Minutes 2017/03/06City of Gilroy . City Council Meeting Minutes March 6, 2017 A. Gilroy Gardens Master Plan Study Session The meeting was called to order at 5:05 p.m. Council Members Present: Present: Council Member Dion Bracco; Council Member Daniel Harney; Council Member Paul Kloecker; Mayor Roland Velasco The presentation was given by Barb Granter of Gilroy Gardens Council Member Fred Tovar joined the meeting at 5:35 p.m. Public comment was opened. Zachary Hilton was called to speak sharing the positives of having a bike path from the city to the park over Was Creek and onto the Bay Area Ridge Trail. Susan Mister was called to speak asking about the potential of a conference center and hotel that had been previously presented and evening events. Ron Kirkish asked for information related to the future use of the remaining property. Public comment was then closed. Council Member Peter Leroe -Munoz joined the meeting at 5:45 p.m. (.OPENING A. Call to Order Mayor Velasco called the meeting to order at 6:11 p.m. The pledge of allegiance was led by Mayor Pro Tempore Bracco. The invocation was given by Father Brocato of St. Mary Catholic Church. Orders of the Day There were no agenda changes. C. Employee Introductions There were none. II. CEREMONIAL ITEMS A. Proclamations, Awards, and Presentations City Council Meeting Minutes 3/6/2017 2 Mayor Velasco recognized the Young Artist Poster contest winners. Mayor Velasco presented a proclamation recognizing March 2017 as Red Cross Month. Mayor Velasco presented a proclamation recognizing Science Fair Week March 20 -25, 2017. Mayor Velasco presented a proclamation naming March Arts Education Month . III. PRESENTATIONS TO THE COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL Terry Yordan was called to speak and asked if the City was continuing negotiations for a water park at the Gilroy Gardens property. Pat Reinhart was called to speak asking if the City was still in negotiations for a water park asking if there would be public input in the decision as there were concerns regarding the inability for local use. Bill O'Connor was called to speak asking for the rationale behind the decision at the last meeting related to the traffic calming on Welburn Avenue. IV. REPORTS OF COUNCIL MEMBERS Council Member Kloecker spoke on the SCRWA meeting the previous week and then described the bird watching taking place at the facility. Council Member Harney spoke on the South County meeting with VTA regarding service cuts, and plans for alternative coverage. He then spoke on his appointment to the VTA Board of Directors as alternate. Council Member Tovar spoke on the 1 st Friday event in the downtown and shared details of Congresswoman Lofgren's Town Hall meeting in Morgan Hill. Council Member Leroe -Munoz spoke on Congresswoman Lofgren's Town Hall meeting and the discussion of the loss of funding for the electrification of Caltrain. Mayor Velasco announced that he was holding his first conversation and coffee with the Mayor on Saturday March 11th. V. FUTURE COUNCIL INITIATED AGENDA ITEMS Council Member Leroe Munoz asked that the Council write a letter to Federal representatives on the importance of securing monies for electrification of Caltrain. The majority of Council agreed to agendize the item. VI. CONSENT CALENDAR Motion on the Consent Calendar Motion: Adoption of Ordinance 2017 -03 of the City Council of the City of Gilroy Amending Gilroy City Code Chapter 17A, Section 17A.20 Entitled "Process for Gaining Access to Public Records - Administrative Appeals" (introduced 2/27/17 with a 7 -0 vote) Moved by Council Member Peter Leroe- Munoz, seconded by Mayor Pro Tempore Dion Bracco. Vote: Motion carried 6 -0 -1. BIDS AND PROPOSALS A. Approval of a Professional Services Contract to HouseKeys for Below Market Rate Housing Portfolio Administration The staff report was presented by Grants Coordinator Murillo. There were no public comments. Motion on Item VII.A. Motion: Approve a contract in an amount not to exceed $130,000 ($40,000 one- time and $90,000 per year ongoing) with HouseKeys for the administration of the City's Below Market Rate (BMR) portfolio and authorize the City Administrator to execute a contract. Moved by Council Member Daniel Harney, seconded by Mayor Pro Tempore Dion Bracco. Vote: Motion carried 6 -01. PUBLIC HEARINGS There were none. IX. UNFINISHED BUSINESS There was none. X. INTRODUCTION OF NEW BUSINESS A. Approval of Lease Agreement for 7341 Monterey Street and Adjacent Properties, Gilroy Arts Alliance (GAA) Leasee The staff report was presented by Recreation Director De Leon. Public comment was opened. Kevin Heath of the Gilroy Arts Alliance spoke on the. partnership with the City explaining that over the last 18 months had been much improved. Public comment was then closed. The item was continued to the March 20th meeting with noted changes in sections 6.2 and 6.4. XI. CITY ADMINISTRATOR'S REPORTS A. Informational Report on 2017 Pavement Activities City Administrator Gonzalez introduced the item and Interim Public Works Director Roberts, Interim City Engineer Stubchaer and Interim Operations Manager Avila further presented the item. Public comment was opened. Susan Mister was called to speak and described the need for monies in the future for road repairs. City Council Meeting Minutes 3/6/2017 V Ron Kirkish was called to speak and thanked the Council for spending the monies on the repair of the city roads. Public comment was then closed. B. Update on Measure B Transportation Tax The item was introduced by City Administrator Gonzalez and the report was presented by Interim Public Works Director Roberts and Interim Transportation Engineer Fisher. There were no public comments. XIII. CLOSED SESSION A.
