This will include assisting with the structure of data collection and reporting formats; training staff on performance management; and follow-up consultations to build staff capacity and a solid understanding about performance measures, outcomes, critical success factors and data collection. Performance management is designed to help department directors, program managers and other stakeholders assess if a program or service is obtaining the desired and/or expected results and if goals are being met. It is an important management tool to help evaluate the effectiveness of services being provided, as well as whether the best service possible is being efficiently delivered with the resources that have been allocated. Our work will be based on collaboration with City staff to provide advice about system design, and then to plan for and conduct a half -day workshop on performance management. The session will include developing training materials that will be used by participants and can be distributed to others in the City as desired. Proposed Plan of Work Based on our experience with performance management and our understanding of your needs, we have prepared a plan of work to support implementation of a performance management system. Activity 1 — Start Project Management Partners will begin the project by meeting with you, the assigned project manager and other appropriate staff to discuss the assignment and how Management Partners can assist. The project start-up activity forms the foundation of the relationship between Management Partners' team and the City. During this initial meeting, we will confirm project deliverables and due dates to ensure the project is completed on time and on budget and that our proposed scope of work is aligned to meet your goals. 4835-2267-0361v1 LAC104706083 Activity 2 — Advise on Performance Management System During the kickoff meeting and at a subsequent meeting with the project team and appropriate department directors, we will facilitate a discussion about the establishment of a performance management system. This will include helping staff consider and explore the following issues: » The linkage between strategic planning, budgeting, performance management, and outcome reporting; » Best practices in performance management appropriate for Gilroy; » Discussion about what data/metrics are being collected and reported, and the extent to which they might represent an appropriate mix of efficiency and effectiveness measures rather than just workload measures.; » How to develop and define data/metrics that are meaningful and helpful in the management of the City; » Approaches to structuring data collection; and » Objectives for the training discussed in Activities 3 and 4. Activity 3 — Develop Training Materials Next, we will develop training materials for staff training session(s). This activity will include the following tasks: » Identify the staff positions to be trained, » Create a training agenda for review with the City Manager, » Develop training materials, » Review with the City Manager and others as desired, and » Finalize training materials and confirm logistics. We will provide training materials that will require duplication by the City. We will also need staff assistance in determining logistics for the training session(s). 4835-2267-03610 _2_ LAC\04706083 Activity 4 — Conduct Training for Staff Once materials are completed, we will conduct a training workshop on development of the City's performance management system. We will design the training to be highly engaging, with group interaction and exercises at every step. We know from experience that people learn best when they are able to practice using the techniques and concepts being presented, rather than passively listening. When the session(s) are over, we will debrief outcomes with you and other officials.
