Adopt Workplan for Calendar Year 2022 4.A Packet Pg. 4 Minutes Acceptance: Minutes of May 10, 2022 6:30 PM (APPROVAL OF MINUTES) 2 Commissioners reviewed Workplan for Calendar Year 2022. Draft was developed during their retreat in March. Changes were made to Lead Commissioners. New goals align with City Council current priorities. Motion was made by Commissioner Carter to adopt the workplan. Motion was seconded by Commissioner Perdew. Motion passed 4-0. B. Commissioners Volunteering at Student Art Show in Downtown Gilroy on May 21, 2022 Commissioners discussed the High School Student Art Show on May 20th in coordination with 6th Street Studios. RECOMMENDATION: It is recommended that the Arts and Culture Commission forward its recommendation to the City Council for approval of a public art sculpture at Tenth, Chestnut and Ninth Streets (APN: 841-66-010, 011, 014 and 015). BACKGROUND: Application Z 20-04 commercial planned development ordinance 2021-04 was approved by the City Council on October 4, 2021 for a planned commercial development on property that includes the former Chestnut Center retail complex. A proposal to install public art at the site is requested to satisfy Code section 30.26.10, that requires projects within a PUD to provide a higher standard of amenities than normally required of development projects. Public art must be reviewed and recommended by the Arts and Culture Commission and approved by the City Council. DISCUSSION: The concurrent approval by City Council Resolution 2020-53 of AS 20- 14, Condition 9, requires installation of a significant piece of public-oriented sculpture or art installation, as part of the site development. The applicant retained Jonathan and Saori Russel of Ride Art Studio to design the art piece proposed at the corner of Tenth and Chestnut Street. The Public Art Policy provides the following criteria that may be used in evaluating a proposal: • The relationship of the artwork and site in terms of physical dimensions, social dynamics, local character and surrounding context (existing or planned) • The visibility of the site by the general public. • Public safety. • The contribution of the artwork’s design to an area by emphasizing a particular location through landmarks, gateways and/or linkages to other parts of the community. 8.A.a Packet Pg. 7 Attachment: ACC Report for AS 20-14 Artwork (3845 : Approve Public Art Proposal at Tenth and Chestnut and Forward Recommendation to June 14, 2022 Arts and Culture Commission Meeting Review of Public Art for AS 20-14 2 • Interior and exterior vehicular and pedestrian traffic patterns. • Site design including landscaping, drainage, grading, lighting and seating considerations. • Relationship of proposed artwork to existing artworks in the site vicinity. • Environmental impact such as noise, sound, light and odor, • Public accessibility to the artwork. • The probability of vandalism The art concept consists of a kinetic sculpture placed on a pedestal at the predominant pedestrian entrance to the site. The applicant and artist will be available at the meeting to further describe the details of the concept. Winner of the Grant will be announced at tonight’s meeting. Background In the City of Gilroy’s Adopted Budget for FY 2021 and 2022, City Council approved $2,500 for the Arts & Culture Commission to issue to the community in the form of a grant. At the meeting of May 10, 2022, the ACC established the guidelines for the applicants. Applications were accepted through May 27, 2022. Winner is going to be announced at the June 14, 2022 meeting Discussion Three Commissioners reviewed grant applications and ranked based on published criteria. Winner will be announced at the Arts & Culture Commission Meeting on June 14, 2022. List of applicants and ranking will be published in the minutes of the meeting as well. With that in mind, Chair Reynisson believes the ACC could collaborate with 6th Street Gallery and participate in Friday’s Downtown Arts Walks and with the Downtown Business Association on the Summer Music Series held on Thursdays for eight weeks. The Chair’s main function is to preside over the commission meeting and approve the agenda prior to posting. If the Chair is not present at the meeting, the Vice-Chair will be the presiding officer. At the March 8, 2022 meeting, Melanie Reynisson was voted in as Chair. The Commission decided to postpone the selection of Vice-Chair to the April meeting, however, that meeting got cancelled. In May, the Commission again decided to postpone vote due to some Commissioners not being present.
