APPROVAL OF MINUTES A. Arts and Culture Commission - Regular Meeting - Oct 11, 2022 6:30 PM Motion was made by Commissioner Lisa Carter to approve the minutes of October 11, 2022. Motion seconded by Commissioner Camille McCormack. Motion passed 4-0. V. APPROVAL OF AGENDA Motion was made by Commissioner Carter to approve the Agenda. Motion seconded by Vice-Chair Alexandra Perdew. Motion passed 4-0. VI. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. VII. NEW BUSINESS A. Adopt Meeting Calendar for the Arts & Culture Commission for 2023 Commissioners discussed the proposed meeting dates for Calendar Year 23. 2 Commissioners decided to not go dark in the month of December. Meetings will be kept on 2nd Tuesdays of the month at 6:30 PM in Council Chambers. There will be 11 Regular meetings scheduled with the Retreat to be held on March 14, 2023 following the Regular meeting of the same day. The month of July will be dark, meaning there will be no Regular meeting scheduled for that month. Motion was made by Chair Melanie Reynisson to adopt the Regular Meeting and Retreat dates for the calendar year 2023 as amended. Motion was senconded by Commissioner Carter. Motion passed 4-0. VIII. OLD BUSINESS A. Review and Update Ongoing 2022 Arts and Culture Commission Work Plan 1. Staff Report: Carina Baksa, Management Analyst 2. Public Comment 3. Possible Action: Review and Update Ongoing 2022 Arts and Culture Commission Work Plan 1. GPS Art Trail - no new update, Chair Reynisson is following up with City on new timeline. 2. Fundraising - Cocoa with Santa proposed for December 17, 2022. Original plan may not work so a Special meeting may be scheduled to iron out the details of this event. It may end up not being a fundraising event after all. Fundraising events such as a Diwali Festival and a Holi run are still planned for 2023. 3. Arts & Culture Events in Downtown - Commissioner Perdew taught music classes as part of 6th Street Studios’ Summer Camps program. 4. Chair Reynisson is working developing a claim form for the Grant recipients to submit for Reimbursement. IX. FINANCIAL REPORT A. Financial Report for the Quarter Ending September 30, 2022 1. Staff Report: Carina Baksa, Management Analyst 2. Public Comment 3. Possible Action: Accept Financial Reports for the Quarter Ending September 30, 2022 1. The Arts & Culture Commission Donations fund has a balance of $1,269.48 as of September 30, 2022. 2. The Public Art Project Fund has a balance of $14,663.58 as of September 30, 2022. $4,508.19 are held on Reserve for various Public Art maintenance and $10,155.39 remain available for use. 3 3. Motion was made by Commissioner McCormack to accept the Financial Report. Motion was seconded by Commissioner Perdew. Motion passed 4-0. X. COMMISSION COMMENTS (Arts-Related) 1. Chair Reynisson reported meeting with other Arts & Culture Commission Chairs around the County and working together to share and provide support to each other with ideas and resources. Reynisson also mentioned that the City is looking to incorporate artistic elements in the downtown project on Railroad street, maybe in the lighting. She asked Staff how can the ACC get their ideas heard at this stage? Staff will look into the appropriate person/channel. 2. Commissioner Carter mentioned that she wants a Masquerade Ball next year. This may be discussed as an agenda item in the future. 3. Vice-Chair Perdew mentioned talking with 6th Street Studios to include Middle School and Elementary School ages in the Art Walks in the future. XI. STAFF REPORTS 1. Staff Carina Baksa introduced Adam Henig as the new Staff Liaison for the Arts & Culture Commission as she will be moving to work for another department within the City. 2. Staff Baksa reported that $30,000 donation from D.R. Horton has been received and deposited in the Public Art Fund. This was in-lieu of a Public Art piece at The Cottages Development. ACC will see this in their next quarter’s Financial report. XII. EXECUTIVE SUMMARY At the beginning of the calendar year, the Arts and Culture Commission will motion to select a chair and vice-chair to serve until the end of this calendar year (2023). The Chair’s main function is to preside over the commission meeting and approve the agenda prior to posting. If the Chair is not present at the meeting, the Vice-Chair will be the presiding officer. The new Chair will take over duties following this meeting. BACKGROUND In 2022, the Chair of the commission was Melanie Reynisson and Vice-Chair was Alexandra Perdew. ANALYSIS None. EXECUTIVE SUMMARY The family of Ren, Wei Qiang have purchased a bench plaque to honor his memory. The Arts and Culture Commission is asked to approve the following inscription: In Loving Memory of Ren, Wei Qiang 1940-2022 Husband, Father, Grandfather, Friend The proposed location of the plaque will be at Cydney Casper Park. Per the Bench Plaque Program, the criteria requires a maximum of 4 lines, 56 spaces per line including blank spaces. BACKGROUND None. January 2023 • January is our Social Awareness Month. • This month the exhibit is titled “Rise” and represents the artwork by the Men of Elmwood Prison. The reception will be held on January 23rd from 12:00 – 4:00 p.m. Average attendance expected approximately 75 - 100 people. • Limelight Theater has a scheduled performance at the Gilroy Center for the Arts from January 20 - February 11, 2023. February 2023 • Black History Month Exhibit. Celebrating Black artists, photographers, sculptors, poets, etc. The reception is planned for Saturday, February 18th from 1-4 p.m. March 2023 • The exhibit “Colors of Nature” by photographer Noah Kleinmaier is a first for this talented, young photographer. His landscape art is stunning and very colorful. The reception date has not yet been scheduled. EXECUTIVE SUMMARY This is a review of the Arts and Culture Commission 2022 Work Plan. At each monthly meeting, the Commission reviews its work plan to ensure the assignments are completed or in the process of being completed. A new work plan will be developed during the 2023 Arts & Culture Commission Retreat, which will be held on March 14, 2023. BACKGROUND None. ANALYSIS None.
