Efren Pineda – Efren was recently appointed and introduced himself to the commission VIII. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA – Bruce Serpa discussed playing pickleball at Gilroy parks. Since there are a limited number of available courts and there’s between 20-40 residents playing every day at Las Animas, Serpa is proposing painting pickleball lines on the tennis courts at Sunrise Park. The players have offered to cover the entire cost of the court lining. Commissioner Reinert inquired about who will be responsible for the maintenance of the lining. Serpa said his group would be. Graham asked how much it would cost to build a new court, dedicated to pickleb all. Serpa said he received an estimate of $80,000. Also, Serpa was asked if he had reached out to the current Sunrise players; he had not. Headley suggested contacting the surrounding neighborhood since it is a “change” to the park, and they should have an opportunity to voice their opinion. Henig added that neighbors should have an opportunity to speak at a meeting before the Commission votes to motion to support or not to recommend to Council. Wexler motioned to approve to put this item on a future agenda. Graham seconded. Motion passed 4-0-0. IX. NEW BUSINESS A. Proposal to Change Parks and Recreation Commission Regular Meeting Date from July 20, 2021 to July 13, 2021. – City staff proposed changing the next Parks and Recreation Commission’s meeting date from Tuesday, July 20, 2021 to Tuesday, July 13, 2021. Meeting would begin at the regular time, 6:00 p.m. Graham motioned to approve. Reinert seconded. Motion passed 4-0-0. X. OLD BUSINESS A. Review of 2021 Parks and Recreation Commission Work Plan – Updates included that the council adopted new priorities and will be reflected in future work plans; the newest commissioner, Pineda, needs to be assigned parks; inquiry if mile marker can be extended with the advent of the new trail; mapping is still in progress; the Friends of Parks and Recreation committee attended a meeting to learn more about what it takes to create and manage a nonprofit dedicated to raising funds for a city’s parks and recreation needs. Recommendations included finding a specific focus, start small, identify key movers and shakers, and understand that people primary give money for two reasons: to be recognized or to remember a loved one. First project will be to raise funds for a shade structure. XI. DEPARTMENT UPDATES A. Recreation Division Updates Henig reviewed the report. Henig was asked if commissions would be able to have in-person meetings. Henig said Commissions will have the option (if approved by them) to meet in-person after Council does. B. Status of City Parks (report attached) Headley reviewed the report. XII. COMMISSIONER PARK REPORTS & COMMENTS o Vice Chair Graham – Noticed a drip at Los Arroyos; other parks look good o Commissioner Miller (comments were sent in advance): noticed sign on levee by Thomas Bridge is hung in the wrong direction; wants to know why no smoking signs have not been installed yet; writing on signs are too small and it “looks like a legal document designed to prevent a lawsuit, rather than informing people, as most won't stop to read all of these regulations.” o Commissioner Reinert - Gilroy Sports Park – still complaining about doughnuts in the parking lot. o Chair Wexler – Heard there is glass found at Del Rey, but has not seen it herself. Great seeing parks filled with families and residents utilizing it in a positive way. XIII. STAFF COMMENTS – reminder that August is dark. XIV. BACKGROUND At the June 2021 commission meeting, resident Bruce Serpa spoke during public comments about the need for pickleball courts at city parks. Pickleball, a sport that has grown in popularity nationwide, is attracting between 20-40 residents each day at Las Animas Veterans Park, according to Serpa. Currently, he and other pickleball players are using two of the six tennis courts at the park. These courts are heavily used by tennis players too, which has, at times, caused scheduling conflicts between the various user groups. The Commission motioned to approve having this item on a future meeting agenda. DISCUSSION Following the June commission meeting, City staff met with representatives from various groups who use the tennis courts at Las Animas. The City is seeking input from the Commission on how to provide multi-usage of the tennis courts at city parks. Below are a couple of options that have been discussed: • Lining the tennis courts at Sunrise Park for pickleball. Note, existing tennis lines would remain in place. 10.A Packet Pg. 7 • Repaving the tennis court at El Roble Park. This court is used minimally by the public since it’s in need of significant maintenance upgrades. Costs have not yet been determined. Executive Summary On February 16, 2021, the Parks and Recreation Commission held a retreat to develop their 2021 work plan. On March 16, 2021, the Commission adopted the work plan, which reflects what the commission will be working on during the calendar year. Executive Summary Here are the latest happenings in the Recreation Division: • Recreation staff was involved with the logistics of the annual July 4th fireworks display at Gilroy High School. • This summer, the Recreation Division has registered more than 1,250 participants for its programs. Many of these participants have signed-up for summer day camps—chess, science, dodgeball, fairy tale, theater to cite a few. This quarter alone has generated $172,000 in program class fees. • The Recreation Division staff offices have successfully moved to the Senior Center. In order to maximize the delivery of programs and services, there will be other modest changes happening at the center including the renovation of the former gift shop (which can now be used for a variety of usage). The request to City Council to change the name of the Senior Center to the Community Center did not pass. It will remain the Senior Center. • City Hall is expected to fully reopen to the public on August 30, 2021. Also, on that same day, will be the first day of in-person dining for the senior nutrition program at the Senior Center. Since the pandemic began, the nutrition program has been accessible by walk-up or drive-thru. 12.A Packet Pg. 12 • Recreation staff is putting the final touches on the 2021 Fall Activity Guide. Street Tree Brochure draft is awaiting City staff review. Pandemic and reduced staffing disruptions have greatly delayed Public Works Operation staff review of the draft brochure. Limited Ops staff is currently focused on renewal of the multi-year tree pruning contract. The estimated timeline for Public Works comments is this fall. 2. Glen Lomas development on the Christmas Hill Park west hillside trail is impacted until the adjacent residential development is completed. The west property line park trail and service road is partially open now with temporary fencing at Miller Ave. frontage. Pandemic Social Distancing signage was removed from City parks and along pathways during mid-June. 3. Arbor Day at Gilroy Municipal Golf Course is postponed until fall of this year. 4. Annual July 4th Fireworks show was held at Gilroy High with no parking and no spectators authorized on the high school frontage and 10th street overflow parking lot for the second year. Significant brush and fire control measures were applied around the high school and nearby Uvas Creek levee.
