IV. APPROVAL OF MINUTES
A. Arts and Culture Commission - Regular Meeting - Sep 14, 2021 6:30 PM
Commissioner Judy Bozzo has amendment to minutes from September,
correcting that she has already conducted the inventory of benches
mentioned in item VIII.A.
Chair Melanie Reynisson motioned to approve the minutes of September
14, 2021 with amendment from Bozzo. Commissioner Bozzo seconded the
motion. Motion passed 4-0.
V. APPROVAL OF AGENDA
Chair Reynisson moved to approve the agenda with changes of moving
'Call to Order' to top of the agenda and 'Flag Salute' as second item on the
agenda. Commissioner Lisa Carter seconded the motion. Motion passed 4 -
0.

VII. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA

VIII. NEW BUSINESS
A. Discuss Collaboration Opportunity with SV Creates
Silicon Valley Creates has a potential grant opportunity coming up for
themselves to carryout a youth-involved art project. Current idea is vague
and there are not that many details, however they have reached out to
Reynisson and expressed they would like to get collaboration from the Arts
& Culture Commission in perhaps coming up with a potential location, not in
a City-owned property, where this project could be located. Further details
will be shared as they become available.
IX. OLD BUSINESS
A. Review 2021 Arts and Culture Commission Work Plan (report attached)

Review and comment on 2021 Arts and Culture Commission
Work Plan.

Reynisson mentioned that she was approached by a Councilmember to ask
why the Commission Work Plan was not aligned with the current Council
priorities. Commission Work Plan was aligned with prior Council priorities.
Commission only has one more meeting in this calendar year to meet
(November). January 2022 will begin with a new workplan, at that time,
Commission will set workplan to new Council priorities. November agenda
will include an item for commissioners to bring projects that would fit new
council priorities and potential adoption for new calendar year and workplan.
Updates on current workplan items are as follows:
• GPS Art Trail - no new updates, project currently on hold by City.
• Bench Plaque Program - no new updates.
• Revitalize Downtown by incorporating art and culture - Reynisson report on
outreach for potential project with SV Creates.
• Art Cultural Award - Completed
• High School Arts Student Show - Commissioner Saldana stated show may be back
on, possible date between January and April 2022. Working on recruiting
downtown businesses to display student art. Commissioner envisions ACC to lead
the show but also needs to get Gilroy Unified School District to sign off. More
updates will come as they are available.
• City-sponsored Arts & Culture Grants - Commission has an approved budget of
$2,500 to issue as grants to community to support arts and culture projects.
Commissioner Carter has volunteered to come up with guidelines for application
and issuance of grant funds for Commission consideration by November meeting.
Commission must issue those funds by June 30, 2022.
X. FINANCIAL REPORT
A. Financial Report for the Quarter Ending September 30, 2021

Motion to accept and approve Financial Reports for the Quarter
Ending September 30, 2021

Staff Carina Baksa presented the Financial Status Report for the Arts &
Culture Commission Funds as of September 30, 2021:
The Arts & Culture Commission Donations Fund has a balance of $1,358.34
and the Public Art Project Fund has a balance of $14,547.09 with $4,508.19
reserved for current public art maintenance and $10,038.90 unreserved or
available for use.
Commissioner Bozzo motioned to accept the Financial Status Report,
Commissioner Carted seconded the motion. Motion passed 4-0.
XI. COMMISSION COMMENTS (Arts-Related)
· Commissioner Bozzo followed up on the painted planter boxes on the Paseo are in
downtown, whether they were City-owned or private and why they were not
brought up to the Arts & Culture for input.
o Staff Baksa reported that Downtown Business Association owns those
boxes and they carried out the painting. They have a working relationship
with the City and they are allowed to do a few projects and place them on
City property, such as the Paseo improvements.
· Chair Reynisson extended an invitation to all commissioners from SV Creates for
an Arts & Culture roundtable discussion. Meeting is on Saturday, October 23,
2021. Reynisson, Carter and Bozzo will attend and report back on the November
meeting.
· Commissioner Bozzo mentioned the Gilroy Arts Alliance building got a new paint
job, paid for by a grant. Comments were favorable.
