This order shall become effective when it has been signed by the City Administrator, City Engineer, Project Engineer, and
Contractor. All copies forwarded to Contractor for signature shall be returned to the City of Gilroy properly filled out. Upon
acceptance by the City, the Contractor's copy will be returned to him as his authority to proceed with the work.
Description of Work
This Change Order directs the Contractor to substitute PCMS signs with 2'x3' hard signs mounted on Type II barricades.
Paragraph 11.0 of Section 01500 "Construction Facilities and Temporary Controls" makes reference to the placement of
PCMS signs (bid item numbers 8, 16, 26, 35, 40, and 46) to be placed at each end of the project 10 days prior to the start of
work. After the initial site visit, it was determined that the project locations are surrounded by residential and commercial
properties with little or no shoulders. Therefore, the PCMS signs would have to be placed on sidewalks or driveways, and will
likely block the sidewalks and access to residential and commercial driveways. Placing the PCMS signs in the roadway will
obstruct the traffic lanes and bicycle lanes. RFI #2 recommends substituting PCMS signs with 2'x3' hard signs mounted on
Type II barricades. The unit cost for PCMS signs differs from the unit cost for hard signs.
Additionally, the Bid List shows a total of 13 PCMS signs for the project. However, it was confirmed by Submittal #7 (Traffic
Control Plan) that only 12 hard signs will need to be utilized for temporary traffic control. Note that the I.O.O.F bridge only
requires 2 signs, in lieu of the 3 signs noted in Item 40 in the Bid List. Therefore, the City gets a credit for 1 PCMS sign and
for the difference in unit cost between the PCMS signs and the hard signs.
The change amount due to this change order is as listed below:
Unit cost of PCMS signs x (12 signs as approved by submittal # 7 - 13 signs per bid item) _ $500 (12 -13) _ - $500.00
(Unit cost of Hard Sign -Unit Cost of PCMS) x total signs = ($389 - $500) x 12 signs =-$1,332.00
Total change amount due to this change order is-$1,832.00
All requirements of the original Contract Documents shall apply to the above work except as specifically modified by this
Change Order. The contract time shall not extend unless expressly provided for in this Change Order.
By signing this Change Order, Contractor acknowledges and agrees that the adjustments to cost and time contained herein
are in full satisfaction and accord, and are accepted as payment in full, for any and all costs and expenses associated with
this Change Order, (the "Extra Work"), including but not limited to labor, materials, overhead and profit, delay, disruption, loss
of efficiency and any and all other direct and/or indirect costs or expenses associated with the Extra Work and hereby waives
any right to claim any further cost and time impacts at any time during and after completion of the Contract associated v�ith
the Extra Work.

10.0 PROJECT OFFICE
The Contractor shall maintain project copies of the Contract Documents, project
progress records, project schedule, shop drawings, and other relevant
documents which shall be accessible to the City and City's Representative during
normal working hours.
11.0 PUBLIC NOTIFICATION
Prior to Start of Project
As determined by the City designee/construction manager, all residents and
businesses affected by the project shall be provided notice, in writing in the form
of a door knob hanger, at least five (5) working days in advance of the start of
work by the Contractor.
Approved notices will be hand -delivered to each adjacent business or residence
within a 500-foot radius of the bridge being treated, including each tenant of each
building. All notices will be in the format of door hangers (14 inches by 4 inches,
110 Springhill Index or approved equal stock) and be hung at the main door of
each residence or business affected. When required by the Engineer, the text of
notices will be printed in English with the reverse in Spanish.
All schools within a 1,000-foot radius of the bridge being treated shall be
provided notice, in writing, in the form of a letter at least 2 weeks in advance and
again 48 hours in advance of the start of work by the Contractor.
The notices) must, at a minimum, include a brief description of the work, the
start date and expected duration of the work, the name and phone number of the
Contractor's representative, the name and phone number of the City's
representative, and any other information requested by the City
designee/construction manager. All notices must be approved by the City
designee/construction manager for content and delivery schedule at least 48
hours prior to actual delivery. Sample notices are included as an appendix to
these specifications.

It is the Contractor's responsibility to coordinate with the City Street Maintenance
Division when working on a street that is on a street sweeping schedule (where
applicable).
It is the Contractor's responsibility to arrange the construction schedule in such a
way to allow for daily mail delivery on work streets. Such coordination with
representatives of U.S. Post Office shall occur not less than each day.
The Contractor shall make all necessary arrangements prior to start of work on a
bridge. A minimum of 72 hours advance notice must be provided to the following:

"NO PARKING" signs posted by the Contractor shall be of heavy card stock and
not less than 1.75 square feet of surface area on the face. Background color
shall be white and letters shall be printed in red water-resistant ink except that
day, date, time of restriction and date posted may be printed in black water-
resistant ink. The signs shall be printed with the words "Tow Away," "No Driving"
and "No Parking" with a character height of not less than 2.75 inches and a
stroke width of not less than 0.5 inches. The day, date, and time of the particular
restriction shall be printed below the above mentioned wording in characters of
not less than 2.0 inches in height and 0.4 inches in stroke width. The day of the
week shall be written out or properly abbreviated with three or four letters; date or
dates of restriction shall be listed completely; the beginning and ending times
shall be clearly listed on the sign. Each sign shall list the name and local phone
number of the Contractor's Representative in letters of not less than 0.75 inch in
height; the Contractor shall staff such phone lines to answer all phone inquiries
by the public between the hours of 7 a.m. and 6 p.m. on working days.

American Civil Constructors (ACC) has inspected the project site and notes that the closure locations on the project are local surface streets with little,
or no, road shoulders to locate each PCMS.

ACC would propose that the same notification can be made using a 2'x3' (+/-) hard sign mounted to a type 2 folding barricade.
The footprint of the hard sign is small enough to allow placement on a road shoulder without impeding traffic.
