagmen needed. iii. Vacuum excavate 32 potholes (standard 1'x1' size) to confirm underground gas utilities. iv. Backfill with CDF /slurry. v. Repair asphalt/concrete with hot asphalt mix paving (in a-1'x1' hole only) vi. Provide vertical and horizontal location of utilities referenced to existing infrastructure. vii. Hand markup plans of pothole findings on plans provided by HydroScience. viii. Work performed during day light (no night work). 6. Preliminary TCP — Caltrans has requested the development of a TCP for work within First Street (SR 152) in Gilroy, California. The City has requested this work be performed by Mott MacDonald (MM). The scope proposed includes the following: a. Coordination with the City for TCP within City right -of -ways (ROW). b. Base maps prepared from CAD files provided by HydroScience. MM will add existing striping details if needed along First Street (using Google Earth imagery). c. Preparation of preliminary TCP (60% TCP) that will include all improvements within Caltrans ROW and City of Gilroy ROW along First Street. No field work is anticipated to prepare the TCPs. Temporary traffic control measures will be according to 2015 Caltrans Standards and 2014 California MUTCD standards. Scope does not include preparation of specifications and /or special provisions. d. Preparation of Draft TCP (90% TCP) that will based on comments on the 60% TCP submittal. e. Preparation of Final TCP (100% TCP) that will be based on 90% TCP comments. Amendment Request No. 1 - Budget Our amendment request is summarized in Table 1 below and detailed in Attachment A. Amendment Request No. 1 — Extension of Term of Agreement The March 10, 2014 agreement remains in effect through March 9, 2017. Since the City anticipates re- bidding the project early 2017, we request a minimum one year extension to provide engineering services during the re- bidding and construction phases of the project.
