PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than

three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless
if a card is completed or not. Speaker’s slips should be submitted to the Secretary
BEFORE this portion of the meeting begins. Anyone wishing to address the Commission

III. SECRETARY'S REPORT –The agenda was posted on Thursday, April 8,
2021 at 9:30 AM.
IV. APPROVAL OF MINUTES: Chair Reynisson motioned to approve with an
amendment to correct the spelling of commissioner Fierro and
McCormack’s names. Commissioner Bozzo seconded. Motion passed 5 -0-
0.
V. APPROVAL OF AGENDA –McCormack motioned to approve the agenda.
Commissioner Saldana seconded. Motion passed 5-0-0.
VI. INTRODUCTIONS – Commissioners introduced themselves to the Gilroy
Museum presenters.

A. Gilroy Museum's Annual Presentation and Commission Approval to
Transfer of Interest Income from the Museum Vase Endowment Trust
to the Gilroy Museum Fund: Gilroy Historical Society President Connie

Rogers presented an overview of the Gilroy Museum. She also discussed
the Society’s request for the Commission to recommend to Council to
transfer the interest accumulated ($880.83) from the Museum Trust Fund to
the 801 Fund in order for the Museum to continue its mission to preserve
and protect the City’s historical collection.
Bozzo motioned to recommend to City Council to transfer the interest
accumulated ($880.83) from the Museum Trust Fund to the 801 Fund.
McCormack seconded. Motion passed 5-0-0.
IX. OLD BUSINESS
A. Arts and Culture Commission Recommendations for the Upcoming
Two-year Budget Cycle. Staff liaison Henig explained that Council is
seeking input from city commissions to provide input as what they would like
to be considered for the upcoming two-year budget cycle. Items should be
related to arts and/or culture.
Bozzo suggested that 0.25%-0.50% of the overall CIP budget be allocated
to the creation and/or development of public art. Reynisson added that
these public art projects could comprise but not limited to painted sidewalks,
artistic lighting (downtown), and redesign of a paseo. Council priorities
linked to these projects include 1) Revitalize Downtown 2) Public
Engagement.
Fierro suggested the Commission receive funds to provide grant
opportunities for local organizations to host a community engagement
special event that focuses on arts and culture. The amount recommended is
$2,500 per year. Council priorities linked to these projects include 1)
Revitalize Downtown 2) Public Engagement 3) Ensure Neighborhood
Benefit Equally
Reynisson motioned to recommend to these budget items to Council. Fierro
seconded. Motion passed 5-0-0.
B. Adoption of 2021 Arts and Culture Commission Work Plan (report
attached): Commissioners discussed updating the work plan that was
developed at the March 9 retreat. Items discussed were:
Global Positioning Satellite (“GPS”) Art Trail – commissioners will
assist citywide effort to incorporate public art on a city GPS map.
Other commissions are also involved in the project. Commissioner
Reynisson will look into getting more information about how
commissioners can participate.
Bench Plaque Program – Bozzo updated commissioners about the
latest installation of plaques. She mentioned there is a problem with
the current vendor. Henig said he would look into it and report back
to the commission. Map of available benches needs to be updated.
Revitalize Downtown by incorporating art and culture –
Commissioners want to assist with providing an artistic approach

improving downtown Gilroy. ACC will provide input and present to
key stakeholders.
Art Cultural Award – develop award criteria
High School Art Student Show – Host in November 2021 in a
downtown venue. More details to come.
Work with other commissioners – will be moved from work plan to
ongoing agenda item.
ACC Social Media page – paused until City adopts policy for
commissioners to host/use social media.
McCormack motioned to adopt 2021 commission work plan. Bozzo
seconded. Motion passed 5-0-0.
X. STUDENT REPRESENTATIVE COMMENTS – Student rep. Ashleigh
Perales reported that lots of changes have occurred recently with regards to
in-person arts and culture at the high schools. The Drama club is making
plans to meet in-person. Choir and band camp are in the process of
determining how best to move forward with their programs.
XI. COMMISSION COMMENTS (Arts-Related) – Bozzo mentioned the
national quilt show is currently taking place at the Neon Exchange.
Proceeds benefit St. Josephs.

Recommendation:
Review and comment on 2021 Arts and Culture Commission Work Plan.
Executive Summary
On March 9, 2021, the Arts and Culture Commission held a retreat to develop their
2021 work plan. In April, the commission adopted their work plan, which will now be an
ongoing agenda item that will include monthly updates.
The work plan should align with the current City Council priorities:
1. Ensure Financial Stability
2. Enhance Public Safety Capabilities
3. Revitalize Downtown
4. Focus on Revenue Driven Economic Development
