I. CALL TO ORDER
The regular meeting of the Youth Commission was called to order by acting chair
W. James at 6:00 p.m.

IV. SECRETARY'S REPORT
The Youth Commission meeting packet and agenda was posted online and at the
City Hall kiosk on Thursday, November 10, 2022 at 3:45 p.m.
V. APPROVAL OF MINUTES
Approval of Monday, October 10, 2022 meeting minutes.
A. October 10, 2022
Motion was made by Commissioner I. Hwang to approve the minutes of the
October 10, 2022 regular meeting as written. The motion was seconded by
Commissioner L. Hwang. The motion carried with a 7-0-3 vote (Absent:
Commissioner Francis, Commissioner Lopez, and Commissioner Saldate).

Motion was made by Commissioner James to approve the agenda of the November
14, 2022 regular meeting as written. The motion was seconded by Commissioner I.
Hwang. The motion carried with a 7-0-3 vote (Absent: Commissioner Francis,
Commissioner Lopez, and Commissioner Saldate).

VIII. INTRODUCTIONS
City of Gilroy Mayor: Marie Blankley
City of Gilroy City Administrator: Jimmy Forbis
Staff Bautista welcomed and introduced City of Gilroy Mayor, Marie Blankley,
City of Gilroy City Administrator, Jimmy Forbis, City Clerk, Thai Pham, and
Recreation Manager, Adam Henig.

X. NEW BUSINESS
A. City of Gilroy Mayor Marie Blankley's Annual Report to the Youth
Commission.

3. Possible Action:
Receive and comment on City of Gilroy Mayor Blankley annual report.
Mayor Blankley expressed her gratitude to the youth commissioners for
serving the City of Gilroy. She emphasized the commission’s importance in
advocating for the youth, representing the City of Gilroy individually, and
giving back to the community. The mayor also shared information on the
City of Gilroy's spotlight messages. This has information on updates and
happenings in Gilroy by the mayor.
City administrator, Jimmy stated his appreciation of the commission and the
importance of their impact on the community.
B. 2022 Downtown Gilroy Holiday Parade Invitation
The youth commission accepts the request to participate in the Gilroy Holiday
Parade on Saturday, December 3, 2022 at 5:00 p.m. The commission is tasked to
help pull Santa's sleigh. Motion was made by Commissioner I. Hwang to participate
in the Gilroy Holiday Parade. The motion was seconded by Commissioner W.
James. The motion carried with a 7-0-3 vote (Absent: Commissioner Francis,
Commissioner Lopez, and Commissioner Saldate).

Motion was made by Commissioner Miller to accept the invitation of the Holiday
Posada event on Saturday, December 17, 2022. The motion was seconded by
Commissioner L. Hwang. The motion carried with a 7-0-3 vote (Absent:
Commissioner Francis, Commissioner Lopez, and Commissioner Saldate).
The commission decided to focus on three activities that include a face painting
station, a letter to Santa, and crafting jingle bells. The commission has split into
three groups and each group are in charge of researching supplies and recruiting
volunteers. Some supplies include face paint, festive paper, ornaments, beads, and
etc.
(Group 1) Face painting : Lavender, Alexis, Alfred, +3 volunteers
(Group 2) Letters to Santa: Isaac, Sophie
(Group 3) Jingle Bells: James, Winston
XI. OLD BUSINESS
A. Elect Chair and Vice Chair for 2022-2023 Youth Commission
Commissioner Miller nominated Commissioner Lavender Hwang as chair.
Commissioner Lavender Hwang accepted the nomination. Commissioner James
nominated Winston James as Vice Chair and Commissioner Winston James
accepted. Motion was made by Commissioner Gong to approve chair L. Hwang and
vice chair W. James for 2022-2023 year. The motion was seconded by
Commissioner I. Hwang. The motion carried with a 7-0-3 vote (Absent:
Commissioner Francis, Commissioner Lopez, and Commissioner Saldate).
Chair: The vote carried with a 5-2-3 vote in favor of Lavender Hwang.
Vice chair: The vote carried to a 4-3-3 vote in favor of Winston James.

The Gilroy Youth Commission has came up with the following events for the 2022-
2023 year:
· Holiday Parade: Volunteer based with the Holiday Parade on Saturday,
December 2, 2022. This may include directing participants and parents and with
pulling Santa's sleigh.
· Holiday Posada event: Saturday, December 17, 2022, beginning at 1:00 p.m.
This will be on a volunteer basis.
· Pampered Princess Party: Set for some time in March or April. Looking to
increase participation numbers from last year at one-hundred and fifteen (115)
participants. Event will take place at Wheeler gym.
· Career Fair: Possibly looking at late April-May. Commission will recruit several
vendors and agencies for the youth population.
The Gilroy Youth Commission agreed to brainstorm further ideas and events that
they would like to bring to the table at next meeting.
C. Youth Commission Annual Retreat
The annual retreat will be held at the next meeting on Monday, December 12, 2022
at 6:00 p.m. The commission agreed to have a Christmas potluck. Each
commissioner will bring their own dish/dessert/snacks/drinks. This will be a great
time for the commission to collaborate on more ideas and get to know each other
more.
Motion was made by Commissioner Gong to approve the youth commission retreat
on Monday, December 12, 2022. The motion was seconded by vice chair J.
Winston. The motion carried with a 7-0-3 vote (Absent: Commissioner Francis,
Commissioner Lopez, and Commissioner Saldate).

XV. ADJOURNMENT
A motion was made by Commissioner I. Hwang to adjourn the meeting. The motion
was seconded by Commissioner W. James. The motion carried with a 7-0-3 vote
(Absent: Commissioner Francis, Commissioner Lopez, and Commissioner Saldate).
New chair Lavender Hwang adjourned the meeting 7:42 p.m.
XVI. FUTURE MEETINGS
The next regular meeting of the Gilroy Youth Commission will be held on Monday,
December 12, 2022 at 6:00 p.m. in the Gilroy Senior Center, Classroom 1.
