Persons wishing to address the Commission are requested, but not required, to complete a Speaker’s Card located at the entrances. Completion of this speaker’s card is voluntary. All persons may a ttend this meeting and speak, regardless if a card is completed or not. Speaker’s slips should be submitted to the Secretary BEFORE this portion of the meeting begins. Anyone wishing to address the Commission on any other item on this AGENDA is requested, but not required, to fill out a speaker’s slip as well and submit it to the Secretary BEFORE the Commission takes action on the item. CALL TO ORDER Commissioner Suresh called the regular meeting to order at 6:16pm. II. SECRETARY'S REPORT The meeting packet was posted on the City's website on Friday, October 8, 2021 at 5:00 P.M. and the agenda was posted in the Public Notice Cabinet on Friday, October 8, 2019 at 5:15 P.M. IV. APPROVAL OF MINUTES Motion was made by Commissioner Kamrah to approve the minutes of the May 10, 2021 regular meeting as written. The motion was seconded by Commissioner Baker. The motion carried with a 8-0-2 vote (Absent: Commissioner Lopez, Commissioner James). V. APPROVAL OF AGENDA Motion was made by Commissioner Suresh to approve the agenda of the Monday, October 11, 2021 regular meeting as written. The motion was seconded by Commissioner Kamrah. The motion carried with a 8-0-2 vote (Absent: Commissioner Lopez, Commissioner James) VI. INTRODUCTIONS Staff Gonzalez welcomed the new Commissioner who will be serving on the Youth Commission for the next two years and welcomed returning Commissioners. Staff Gonzalez requested each new Commissioner to introduce themselves and state what grade and school the currently attend; 4.A Packet Pg. 3 Minutes Acceptance: Minutes of Oct 11, 2021 6:00 PM (APPROVAL OF MINUTES) Page 2 of 3 an interesting fact; and what they are looking forward to being a part of Youth Commission. VII. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA VIII. NEW BUSINESS A. Youth Commissioner Orientation Staff Gonzalez went ahead and explained the process of expectations, bylaws, and brown acted policies of the Gilroy Youth Commission. Staff Gonzalez talked about the Youth Commissions’ involvement with the youth of Gilroy in their community and opportunity to be able to provide input on youth issues. Staff Gonzalez reminded the Commission that they each serve two (2) year terms that is appointed by City Council of the City of Gilroy. Staff Gonzalez informed the Commission that there will be a chair and vice chair who shall supervise and be responsible in facilitating the meetings. A quorum is necessary at a Commission fo r any action that needs to be taken. A majority of the Commission shall constitute a quorum. The Commission requires at least six (6) out of eleven (11) Commissioners present for a quorum to exist. Staff Gonzalez informed the Commission that attendance is imperative. Absences will be excused and recorded in the Commission minutes only if the Commission advisor or Chairperson is notified forty-eight (48) hours in advance of the meeting. No more than two (2) excused absences and one (1) unexcused absence is allowed per season. Anything more can lead to discharge of the Commission. B. Elect Chair and Vice Chair for 2021-2022 for Youth Commission. The Youth Commission held nominations and voted to appoint a Chair and Vice Chair for 2020-2021. Commissioners Padda and Kamrah were nominated for the role of Chair. The first round of voting resulted in 5 votes for Padda and 3 votes for Kamrah. Commissioner Hwong and Commissioner Kamrah were nominated for the Vice Chair position. Kamrah received 5 votes and Hwong received 3 votes. Commissioner Suresh motioned to appoint Padda as Chair and Kamrah as Vice Chair. Commissioner Baker seconded. Motion passed 8 -0-2. C. 2021-2022 Workplan for the Youth Commission Staff Gonzalez shared the purpose of the workplan is meant to guide the work and goals of the youth commissioner for this term year. Staff Gonzalez shared their workplan will be discussed and finalized at the next youth commissioner meeting. Commissioner Padda presented last year's work plan to the Youth Commission to begin to familiarize and brainstorm ideas. D. Youth Advisory Council (YAC) Social Participation and Appointments 4.A Packet Pg. 4 Minutes Acceptance: Minutes of Oct 11, 2021 6:00 PM (APPROVAL OF MINUTES) Page 3 of 3 The Youth Advisory Council (YAC) brings together Commissions/Committees/Teen Advisor Boards from different cities in District 4 for a YAC Social in the Fall/Winter and every other year for a YAC Attack, which is a conference. This year’s social is tentatively scheduled for in-person on Saturday, November 20, 2021. Venue is to be determined but event will occur outdoors due to COVID-19. Planning meeting has not occurred yet. Commissioner Hwong motioned to approve the Youth Commissions participation in the YAC social. Commissioner Miller seconded. Motion passed 8-0-2. IX. OLD BUSINESS X. AGENDA ITEMS FOR NEXT MEETING Work plan for 2020-2021. XI. STAFF COMMENTS Staff Gonzalez congratulated the Commission for a job well -done at their first meeting and commended Chair Padda for doing a great job facilitating her first meeting. Gonzalez shared some volunteer opportunities for youth to support food distribution at San Ysidro Park on the first and third Tuesdays of each month from 3 P.M. to 6:30 P.M. In addition, Gonzalez shared that the South County Youth Task Force Diversion Program will be hosting a bilingual restorative justice training on Saturday, October 16 from 8am-4pm at Wheeler Gym and youth were eligible to receive community service hours. XII. ADJOURNMENT Vice Chair Kamrah motioned to adjourn the meeting and Commissioner Hwong seconded. Motion was passed 8-1-2 and meeting was adjourned at 7:24 P.M. Executive Summary Youth Advisory Council (YAC) Social is an annual event that bring together San Francisco Bay Area-besed youth councils and commissions. The YAC Social in-person event is scheduled for Saturday, November 20, 2020 from 10:00am-12:00pm at Memorial Park Field in Cupertino (21121 Stevens Creek Blvd., Cupertino). The theme is “Wear Something Thrifted! Executive Summary At the beginning of every new term, the Youth Commission drafts a work plan for the remainder of the school year that will guide projects, goals, and objectives.
