City Council Meeting Minutes
August 7, 2017
I. OPENING
A. Call to Order
The Mayor called the meeting to order at 6:01 p.m.
The pledge of allegiance was led by Council Member Leroe - Munoz.
The invocation was given by Pastor Greg Quirk of South Valley Community Church.
City Clerk Shawna Freels announced that the agenda had been posted on August 2,
2017 at 10:30 a.m.

There were no agenda changes.
C. Employee Introductions
Community Development Director Abrams introduced newly hired part time Office
Assistant Jordan Miller and newly promoted Engineer I Claudia Moran.
Recreation Director De Leon introduced newly hired part time Recreation Leaders
Irwin Leon and Cassandra Maciel- Hernandez and Recreation Specialist Laura Hull.
II. CEREMONIAL ITEMS

III. PRESENTATIONS TO THE COUNCIL
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE
AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY
COUNCIL
Al Gagliardi was called to speak and thanked the Council for their work in
representing the people of Gilroy. He then gave the Mayor a new gavel.
Donald Perino was called to speak and described the rate increases for water and
sewer services, and then asked where a water quality report for Gilroy was available.
He concluded by sharing his support of the Pacheco Reservoir project.
Jane Howard was called to speak and shared the success of the Garlic Festival and
then thanked city staff for addressing the weeds on Hecker Pass prior to the event.
Ron Kirkish was called to speak and shared his concerns with Alexander Street
apartments.
B. Community & Neighborhood Revitalization Committee Annual Report to
Council

The report was presented by Committee Member Armendariz.
IV. REPORTS OF COUNCIL MEMBERS
Mayor Pro Tempore Bracco reported on the newly formed Joint Water Resources
Committee and described the new Pacheco water expansion project.
Council Member Tucker explained that she had no meetings during July and then
thanked city staff for preparing Christmas Hill Park for the Garlic Festival.
Council Member Kloecker spoke on the Joint Water Resources Committee meeting
which took place following the SCRWA Board meeting and explained that the Water
District would need a letter of appointment.
Council Member Tovar reported on the SCRWA meeting sharing details of a rebate
from PG &E sent to SCRWA. He then thanked staff for their work putting together the
National Night Out event.
Council Member Leroe -Munoz thanked staff for coordinating a very successful
National Night Out event. He then spoke on the Water District community
engagement project and announce the garlic city car show.
Mayor Velasco spoke on the URM Task Force meeting the previous week sharing
progress with the vacant buildings in the downtown. He then spoke on the success of
the National Night Out event and concluded by announcing the Conversation and
Coffee with the Mayor event he would be holding the following Saturday.
V. FUTURE COUNCIL INITIATED AGENDA ITEMS
Council Member Tovar requested that the Council consider providing a financial
contribution for the Leadership Gilroy downtown mural project at the next meeting.
Council Member Leroe Munoz suggested having the Water District give a
presentation at a future meeting.
The Council agreed to both requests.

VIII. PUBLIC HEARINGS
A. Public Hearing to Consider the Report of Abatement of Weeds and Refuse
Within the City of Gilroy and Confirming the Imposition of Assessment Liens
Against the Land
The staff report was presented by Fire Marshal Bretschneider.
The public hearing was opened; there being no comments, it was then closed.
Motion on Item VIII.A.
Motion: Adoption of Resolution 2017 -31 of the City Council of the City of Gilroy
confirming the report of the Chief of the Fire Department setting forth the
description of property, naming the owners thereof and the costs of abating the
nuisance caused by the growing of weeds and accumulation of refuse on the
property, and providing that such costs shall constitute assessments against
the land.
Moved by Council Member Cat Tucker, seconded by Mayor Pro Tempore Dion
Bracco.

Motion: Authorize the City Administrator to enter into an agreement modifying
the existing Housing Trust Fund rehabilitation loan for the Connell Apartments
held by Eden Housing, Inc.
