City Council Meeting Minutes
December 5, 2016
I. OPENING
A. Call to Order
Mayor Woodward called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was led by Council Member Harney.
The Invocation was given by Pastor Greg Quirke of South Valley Community
Church.
City Clerk Shawna Freels announced that the agenda had been posted on
November 30, 2016 at 11:00 a.m.

C. Employee Introductions
Police Chief Turner introduced newly hired employee Melissa Ventura.

A. Proclamations, Awards and Presentations
Mayor Woodward recognized retiring employees: Public Works Director Rick
Smelser, Police Chief Denise Turner, Senior Maintenance Worker Chris Weske,
Maintenance Worker Rick Bryde, Office Assistants Angie Guerra and Elva Garcia,
and Administrative Secretary Nonie Barbieri for their service to the City.

The presentation given by Commission Chair Hyde.
C. Presentation of 2016 City Accomplishments
The presentation was given by City Administrator Gonzalez.

Mayor Pro Tempore Leroe -Munoz spoke on the Silicon Valley award for
improving government efficiency "red tape to red carpet' explaining that Gilroy
was in the running. He then spoke on the Cities Association holiday party.
Mayor Woodward spoke on the upgrade to the council chambers video camera
system and then stated that he would be chairing his last Caltrain meeting later
in the week, suggesting the Council stay involved with Caltrain as changes were
developing.

B. Consideration of the Approval of a Tentative Map Extension for a Six -
Lot Subdivision located at 2730 Lone Oak Court. Resolution 2016 -60
Council Member Aulman recused from deliberations on the item, explaining that
she lived within 500 feet of the subject site.
Motion on the Consent Calendar
Motion: Adoption of Resolution 2016 -60 Approval of a Tentative Map
Extension for a Six -Lot Subdivision located at 2730 Lone Oak Court. Moved
by Council Member Dion Bracco, seconded by Mayor Pro Tempore Peter
Leroe - Munoz.
Vote: Motion carried 5 -1 -1.

City's Purchasing Policy to Increase Limits for Formal and Informal
Procurement and Increasing Signing Authority Limits
The presentation was given by Finance Director Forbis.
There were no public comments.
Motion on Item IX.A.
Motion: Adoption of Resolution 2016 -62 of the City Council of the City of
Gilroy: Increasing the current purchasing limits for informal and formal
procurement and increasing signing authority limits to reflect new
purchasing limits.
Moved by Council Member Dion Bracco, seconded by Council Member
Daniel Harney.
Vote: Motion carried 7 -0.

X. INTRODUCTION OF NEW BUSINESS
A. Preliminary Review of the Draft Community Engagement Strategy
Framework
The presentation was given by Public Information Officer Kline.
Public comment was opened.
Ron Kirkish was called to speak asking for information on the social media site
Next -door.
Richard Turcot was called to speak asking for simplified processes to glean
information about the city.
Rubin Ynzunza was called to speak explaining that there wasn't a lot of public
participation in city meetings and the need for face -to -face discussions with the
public.
Jane Howard was called to speak sharing the assistance the Welcome Center
could provide to the city with the city's engagement strategy.
B. Lessons Learned in Roundabout Construction - Third Street and Santa
Teresa Boulevard Roundabout
The presentation was given by Engineer I Gabrielsen.
Public comment was opened.
Bill O'Connor was called to speak sharing his thoughts on the issues with
roundabouts and the need for public education.

Ron Kirkish was called to speak describing the success of roundabouts including
the reduction in vehicle accidents and fatalities.
Richard Turcot was called to speak highlighting issues with navigating
roundabouts..
Ruben Ynzunza was called to speak and described the number of signs within a
roundabout.
Tom Fischer was called to speak and described the benefits to traffic circulation
with the roundabouts and their benefits in public safety.
Public comment was then closed.

XIII. CLOSED SESSION
A. PUBLIC EMPLOYEE PERFORMANCE EVALUATION Pursuant to
Government Code Section 54957 and Gilroy City Code Section 17A.8 (a) (4)
Name/Title: Gabriel Gonzalez, City Administrator
Public comment was opened.
Georgine Scott - Codiga was called to speak and explained that City Administrator
Gonzalez had dismissed all of her concerns when she had asked for his
assistance to resolve an issue related to the City of Gilroy's hiring process for a
position she had applied for, as she questioned the fairness of the hiring
practices.
Public comment was then closed.
The Council adjourned to closed session at 8:01 p.m.
