This work when completed will provide a more stable water and sewer system. The project is anticipated to start in early June 2017 and will take approximately six months to complete contingent on weather and unforeseen circumstances. This work may require lane reductions, possible service interruptions, and access issues to nearby residences and businesses. The location of the project will present unique challenges for the many small businesses along First Street and the residences within the construction corridor. These challenges will likely include parking and driving impacts, as well as concerns from businesses regarding access to and from their place of business, noise, dust, and most importantly service disruptions. We will develop a cost - effective and fully integrated outreach effort that communicates the project's purpose, need and benefit with the local community (businesses and residents) as well as those traveling through the project area. The outreach plan assumes an 8 -month schedule with the plan commencing in June 2017, a month prior to the start of construction. This will give us time to conduct a site visit, review the plans, and develop the collateral. a) Collateral Development TRC Engineers, Inc. will produce a "toolbox" for conducting outreach that includes: construction notices, fact sheets, social media content, door hangers, and /or other collateral deemed appropriate. Deliverables: ✓ Copywriting ✓ Creation of Project Fact Sheet ✓ Door hangers, fliers, or postcard for project updates b) Community Outreach Program Start of Construction Notice We highly suggest that a direct mail piece in the form of a postcard be mailed to all residential units and businesses within a % mile radius of the project area prior to the start of construction. The postcard will include information about the project need and benefit, construction timeline, and where to go to get more information such as the project hotline number, city's website, and social media platforms. We recommend sending the postcard 30 days prior to the start of construction. At each stage of construction where there is a major impact we suggest sending out an update in the form of a letter, postcard, or canvassing the project area with a door hanger. We would utilize the most cost - effective approach for distributing information. Business Outreach Once the project collateral has been developed and approved by the City, we plan to conduct one -on -one business visits along First Street to introduce the project and gather any feedback businesses may have regarding the project as well as provide them with project contact information. We will keep a detailed log of all businesses visited with concerns highlighted and submit that in the form of a spreadsheet to the City. We would continue to provide updates to the business community throughout the duration of the project especially when there is construction activity that will be of major impact such as service disruptions, weekend work or work that is loud and disruptive, and we would do this via a letter or postcard. We also suggest banners that remind residents that businesses are "Open During Construction ".
