City Council Meeting Minutes
September 11, 2017
I. OPENING
A. Call to Order
Mayor Velasco called the meeting to order at 6:04 p.m.
The pledge of allegiance was led by Council Member Leroe- Munoz.

C. Employee Introductions
Police Chief Smithee introduced newly hired Police Records Technician Salina
Armendariz. He then introduced newly hired Police Officer Scott McPeek.
Finance Director Forbis introduced newly hired Accounting Technician Mirtha
Padilla.
Recreation Manager Henig introduced newly hired part time Recreation Leaders
Amber Gamboa and Jasmine Hernandez.
II. CEREMONIAL ITEMS
A. Proclamations, Awards, and Presentations
Mayor Velasco presented the proclamation Recognizing September 17 -24, 2017 as
Constitution Week.
Mayor Velasco read the proclamation Designating September 15, 2017 to October
15, 2017 as National Hispanic Heritage Month.
III. PRESENTATIONS TO THE COUNCIL
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE
AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY
COUNCIL
Jennifer DelBono was called to speak as a member of the So. Co. Youth Task
Force sharing the successes of the programs.
Maria Chavaria was called to speak sharing the success of Community Solutions
with her son detailing the changes in his behavior.
Charmayne Moran was called to speak sharing the regional issues faced by South
County Task Force and described the collaboration of the member agencies
working on the task force.
Don Perino was called to speak sharing concerns with traffic markings between
Miller and Wren, Wren and Ortega, and lack of traffic guards at El Roble school. He
concluded by asking that new employees be issued name tags.

Saul Gonzalez was called to speak sharing the successes of Community Solutions,
and the South Co. Youth Task Force.
Shelley Swan was called to speak sharing her support for the South County Youth
Task Force describing the benefits of the group in starting Carry the Vision agency
in Gilroy.
Wendy Kinnear - Rausch was called to speak of Family Services spoke in support of
the South County Youth Task Force.
Jason Franks was called to speak sharing his support of the South County Youth
Task Force.
Victor Muniz was called to speak sharing his support of the South County Youth
Task Force.
Lidia Doniz was called to speak sharing her support of the South County Youth Task
Force.
Linda Berti was called to speak about emergency preparedness, asking if the city's
emergency response plan was available for the public.
Eduardo Cuevas, Field Representative for Assembly Member Caballero, was called
to speak sharing the availability of the Hollister and Salinas offices for her
constituents.
Ian Slattery was called to speak sharing the successes of the South County Youth
Task Force.
Jennifer Putholt was called to speak sharing her support of the South County Youth
Task Force.
Johnny Gogo was called to speak as the Deputy District Attorney for Santa Clara
County, sharing his support of the South County Youth Task Force.
Mario Maciel was called to speak sharing the success of the San Jose Mayor's
Youth Task Force and described the successes the work had on youth.
Ron Kirkish was called to speak sharing the need to recognize DACA students.
IV. REPORTS OF COUNCIL MEMBERS
Council Member Tucker spoke on the Welcome Center meeting and the approval of
their annual objectives.
Council Member Kloecker stated that the Historic Heritage Committee had met and
heard a presentation from Connie Rogers.
Council Member Tovar reported that he had met with staff from Gilroy Gardens and
the Welcome Center. He then spoke on a recent event he had attended where
Congresswoman Zoe Lofgren had addressed DACA students.
Council Member Leroe -Munoz announced a Chamber mixer the follow week and
announced that the Chamber's Business and Education Committee was looking for
volunteers to serve on the Rock the Mock event being held at Gilroy high schools.
He then spoke on the upcoming Tamale Festival, and invited the Council to
participate in the Silicon Valley Turkey Trot.
Mayor Velasco spoke on the recent General Plan Advisory Committee meeting
thanking Senior Planner Stan Ketchum for coordinating the panel discussion. He

then spoke on his planned travels to Garden Grove to tour Great Wolf Lodge and
meet with city officials and staff to learn more about the development.

A. Consideration of an Ordinance Amending Chapter 21 of the Gilroy Code
Pertaining to the Payment of Development Impact Fees and an Economic
Incentive Policy Payment Plan
The staff report was presented by Interim Development Center Manager O'Strander.
There were no public comments.
Motion on Item IX.A.
Motion: to direct staff to prepare an ordinance amending Chapter 21 to
accommodate alternative timing for the payment of impact fees and to prepare
an update to the Economic Incentive Policy to include a payment plan, with
the removal of downtown portions of the proposal.
Moved by Council Member Cat Tucker, seconded by Council Member Fred
Tovar.

City Administrator Effective April 1, 2017

Motion: Approve Approval of City Administrator's salary increase to
$218,400.00 annually, and increased vacation accrual from two weeks per year
to three weeks per year effective April 1, 2017.

A. Report on Ballybunion Fire
City Administrator Gonzalez presented a briefing of the Ballybunion fire incident,
and Fire Chief Anderson, Public Works Director Awoke and Public Information
Officer Bedell each presented an outline of the event.
B. Demonstration of Enviso Strategic Plan Performance Management
Application
Senior Management Analyst Atkins presented the item.
City Administrator then spoke on the First Street waterline and construction
scheduling describing the process of working in tandem with Caltrans.
