II. SECRETARY'S REPORT: The Parks and Recreation Commission agenda was
posted online on and posted in the City Hall kiosk on November 12, 2020.
III. APPROVAL OF MINUTES
a. Parks and Recreation Commission - Regular Meeting – October 20,
2020. Proposal to amend the minutes. The titles of Graham and Wexler
were incorrect in the roll call. It was listed as “title” instead of Vice Chair
and Chair, respectively. In addition, on section X.B, it was requested
that the verbiage change from “a tree” to “six 15-gallon trees.”
Commissioner Puente motioned to approve. Commissioner Bentson
seconded. Motion passed 6-0-0.
IV. APPROVAL OF AGENDA Commissioner Miller motioned to approve.

VIII. NEW BUSINESS
a. Meet Recreation Division Staff – The full-time Recreation Division
staff introduced themselves to the commission and shared their day-to-
day responsibilities and program areas. In addition, staff discussed the

impacts the pandemic and employee layoffs have had on Recreation.
No action taken.
b. Exploration of a Futsal Court at a City Park – This was a follow up to
the comments made at the September meeting by resident and futsal
enthusiast Miguel Gutierrez, regarding the need for a dedicated futsal
court. Commission asked what possible locations exist for a futsal
court. Staff and Gutierrez suggested San Ysidro Park, El Roble, and/or
Gilroy Sports Park. Other items to consider beside location are project
costs, impact on surrounding neighborhood, funding sources and the
city’s operational resources. It was recommended that the Commission
review this item when it’s developing its work plan in 2021. No action
taken.
c. Approval of the 2021 Schedule of Regular Parks & Recreation
Commission Meetings – The Commission discussed the 2021
meeting calendar. Commission proposed adopting the proposed
calendar, but will not meet in August and December. The February
meeting will serve as both regular meeting and the retreat.
Commissioner Bentson motioned to approve the proposal.
Commissioner Miller seconded. Motion passed 6-0-0.
IX. OLD BUSINESS
a. Establishing a Parks and Recreation Foundation – The committee—
Bentson, Graham, and Reinert—updated the commission on its
findings. They are planning to meet again and move forward in the
formation of an organization dedicated to supporting the city’s parks
and recreation divisions. They will meet with Henig to go over next
steps following the meeting and will continue to report updates to the
commission until the organization is finally formed. At that point, it will
no longer be a part of the Commission, but a separate entity. No action
taken.
b. Review Parks and Recreation Commission 2020 Work Plan (report
attached) – Henig reviewed the attached work plan and updated the
commission on each item’s status. He commended the Commission for
getting most of the work plan completed despite the pandemic. No
action taken.
X. DEPARTMENT UPDATES
a. Recreation Department Updates – Henig reviewed his report, which
was included in the meeting packet on pages 16-17.
b. Status of City Parks (report attached): Headley reviewed his report,
which was included in the meeting packet on pages 18-23.

a. Pat Bentson: Parks look good. Noticed children wearing masks at
playgrounds. Tree needs to be replaced at Los Arroyos. Headley is
aware and will address it soon.
b. Robert Miller: Sports Park looks fine. Litter found at El Roble. Move
Covid signs so they are more noticeable at Las Animas.
c. Theresa Graham: Miller and Hecker are fine. Noticed a broken
sprinkler at Rainbow.
d. Ermelindo Puente: Butcher and Forest Street are fine. Renz lawn
needs water; looks dry.
e. Michelle Wexler: Lack of face masks at Carriage Hills playground and
park. Some people are following the rules. Sunrise, no facial masks are
being worn. Teeter Totter was fixed.

Executive Summary
At the beginning of the calendar year, the Parks and Recreation Commission will motion
to select a chair and vice-chair to serve for a one-year term. The chair’s main function is
to preside over the commission meeting, approve the agenda prior to posting, and to act
as the formal representative in communications with the Council. If the chair is not
present at the meeting, the vice-chair will be the presiding officer. The new chair will
take over duties following this meeting.

Motion to Approve Signing Petition to Support Passage of proposed Parks, Jobs and
Equity Act
Executive Summary
Chair Wexler recommends the Commission motion to approve supporting the proposed
Parks, Jobs and Equity Act. By supporting it, the Commission would sign a petition of
support that is circulating nationwide among parks and recreation-related organizations
and government bodies. The petition is being organized by the Trust for Public Land.
Below is the petition’s verbiage:
Join the coalition in support of the Parks, Jobs and Equity Act
During the Corona virus pandemic, access to parks has never been more
important, becoming a vital place to get outside, exercise, get fresh air, and a
respite from anxiety. As Congress determines how best to provide economic
relief at this time of crisis, there is an opportunity to create jobs, invest in the
hardest hit communities, and ensure every American has access to a quality park
within a 10-minute walk of their home. If we maximize the opportunities for all
people to experience the physical, mental, and social benefits of nature then
every community—regardless of race, income or zip code—will be stronger,
healthier, and more resilient for generations to come.
We are asking Congress to include a one-time investment of $500 million for

close-to-home parks in any future coronavirus stimulus bill. By renovating and
investing in our community parks, playgrounds, trails and green spaces through
an emergency Outdoor Recreation Legacy Partnership Program these funds
could preserve up to 100,000 local seasonal jobs, provide at least 8,000 new
jobs, and/or renovate more than 500 sites, all while adding $1.37 billion in
economic activity.
The Covid-19 pandemic has dramatically impacted state and local budgets,
resulting in 56% of parks and recreation agencies facing significant reductions to
the current fiscal year’s operations spending. Nationwide, local parks have an
estimated $60 billion deferred maintenance backlog.
THE POWER OF PARKS
Economic Benefits:
- Parks create jobs and spur private investment. Parks and recreation spending
on operations creates 23 jobs for every million dollars and 16 jobs for every
million dollars spent on capital improvements.
- Parks are drivers of local economies. In 2017 alone, local parks and recreation
agencies generated $166 billion in economic activity and supported more than
1.1 million jobs nationwide.
Health Benefits:
- Increased government spending on parks and recreation operations is
associated with decreased mortality.
- People exercise more if they have access to parks and other safe outdoor
places. Physical activity can reduce a variety of mental health conditions
including anxiety and depression and can help manage other chronic diseases,
such as obesity, diabetes, and heart disease.
Environmental Benefits:
- Parks improve resilience to flooding, manage stormwater, absorb air pollution,
and filter rainwater keeping rivers and lakes cleaner.
- Parks help reduce air temperature caused by “urban heat island effect,” and
tree cover provides much needed shade.

The adopted work plan is a continued work in progress and should align with the current
City Council priorities:

Executive Summary
Despite the pandemic and budget cuts, the Recreation Division was successfully able to
maneuver itself amid the uncertainty. Between the months of September and
December, the Recreation Division
• Registered more than 500 youth, teen, adult, and senior residents
• In collaboration with Gilroy Unified School District, Recreation served 28,350
meals to East Gilroy residents at San Ysidro Park.
• In collaboration with Santa Clara County Public Health, nearly 750 people were
tested at the San Ysidro Park pop-up site.
• In partnership with the Mt. Madonna YMCA, over 5,645 meals were served to
Gilroy seniors.
In addition, staff has launched its new registration software system, CivicRec. More than
18 months in the making, staff has worked diligently to roll out C ivicRec and introduce it
to residents. The new software will be more user friendly and provides a lot more
options online including renting facilities and purchasing special event tickets (when it’s
safe to do so).

On January 25, staff will be presenting to council the proposed anti-smoking in parks
ordinance. In February, staff will be presenting the findings from the recreation needs
assessment.
The 2021 Winter/Spring Activity Guide has been published. The 24-page guide features
a letter to residents from 2020 Commission Chair Wexler, lots of virtual and in-person,
fee-based and free offerings for youth, teens, adults, and seniors.

REPORT TO COMMISSION for December 19, 2021
1. Street Tree Brochure draft text prepared by PRC commissioner Pat Bentson has been sent to
City staff for review and comment. Pandemic staffing disruptions are expected to delay Public
Works review comments for the draft brochure several months. Updates on this review and
forwarded to PRC Commission will be provided to PRC. The estimated timeline for PRC review of
draft brochure after PW comments are added is this spring.
2. Glen Lomas development on the Christmas Hill Park west hillside is impacting the park
until adjacent residential development is completed. The west property line park pathway is
blocked and will be restored and a new brown concrete split fence will replace the old park
boundary fence. Miller Ave. was opened to public vehicles in December connecting to a Glen
Loma subdivision traffic circle. Miller Ave. no longer connects directly to Santa Teresa Blvd.
Restoration and opening of the park property line trail-service road and fence is estimated for
completion in May. Commission meeting updates will be provided.

3. Uvas Trail marking service project was stopped for pandemic safety reasons in December.
When shelter-in-place orders are lifted, community volunteers agreed to resume trail marking
service project work. Volunteers report new trail distance from the Sports Park to near Hwy
152 is now four miles one way. Updates to PRC will be provided. Quarter mile distance
markings have been staged.
