City Council Meeting Minutes
August 3, 2020
I. OPENING
A. Call to Order
The meeting was called to order at 6:00 PM by Mayor Roland Velasco
1. Pledge of Allegiance
The pledge of allegiance was led by Mayor Pro Tempore Tucker.
2. Invocation
The invocation was given by Pastor Greg Quirke of South Valley Community
Church.
3. City Clerk's Report on Posting the Agenda
City Clerk Shawna Freels announced that the agenda was posted on July 29,
2020 at 2:30 p.m.

B. Orders of the Day
Mayor Velasco detailed the requirements of the Governors Order with regards to
the Council's remote participation, and provided details on the process of public
comment.
II. CEREMONIAL ITEMS
A. Proclamations, Awards, and Presentations
There were none.
Ill. PRESENTATIONS TO THE COUNCIL
Public comment was provided Danelle Collins who described problems with the
homeless in her neighborhood off of First and Church Streets, describing fear of
many of her neighbors of going outside.
Susan Mister of South Valley Garden Club asking the Council to donate the spot
in front of the VFW to the club to design and maintain a red, white and blue
garden as a Blue Stone Memorial Garden.
Public comment was then closed.
IV. REPORTS OF COUNCIL MEMBERS
Council Member Marques spoke on the Asian television station video contest
that the Downtown Association had and had taken 2nd place in.
Council Member Tovar gave thanks for all of the participation in the Garlic
Festival memorial events held the prior week.
Council Member Leroe-Mufioz spoke on the decision to not increase the
membership dues for ABAG member agencies.
Mayor Velasco thanked everyone for their work in coordinating the Garlic Festival
memorial events held the prior week .

V. FUTURE COUNCIL INITIATED AGENDA ITEMS
Mayor Velasco asked to agendzie the request of South Valley Garden Club to
allow them to use and maintain the spot in front of the VFW to design and
maintain a red, white and blue garden as a Blue Stone Memorial Garden.
The Council agreed to agendize the item.

Approve an agreement with CSG Consultants, Inc. in the amount of
$175,000, and authorize the Interim City Administrator to execute the
agreement and related documents.

A. Consideration of the Report of Abatement of Weeds and Refuse Within the
City of Gilroy and Adoption of a Resolution of the City Council of the City of
Gilroy Confirming the Imposition of Assessment Liens Against the Land
The staff report was presented by Deputy Fire Marshal Crick.
There were no ex-parte communications.
The public hearing was opened; there being none, the public hearing was then
closed.
Possible Action:
Adopt a Resolution 2020-47 of the City Council of the City of Gilroy
confirming the report of the Chief of the Fire Department setting forth the
description of property, naming the owners thereof and the costs of
abating the nuisance caused by the growing of weeds and accumulation of
refuse on the property, and providing that such costs shall constitute
assessments against the land.

B. Consideration of the Placement of Special Assessment Liens for the Non-
payment of Charges for the Collection of Garbage, Rubbish, and Refuse on
Certain Properties Located in the City of Gilroy
The staff report was presented by Interim City Administrator Forbis.
There were no ex-parte communications.
The public hearing was opened; there being none it was then closed.
Possible Action:
Adopt a Resolution No. 2020-48 of the City Council of the City of Gilroy
imposing special assessment liens for the costs of delinquent garbage
collection services for certain properties located in Gilroy, California.

X. INTRODUCTION OF NEW BUSINESS
A. Approval of a Supplemental Concession Agreement and Memorandum of
Understanding Extension with Gilroy Police Officers Association for the
Period of July 1, 2020 Through June 30, 2024 and Associated Salary
Schedules
The staff report was presented by Human Resources Director McPhillips.
There were no public comments.
Possible Action:
a) Approve and authorize the Interim City Administrator to execute a
Supplemental Concession Agreement and Memorandum of
Understanding Extension with the Gilroy Police Officers Association
regarding wages, hours and working conditions to reduce and postpone
ongoing payroll costs and avoid further layoffs.

Interim City Administrator Forbis reported on the outcome of the support Gilroy
campaign and spoke on the Chamber of Commerce report for marketing
planning. He detailed the upcoming community improvement project meeting,
and announced the Council study session Monday, August 10th .
