Meeting Minutes
Thursday, August 12, 2021
I. OPENING
A. Call to Order and Roll Call
Commissioner Enzensperger called the meeting to order at 7:14 p.m. and announced that the
Commission was meeting remotely via Zoom under the Governor’s Order and detailed the
process of public participation.
In terim City Clerk McPhillips reported that the agenda was posted on August 7, 2021 at 3:16
p.m.
ROLL CALL:
Present: Commission er Matthew Carvalho, Commissioner Karen Enzensperger and
Commissioner Rebecca Scheel
Absent : Chairperson Robert Esposito and Vice Chair Diana Bentz
Staff Present: LeeAnn McPhillips, In terim City Clerk and Jolie Houston, Assistant City
Attorney
II. PRESENTATIONS TO THE OPEN GOVERNMENT COMMISSION

III. CON SENT CALENDAR
A. Approval of the Minutes o f the July 8, 2021 Special Meeting
There was no publ ic comment.
Motion on Item III.A.
Motion was made by Commissioner Scheel, seconded by Commissioner
Carvalho, and carried 3 -0-2 to approve the July 8, 2021 Special meeting minutes.

IV . UNFINISHED BUSINESS
A. Commission Input on Training Budget for Fiscal Year 2021-22
(Continued discussion from 7/12/21 Meeting)
1. Staff Report
Interim City Clerk McPh illips presented the Staff Report.

There was no public comment.
Possible Action:
3. Recommend Open Government Commission Training Expenditures for Fiscal Year
2021-22
The Commission requested lin ks to the on-line webinars that were discussed.
Assistant City Attorney Houston will be speaking at a webinar in November that
may be of interest and will provide information when it becomes available.
V. N EW BUSINESS
A. Quarterly Review of Public Records Requests Per Gilroy Code Section 17A.35 (c)
(Second Quarter, 2021)
1. Staff Report
Interim City Clerk McPhillips presented the Staff Report.
2. Public Comment
There was no public comment.

Motion on Item V.A.
Motion was made by C ommittee Member Scheel, seconded by Committee Member
Carvalho and carried 3-0-2 to accept the report.
VI. INTER IM CITY CLERK’S REPOR T
Interim City Clerk McPhillips provided an update to the Commission on the City Clerk
vacancy.

VII. CITY ATTORNEY'S REPORT
Assistant City Attorney Houston updated the Commission on AB 473 which had a third
reading as of 7/8/21.
VIII. REPORTS OF COMMIS SION MEMBERS
There were no reports.
IX. FUTURE COMMISSION INITIATED AGENDA ITEMS
Continue to look for possible training opportun ities.
X. ADJOURNMENT – Next Regular Meeting – November 18, 2021, 7:00 p.m.
Acting Chairperson Enzensperger adjourned the meeting at 7:32 p.m to the next regular
meeting of November 18, 2021.
