Pledge of Allegiance The pledge of allegiance was led by Council Member Bracco. 2. Invocation There was none. 3. Proclamations, Awards, and Presentations There were none. III. PRESENTATIONS TO THE COUNCIL There were no public comments. A. Presentation by Valley Transportation Authority (VTA) on 2021 Service Plan Jay Tyree presented an update on the VTA 2021 service plan. IV. REPORTS OF COUNCIL MEMBERS Council Member Bracco reported on the SCRWA meeting detailing a bid process and announced the SCRWA employee donations to residents at the Ochoa Migrant camp. He concluded by questioning the poor painting of the Willey House. Council Member Blankley spoke on the Cities Association decision not to support or oppose any of the state propositions. Council Member Marques spoke on the Halloween and fall decorations downtown and the number of people visiting the downtown businesses. She reported on Gilroy Gardens plans for opening in May 2021, and described issues with abuse of the garbage dumpster's provided for the homeless. Council Member Tovar spoke on the painting job at the Willey House and up -tick in business for downtown businesses. He then spoke on the recent levee clean up event and then thanked Relay for Life south county. City Council Meeting Minutes 10/19/2020 �� Council Member Leroe- Munoz spoke on the appointment of SVRIA Executive Director. Mayor Velasco spoke on the presentation of the Downtown Association's vision for gourmet alley presented at the recent Economic Development Corporation meeting. V. FUTURE COUNCIL INITIATED AGENDA ITEMS Council Member Marques requested that an ordinance related to property and business owner responsibility for the upkeep of their buildings return to the Council. The full Council agreed to agendize the request. Council Member Tovar asked about agendizing the continued discussion of a new paseo in the downtown. VI. Approval of a Fiscal Year 2020-2021 Budget Amendment in the Amount of $2,997,955 and Award of a Contract in the Amount of $2,997,955 to Teichert Construction for Fiscal Year 2020-2021 Citywide Pavement Maintenance, Project No. 21-PW-260 The staff report was presented by Engineer Than. There were no public comments. Possible Action: a) Adopt a Resolution 2020-66 of the City Council of the City of Gilroy amending the budget for the City of Gilroy for Fiscal Year 2020-2021 and appropriating proposed expenditure amendments. Resolution 2020-68 Possible Action: Adopt a Resolution of the City Council of the City of Gilroy approving the issuance by the California Public Financing Authority of multifamily housing revenue bonds in an aggregate principal amount not to exceed $40,000,000 for the purpose of financing or refinancing the acquisition and construction of First and Kern Apartments project. Alyssa Gonzalez was appointed to fill the vacancy. Possible Action: Appoint one Youth Commission member to a term ending September 30, 2021. Consideration of Funding Agreement with Santa Clara County for the Countywide Isolation and Quarantine Program The item was introduced by City Administrator Forbis and further introduced by Program Administrator De Leon. Public comment was opened. A speaker from the County of Santa Clara spoke in opposition to the City not participating in the program as recommended by staff. Possible Action: Decline to enter into an agreement with Santa Clara County for the Countywide Isolation and Quarantine Program and continue to utilize existing service providers (both public and private) to assist residents impacted by Covid-19.
