6:00 PM - Staff Liaison Adam Henig asked to make the following
amendment to the June minutes: Under Commissioner Comments, for
Reinert, change it to the following: Gilroy Sports Park – informed staff that
unsafe driving remains a concern. Vice Chair Graham motioned to approve
with the amendment. Commissioner Reinert seconded. Motion passed 7-0-
0.

VIII. PRESENTATION – Representatives from San Ysidro Nueva Vida, a Gilroy-
based neighborhood organization, presented information about the traffic concerns
at San Ysidro Park. There are numerous community events occurring at this park
throughout the year. There is also a family resource cente r opening at the San
Ysidro Cultural Center. Parking is already limited to begin with and it’s expected to
become even more so with the resource center. Part of the problem, the
representatives explained, is cars are parked for long periods of time; there’s no
parking enforcement. One suggestion made was to ban overnight parking or create
timed parking along Murray Avenue and Lewis Street park frontage. It was agreed
upon to add this topic to a future meeting agenda.
IX. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA – None.
X. NEW BUSINESS
A. Discussion of Options for Outdoor Pickleball Court at City Parks. At
the June 2021 commission meeting, resident Bruce Serpa spoke during public
comments about the need for pickleball courts at city parks. The Commission
motioned to approve having this item on a future meeting agenda. Following
the meeting, City staff met with representatives from various groups who use
the tennis courts at Las Animas.
The City is seeking input from the Commission on how to provide multi-usage
of the tennis courts at city parks. The City put forth two options to consider:
lining Sunrise Park’s courts with pickleball lines and, a longer term solution,
renovating the El Roble tennis court into a dedicated pickleball court.
Graham inquired if housing developments that were in the process of being
built or in development, could add a pickleball court. Headley explained that the
parks in these developments that were agreed upon were not expected to
include a pickleball court or a similar size amenity because these parks are
meant to be small and primarily used by the immediate neighborhood. Headley
asked if pickleball users considered the Ranch Site as an option. Commissioner
Bentson asked staff if the City would consider partnering with ot her agencies
such as Gavilan College or GUSD. Those are options too, Henig said.
Reinert inquired if the additional lining of the courts would add to confusion and
does it cause additional damage. Serpa, who was on hand, showed in a brief
presentation that it would have minimal impact because of the strategic color
scheme. Miller liked the idea of having El Roble become a dedicated pickleball
court, but wanted to receive more information about total costs and
neighborhood impact. Headley said it could cost about $250,000 for a complete
renovation with minimal future maintenance. Wexler supported both options.
Bentson recommended inviting the Sunrise neighborhood to the next
commission meeting. Puente requested more information.
XI. OLD BUSINESS
A. Review of 2021 Parks and Recreation Commission Work Plan – Updates
included the date for Arbor Day has been identified—October 29 at the
Gilroy Golf Course. Also, the sustainable tree program committee is looking

to identify locations to plant trees, both private and public land. Also, looking
at ways to engage the community.

XIII. COMMISSIONER PARK REPORTS & COMMENTS
Commissioner Bentson – Pointed out that there’s tall dry grass at Christmas
Hill Park and it should be clipped. Also noticed Cydney Casper Park has dry
spots.
Vice Chair Graham – Farrell has dry spots. Other parks look great.
Commissioner Miller: El Roble looked fine, but noticed there were illegal bike
jumps designed and should be taken down. Noticed there was paint on a
bench along the Levee. Also, requesting more signage on the Levee to
promote safe bicycling.
Commissioner Pineda: Will take over Las Animas and Miller for his
assignments.
Commissioner Puente: Noticed cars parked overnight at Butcher Park. Forest
Street playground slide has graffiti. Renz Park grass needs more watering.
At San Ysidro, the fountain is not working and there’s excess litter. Las
Animas looked good.
Commissioner Reinert - Unable to monitor the parks.
Chair Wexler – Noticed the teeter-totter wasn’t working. Observed litter at Del
Rey Park.

Executive Summary
City staff has worked closely with neighbors of San Ysidro Park to develop effective
traffic and park safety measures to improve the quality of life for residents.
Background
At the July 13 Park and Recreation Commission meeting, representatives from San
Ysidro Nueva Vida (SYNV), a Gilroy-based neighborhood organization, presented
information about the traffic safety concerns at San Ysidro Park and limited parking
availability on Murray Avenue and Lewis Street. The Commission requested to have this
topic appear on a future meeting agenda.
Discussion
In mid-August, city staff, led by City Engineer Gary Heap, assessed the location and
came up with the following recommendations:
1. Establish consistent speed limit signage on Murray Avenue (varies between 25
and 35 miles per hour)
2. Replace current park lighting with Light Emitting Diode (LED)
3. Treat tree dropping sap onto walkways

4. Parking
a. Install and enforce 4-Hour Parking (7am-8pm) signage along the Murray
and Lewis frontage of the park
b. On Murray, restripe the existing spaces and the two handicap stalls and
loading zone
c. On Lewis, provide new striping for parking stalls with associated signage
5. Traffic Calming
a. On Murray, add shoulder and bike lane as a road diet to condense the
width of the lane (force drivers to slow down)
b. On Murry and Lewis, add center lane markings and raised markers along
the center of the road to slow drivers down and prevent bad driver
behaviors (doughnuts)
c. Add more speed limit signage in the area
On August 27, SYNV held their monthly community meeting , where city staff shared the
findings listed above. Most attendees were in favor of the recommendations, especially
instituting 4-hour parking limits and repainting the street shoulder to slow traffic on
Murray.
Additional comments about the 4-hour parking limits were:
▪ Positives:
o More residents able to utilize parking stalls (avoids monopolization)
o Reduce debris collected for longtime parked cars
o Reduces vagrant activities (e.g., drinking, illegal drug use, etc.) and
decrease of vehicle break-in
▪ Concerns:
o Overflow parking from nearby apartments will be eliminated (impacts
multi-family households)
o Traffic fines
o Still a lack of handicap parking
The Commission has an opportunity to share their comments with city staff based on
the findings and community feedback.

On February 16, 2021, the Parks and Recreation Commission held a retreat to develop
their 2021 work plan. On March 16, 2021, the Commission adopted the work plan,
which reflects what the commission will be working on during the calendar year.
The work plan should align with the current City Council priorities:

Executive Summary
Here are the latest happenings in the Recreation Division:
• This summer, the Recreation Division registered 1,388 participants for its classes
and camps. The participation rates have not slowed in the fall. Already,
hundreds of participants have registered for a variety of programs that include
several that were on hiatus since Covid—children’s theater, youth basketball,
youth wrestling, and indoor pickleball.
• The reopening of the Recreation Office occurred on Monday, August 30. Office
hours are from 9:00am-4:30pm, Monday through Friday.
• Senior services also opened on August 30. However, since there is no in -person
dining due to the County’s restriction because of the Delta variant, in-person
gathering has been limited to three days a week (MWF) and reduced hours (9-
11am). Once in-person dining resumes, the number of days and hours will be
expanded. Socialization and programming offered includes billiards, ping pong,
puzzles, and more. The YMCA Nutrition Program continues to offer meals for
walk-up and drive-thru.
• The distribution of Second Harvest Brown Bag was moved from the Senior
Center to the Gilroy Library to better accommodate drivers. The goal was to

decrease the number of cars sitting idle on Sixth Street prior to pickup of
groceries, which was creating traffic jams and posed safety concerns.
• Class for older residents are available at no cost. They include line dancing (in-
person), tai chi (in-person), chair exercise (in-person), and virtual chair yoga.
• Staff have continued to make facility improvements to the Senior Center. The
pool table has been moved to a different room and a ping pong table has been
setup to create an activity room. Tables and chairs that were previously there
are now stored in what was a janitorial closet. More facility enhancements will be
coming soon.
• Recreation Staff continues to train to prepare for an emergency such as a wildfire
or earthquake. Staff recently participated in virtual 4-hour workshop.
• Last week, at the Christopher High School Aquatics Center, staff hosted a site
walk for potential contractors to manage the two pools in summer 2022. This is
being conducted through a Request for Proposal, which closes September 23,
2021.

1. Street Tree Brochure draft is awaiting City staff review. Pandemic and reduced staffing
disruptions have greatly delayed Public Works Operation staff review of the draft brochure.
Limited Ops staff is currently focused on renewal of the multi-year tree pruning contract. The
estimated timeline for Public Works comments is this fall. No change.
2. Glen Lomas development on the Christmas Hill Park west hillside trail is impacted until the
adjacent residential development is completed. The west property line park trail and service
road is partially open now with temporary fencing at Miller Ave. frontage. Full park restoration
and park property line trail-service road and fence are pending. No Change
