20200615 Regular Meeting Minutes1 City of Gilroy City Council Meeting Minutes June 151 2020 I. OPENING A. Call to Order The meeting was called to order at 6:00 PM by Mayor Roland Velasco 1. Pledge of Allegiance The pledge of allegiance was led by Mayor Velasco. 2. Invocation There was no invocation given. 3. The Council agreed to the agenda changes. The Mayor then described the details of the virtual meeting under the Shelter in Place Order, and process of public participation in the meeting. Council Member Marques joined the meeting at 6:15 p.m. II. CEREMONIAL ITEMS A. Proclamations, Awards, and Presentations 1. Resolution Recognizing Sig Sanchez in Honor of His100th Birthday Mayor Velasco announced the joint resolution detailing the service of Sig Sanchez throughout the Santa Clara County area, in celebration of his 100th birthday year. Ill. PRESENTATIONS TO THE COUNCIL There were no public comments on items not on the agenda. IV. REPORTS OF COUNCIL MEMBERS Mayor Pro Tempore Tucker reported on the Cities Association meeting describing the housing related Assembly Bills that will remove additional local control. She concluded by speaking on the Black Lives Matter resolution being sent to cities for consideration. Mayor Pro Tempore Blankley congratulated all of the Gilroy graduates. She then read a statement from Council Member Bracco detailing his overall support of the budget reductions at the prior meeting, and apologizing for any confusion his comments may have caused. She then spoke on the SCRWA meeting and her attendance at a recent VTA train station opening, and reported on the Economic Development Corporation City Council Meeting Minutes 06/15/2020 - - ... 2 work with prospective businesses. She concluded by describing the City's point in the negotiations with the Sharks Organization. Council Member Tovar spoke on his conversations with staff on concerns in the community with regards to potential policy change in the Police Department. Council Member Leroe-Mufioz reported on the High Speed Rail EIR discussion with the Mobility Partnership Group , then spoke on the recruitment for a Director for the Silicon Valley Regional Interoperability Authority, and concluded by reporting on the ABAG decision to increase annual member dues. Mayor Velasco reported on the work of the Silicon Valley Mayor's Group to develop a public-private partnership for economic recovery, describing the economist data and eventual report to the regional Mayor's Roundtable. V. FUTURE COUNCIL INITIATED AGENDA ITEMS Mayor Pro Tempore Blankley asked if in-person Council meetings could be addressed. A Resolution 2020-40 of the City Council of the City of Gilroy Amending the Fiscal Year 2019-20 Budget in the Measure 8 Fund 216 by $106,944 F. A Resolution 2020-41 of the City Council of the City of Gilroy Setting the Appropriation Limit for Fiscal Year 2020-21 G. A Resolution 2020-42 of the City Council of the City of Gilroy Amending the Fiscal Year 2019-20 and 2020-21 Budgets in the Community Development Block Grant Fund 254 by $220,352 and Housing Trust Fund 259 by $168,000 CITY ADMINISTRATOR'S REPORTS Interim City Administrator Forbis spoke on the July 4th Fireworks event at Gilroy High School and then introduced Police Chief Smithee. Chief Smithee detailed planned illegal fireworks enforcement, and then spoke on the limitations on use of force as described in Gilroy's policy for Police Officers . IX. 8. Report on Gilroy Police Department Quality of Life and Homelessness Plan Initiatives The staff report was presented by Chief Smithee. There were no public comments . Consideration of an Amendment to Gilroy Sports Park Phase Ill and Certification of the Supplemental Environmental Impact Report for an Update to the Gilroy Sports Park Master Plan for a City Owned Property Located on 9.1 Acres Located at 5925 Monterey Frontage Road, within APN's 808-21-026, 808-21--028 and 808-21-030 The staff report was introduced by Community Development Director Garner and further presented by Deputy Community Development Director O'Strander. There were no Council ex-parte communications. The public hearing was opened. Teresa Perez spoke in opposition to the removal of the BMX bike track from the sports park master plan, explaining that it was a fitting permanent location for the track. The public hearing was then closed. Possible Action: Adopt a resolution 2020-44 of the City Council of the City of Gilroy certifying a Final Supplemental Environmental Impact Report {SEIR) prepared for the Sports Park Phase Ill Amendments, and finding that the SEIR has been completed in compliance with the California Environmental Quality Act (CEQA).
