City Council Meeting Minutes
October 2, 2017
I. OPENING
A. Call to Order
Mayor Velasco called the meeting to order at 6:02 p.m.
The pledge of allegiance was led by Council Member Harney.
The invocation was given by Bishop James Rawlings of the Church of Jesus Christ
of Latter Day Saints.
City Clerk Shawna Freels announced that the agenda had been posted on
September 27, 2017 at 4:30 p.m.

B. Orders of the Day
Mayor Velasco announced that the scheduled closed session would be cancelled
as there was no action to be taken.
C. Employee Introductions
Police Chief Smithee introduced newly hired Police Officer Frank Ceja.
II. CEREMONIAL ITEMS
A. Proclamations, Awards, and Presentations
Mayor Velasco presented a certificate to Theodore Carpenetti in celebration of his
101st Birthday
Mayor Velasco presented a certificate to Planning Commission Chair Fischer
naming October, 2017 Planning Month.
III. PRESENTATIONS TO THE COUNCIL
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON
THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE
CITY COUNCIL
Donald Perino congratulated Ted Carpenetti's on his birthday, sharing activities he
was involved in at the Senior Center. He then spoke on a speeding near El Roble
school and reduced speed limits near schools in San Jose. He then went on to ask
how new inductees were entered into the Gilroy Hall of Fame.
Julie Garcia, Chair of the Parks and Recreation Commission invited the public and
the Council to the Fun Run on October 28th and announced a fund raising raffle to
help fund youth scholarships.

IV. REPORTS OF COUNCIL MEMBERS
Mayor Pro Tempore Bracco explained that the City did not choose the Hall of Fame
inductees, but rather the Chamber of Commerce did.
Council Member Tucker reported that the General Plan Advisory Committee had
met the prior week and was identifying five target areas that will be further
evaluated. She then reported on the Habitat Agency meeting the prior week
sharing the monitoring of protected species in locations identified in the area.
Council Member Kloecker reported that the SCRWA meeting would be held on the
coming Wednesday, followed by the South County Water Committee meeting.
Council Member Harney spoke on the Habitat Agency meeting the prior week
describing the various restoration and rehabilitation at locations identified as wildlife
rehabilitation areas.
Council Member Tovar spoke on the upcoming SCRWA and South County Water
Committee meetings and thanked CARAS and others who participated in the
Tamal Festival the prior weekend.
Council Member Leroe -Munoz spoke on the Cities Association meeting the prior
week describing the recap of state legislation, and the safe routes to school
presentation which identified Gilroy's opportunities for improvement.
Mayor Velasco reported that the exclusivity period with Great Wolf Lodge had
ended and the company had announced they would be looking at other locations.
He explained that the City was hopeful that Gilroy would be a future site, describing
the tax revenues that could be generated which would improve the operating
budget for the City.
V. FUTURE COUNCIL INITIATED AGENDA ITEMS
Council Member Leroe -Munoz asked the Council to consider developing a City
code of ethics as a statement of values and principles in how to staff and officials
would conduct themselves.
The Council agreed to have Mayor Velasco and Council Member Leroe -Munoz
work together to develop a City code of ethics for Council consideration.

Accessory Dwelling Units, and Amending City Code Sections 30.2.20, 30.4.10,
30.4.20, 30.5.40, 30.11.10, 30.31.21, 30.39.10, and 30.39.30

Bill O'Connor was called to speak asking the Council to direct staff to provide more
details in the document and clarify the standards of the city.

Motion: Direction to staff to retitle the document as general guidelines and
amenities, and include all references to the required development standards
of the city.
