I. CALL TO ORDER – Chair Ramirez called the meeting to order at 6:02 p.m.

A. Youth Commission Regular Meeting on December 14, 2020 – Vice Chair
Schulte motioned to approve the minutes. Commissioner Baker seconded.
Motion passed 11-0-0.
V. APPROVAL OF AGENDA – Commissioner Padda motioned to approve the
agenda. Commissioner Kamrah seconded. Motion passed 11-0-0.

VII. NEW BUSINESS
A. Digital Nest Presentation to Youth Commission – Digital Nest Founder
and Executive Director Jacob Martinez and Director of Growth Corrine

Kappeler shared the history of their agency and their vision for expansion in
Gilroy. Digital NEST connects vulnerable and under-represented youth and
young adults to a skill-building community that transforms them into
professionals who can create successful careers, innovative solutions,
and prosperous communities. Digital Nest opened in Watsonville in 2014
and in Salinas in 2017. A third of their funding comes from individuals, a
third from foundations and a third from corporate partners. Digital Nest has
begun work in Gilroy and are hoping to be in a facility by the end of this
year.
VIII. OLD BUSINESS
A. Planning of Commissioner-led Workshops for Young Gilroy
Residents – A virtual workshop will be held for the youth of Gilroy via Zoom
on Friday, March 26, 2021 from 6:00 to 7:30 p.m. The following topics were
discussed as part of the planning for the event:
a. Committee Reports:
i. Guest Speakers: Ramirez, Gonzalez and Kamrah have
identified speakers for the event. Ramirez contacted Kamrah’s
father, who is a medical doctor and a professor and Gavilan
College to speak on teen vaping. Kamrah has spoken to her
mother, who is an HR Director to speak on diversity and
inclusion, as she does this regularly in her profession.
Gonzalez contacted Allcove, which is part of Stanford Medical
Center, to present on mental health. The commissioners will
follow up with their identified speakers to finalize
arrangements so that the flyer can list them as speakers. Each
speaker will be asked to present for 7-10 minutes.
ii. Marketing: Padda, James and Schulte are responsible for
creating flyers and promotions. They will be sending it via
social media and Gilroy Unified School District. They will
finalize the flyer when the speakers are confirmed and the
registration information is provided by Staff Sendejas. They
also need to come up with a theme for the event and perhaps
backgrounds for Commissioners to use during the event.
iii. Ice-Breakers/Fun Games: Suresh, Kong, Martinez, and Garcia
have identified a number of games they can play in breakout
sessions and as a larger group. They have 5-6 ice breakers
planned.
iv. Zoom Tech Guy: Baker is responsible for running the Zoom
meeting and for managing the breakout sessions. He has
signed up for some webinars to help him prepare for the
event. Sendejas will set-up a Zoom account for the Youth
Commission and send it to Baker. Baker will need to figure out
how to run the breakout rooms and manage letting people into
the workshop. Baker will ask a family friend to lead a large
group activity/ice-breaker that lasts roughly 10 minutes.
b. Chair Ramirez and Vice Chair Schulte will MC the event.

c. Staff will work on a timeline/agenda for the event and present it for
approval at the next meeting.
d. A practice session will need to be held prior to the March workshop.
IX. COMMITTEE REPORTS
A. Virtual Holiday Cards – Vice Chair Schulte and Commissioners Padda and
James reported the completion of the Spread Holiday Joy! campaign. The
flyer was distributed on social media and emailed to students through Gilroy
Unified School District. Unfortunately, the campaign did not have much
participation. The committee shared that if the Commission elects to do this
campaign again next year, they can improve engagement by getting the
information out to the community earlier (beginning of November),
distributing hard copies of the flyer and having prizes availa ble. They also
recognized that they could have participated in the campaign as well to help
inspire participation.
X. AGENDA ITEMS FOR NEXT MEETING – Finalize plans for the virtual Youth
Workshop to be held in March 2021.
XI. STAFF COMMENTS
A. Bill Wilson Center's Youth Council Summit – Staff received an invitation
to share with you from Youth Impact Partnership (YIP). YIP is hosting a
Youth Council Virtual Summit, called Bill Wilson Center’s Youth Council
Summit in March 2021. During this summit council s will get to know each
other and connect. Staff will share further information as it becomes
available. Commissioners can participate individually if they choose.
B. 21st Annual Martin Luther King, Jr. Stop the Violence Event – PARTI
Program (Positive Alternative Recreation Teambuilding Impact), a
contractor with the South County Youth Task Force (SCYTF), is sponsoring
a virtual training. This youth-led event on Saturday, January 16 from 4:00 to
8:30 p.m. will provide students with the power to celebrate diversity,
promote equity, and foster inclusion within their school climates.
Commissioners are invited to participate individually if they choose.
C. Staff Gonzalez recognized the active engagement of the Commission.
Gonzalez was not able to attend the December meeting and she recognized
the progress made in planning the workshop event since the November
meeting. Gonzalez recognized the passion the commissioners are exhibiting
in planning the event and the progress made in the flow and participation of
meeting. Gonzalez commended Chair Ramirez for continuing to dev elop her
leadership in meetings.

Executive Summary
For the City’s upcoming two-year budget cycle, council is seeking input from city
commission and boards. This is an opportunity to provide input from each commission
as what they would like Council to consider for the budget . All items should be
commission related. Recommendations will be submitted to Council.

City staff is seeking input of City advisory bodies in the budget development for Fiscal Years 2021-22
(FY22) and Fiscal Years 2022-23 (FY23). As an advisory body of the City of Gilroy, you are invited to
participate in the process and provide input on what you would like Council to consider in the
upcoming budget cycle. There are no guarantees that any requests will be adopted, some requests may
be included by staff into the staff recommended budget, but all comments will be compiled, and
Council will see all requests in the staff report and potentially the budget book itself.
Requests should link to one or more of the following, if your request requires funding, please include
an estimate of the cost to accomplish the request:
o Any commission/committee work plan that has been established;
o Any master plan that the commission/committee works under; or
o Any Council Strategic Plan Goal
Comments and request should be issued by the board collectively, not each individual member. An
action to approve the recommendations is advisable. All requests are due no later than your March
2021 meeting.

Recommendation:
Motion to approve the proposed meeting date of May 3, 2021 to present to City Council.
Executive Summary
Each year, commissions are asked to present to city council. Due to the pandemic,
commissions did not present in 2020. However, Council would like to resume this
annual practice.
The purpose of the presentation is to highlight the commission’s accomplishments of
the year, and any work plan items that are currently being worked on. The presentation
is delivered by the commission chair.
Council is requesting that you confirm the date of May 3, 2021 to present to Council.

Receive reports and comment for the continued planing of the Youth Commission virtual
workshop on March 16, 2020.
Executive Summary
The Commissioners plan to host virtual workshops that focus on mental health, teen
vaping and drinking, and diversity and inclusion for youth an d teens in the Gilroy
community on March 16, 2020. Four committee work groups were created for guest
speakers, marketing, ice breaker activities, and technology. Chair Ramirez,
Commissioners Gonzalez and Meyhar are responsible for securing guest speakers for
the event. Commissioners Padda, James, and Schulte will be responsible for creating
flyers, promotion and recruitment. Commissioners Suresh, Kong, Martinez and Garcia
will be in charge of ice breaker and game activities. Commissioner Baker will be
responsible for technology logistics and management. Staff will support with
registration, agenda proposal, and support for the youth commissioners. The committee
work groups will report on progress and all commissioners will continue planning
discussion.
