Review Traffic Safety Improvements and Neighborhood – Traffic Engineer Gary Heap presented the traffic safety recommendations as described in the staff report. Vice Chair Graham had a question about parking enforcement, which would occur. Miller was supportive of traffic calming efforts that Heap described. San Ysidro Nueva Vida member Jorge Mendoza expressed gratitude for the City’s efforts and “quick action” to improve traffic safety in and around San Ysidro Park. Chair Wexler had a question about if any parking stalls would be lost because of the restriping. Heap explained they would not be. Graham expressed concerns about where a pedestrian crosswalk would be located, ensuring its safe for users. X. OLD BUSINESS A. Review of 2021 Parks and Recreation Commission Work Plan - Updates included set time for Arbor Day at Gilroy Golf Course; Bentson requested the youth scholarship letter; There was a question about marketing the street tree program, once the new brochure is completed; Wexler informed commissioners that the County’s sustainable tree program is looking to engage residents with more details to come; Friends of Parks and Recreation are applying for a 501c status. Currently in process. XI. DEPARTMENT UPDATES A. Recreation Division Updates Henig reviewed the report. B. Status of City Parks (report attached) Headley reviewed the report. XII. COMMISSIONER PARK REPORTS & COMMENTS Park Assignments o Commissioner Bentson – Observed Cydney Casper grass was noticeably dry, likely due to the drought. Hopscotch still missing paint; At Christmas Hill, trees look strong. Headley mentioned that the unhoused community can be found at CHP. o Vice Chair Graham - Hecker Pass noticed unleashed dogs at dog park; Los Arroyos lawn is brown. Reported graffiti at Rainbow; o Commissioner Miller - El Roble has new bounce house sign and new No Smoking signs. There’s a branch sticking out that should be trimmed back. o Commissioner Puente – Butcher and Forest Street looks good; Renz needs more watering; San Ysidro fountain is loose, and benches need to be sprayed due to debris accumulation. o Commissioner Reinert - Village Green is dry. At Gilroy Sports Park, illegal fireworks are occuring. o Commissioner Pineda - absent o Chair Wexler – Found garbage at Del Rey; otherwise, parks look good. XIII. STAFF COMMENTS – Bentson asked about the status of pickleball. City staff met with various stakeholders, though, at this point there’s nothing to report. XIV. Executive Summary On February 16, 2021, the Parks and Recreation Commission held a retreat to develop their 2021 work plan. On March 16, 2021, the Commission adopted the work plan, which reflects what the commission will be working on during the calendar year. Executive Summary Here are the latest happenings in the Recreation Division: • Beautiful Day - This year the City of Gilroy was chosen to participate with Beautiful Day, a nonprofit organization that works with the local community to identify a section within an economically disadvantaged neighborhood that needs landscaping improvements. The partnership culminates in a weekend- long (October 9-10) project when the volunteers came together and spent a weekend beautifying the identified area, which was rehabilitating the landscaping along the westside of 7700 Murray Avenue (adjacent to San Ysidro Park). There were 70 volunteers on hand. Participating agencies include the Santa Clara County District’s Attorney Office, SCC Probation, and South County Youth Task Force. • Senior Center – Staff is monitoring the status of the mask mandate. Once the County gives the YMCA the green light to allow for in-person dining, the Center should attract more participants and will be able to expand its hours. • Children’s Theater Production – Children’s theater is back and the 54-perosn cast will be performing Shrek at Gilroy High School. Performances will be held November 12- November 21. Get your tickets soon before it sells out. 11.A Packet Pg. 10 • Aquatics RFP - due to the low number of submissions, we’ve extended the deadline for the CHS Aquatics Center Request for Proposal and added an option to propose a management fee. Deadline is 10/26. • Pickleball at Wheeler Center– Last month, Pickleball restarted at Wheeler. It’s held on Mondays and Wednesdays from 10:00 am – 1:00 p.m. Due to the resurfacing of courts 5 and 6 at Las Animas, the courts are closed the week of 10/18 and when they reopen the week of 10/25, they will only be used for tennis. • Family Resource Center (FRC) update – The City is getting closer to finalizing the lease agreement with Santa Clara County and First Five. The FRC will be located at San Ysidro Park Recreation Building. • Winter/Spring 2022 activity guide - For the first time, the upcoming activity guide will be in Spanish and English. • By the numbers…since January 2021, when the Recreation Division launched its new software, ➢ 3,356 participants have registered for a recreation program —summer camp, after school, tennis, virtual, and scores of other offerings. ➢ More than $384,000 in activity registration fees have been collected ➢ Approximately $52,000 has been collected in reservation fees (mostly picnic rentals) ➢ And 89% of users went online to register for a class using Recreation’s new software, CivicRec. 11.A Packet Pg. 11 PARKS AND RECREATION COMMISSION STAFF REPORT Agenda Item Title: Status of City Parks (report attached) Meeting Date: October 19, 2021 Submitted By: Bill Headley Prepared By: Adam Henig Recommendation: Receive parks report and comment. Street Tree Brochure draft is awaiting City staff review. Pandemic and reduced staffing disruptions have greatly delayed Public Works Operation staff review of the draft brochure. Limited Ops staff is currently focused on renewal of the multi-year tree pruning contract. The estimated timeline for Public Works comments is this fall. No change. 2. Glen Lomas development on the Christmas Hill Park west hillside trail is impacted until the adjacent residential development is completed. The west property line park trail and service road is partially open now with temporary fencing at Miller Ave. frontage. Full park restoration and park property line trail-service road and fence are pending. No Change 3. Arbor Day at Gilroy Municipal Golf Course is scheduled for Friday afternoon October 29, 2:00 PM at the 17th Green. 4. Uvas Creek Bike Path visibility at bridges review.
