PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than
three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may a ttend this meeting and speak, regardless
if a card is completed or not. Speaker’s slips should be submitted to the Secretary

included October 29 Arbor Day event and emphasis on completing the

street tree brochure. In addition, there was discussion about the Sustainable
Tree program. Henig mentioned that he met with the City Administrator and
was given the green light to move forward with the program. There were
concerns about promoting the planting of trees amid a drought, however,
Henig explained, despite the drought, the science shows that planting trees
far outweigh the drought concerns and there were ways to mitigate watering
trees through conservation. The subcommittee will meet with city staff to
discuss a timeline and project logistics.
The Friends group have made significant impact. The official name is
Friends of Gilroy Parks and Recreation Foundation. They have completed
the State of California requirement; now are awaiting the 501c3 certification.
Once the group is official, the item will no longer be part of the work plan but
a standing item where the group can provide updates to the commission.
They are currently seeking board members and are developing an
organization logo and website.

B. Status of City Parks (report attached) Headley reviewed the report.
XII. COMMISSIONER PARK REPORTS & COMMENTS
Park Assignments
o Commissioner Bentson (Cydney Casper, Christmas Hill) – Casper look
good. Something is wrong with a water mane at Christmas Hill. Question
about Red Barn and TEEC usage. Headley responded. Also mentioned that
a private tree company was using the park to train workers. Staff will look
into it.
o Vice Chair Graham – (Farrell Avenue, Gateway, Hecker Pass, Los
Arroyos, Rainbow) – Everything looks fine.
o Commissioner Miller – (Uvas Levee, El Roble) – At Roble, noticed lots of
branches and garbage on ground due to recent high gusty winds. Water
fountain was not working and park regulation signs were missing.
o Commissioner Puente – (Butcher, Forest Street, Renz, San Ysidro) – All
of the parks look good. Noticed the grass had been aerated at San Ys idro.
o Commissioner Reinert – (Gilroy Sports Park, Village Green) – Sports Park
looked good. No nighttime activities occurring anymore. Village Green
looked dry.
o Commissioner Pineda – (Las Animas, Miller) – both parks looked good.
o Chair Wexler (Carriage Hills, Del Rey, Sunrise) – saw graffiti at Del Rey
and sent photos to staff. Notice garbage blowing around from high winds.

Executive Summary
At this time of year, the Parks and Recreation Commission needs to approve the
upcoming year’s meeting schedule.
The commission meets on the third Tuesday of every month and typically hosts a
retreat in the early part of the calendar year. Historically, the Commission has gone dark
(i.e., not held a meeting) in August and December.

Executive Summary
On February 16, 2021, the Parks and Recreation Commission held a retreat to develop
their 2021 work plan. On March 16, 2021, the Commission adopted the work plan,
which reflects what the commission will be working on during the calendar year.
The work plan should align with the current City Council goals:
✓ Develop a Financially Resilient Organization that Relies on Local Revenues and
Resources
✓ Maintain and Improve City Infrastructure Including Streets, Facilities, and
Incorporates Green Energy Practices
✓ Promote Economic Development Activities that Create Opportunities for Quality
Employment and Increase the City's Tax Base
✓ Ensure Neighborhood Equity from City Services Including Public Safety, S treets,
Parks, and Recreation
✓ Promote Availability of Safe, Affordable Housing for all Gilroy Residents

Executive Summary
Here are the latest happenings in the Recreation Division:
• Children’s Theater Production – There’s one more weekend of Shrek at Gilroy
High School. Performances will be held November 12- November 21. Tickets
cost $15 for adults, $12 for children.
• Aquatics RFP – Staff received three submissions from the Request for Proposal
to operate the Christopher High School Aquatics Center in summer 2022. Of the
three submissions, only one met the criteria and went onto the interview
process. A selection committee was formed of City and Gilroy Unified School
District staff. The committee met with the operator and are recommending them
to Council. The item is expected to go before Council in January 2022.
• Pickleball update – Recently, city staff met with pickleball players to discuss
their options for obtaining year-round access at a public court. For now, the city
has allowed the pickleball lining of the Sunrise Park tennis courts, which is not
completed due to a delay in the ordering of the paint. It is a temporary pilot
program. City staff will assess the program and determine whether to extend,
modify or cancel it based on neighborhood feedback and park user impact.
• Family Resource Center (FRC) update – The City is meeting with Santa Clara
County to review the lease. This should be the last hurdle before finalizing the

agreement to allow San Ysidro Park Recreation Building to be used as a First
Five family resource center. The operator will be Catholic Charities.
• Winter/Spring 2022 activity guide - The Winter/Spring activity guide was
published and mailed to residents on November 2. For the first time, the guide is
completely in Spanish and English.
• Arbor Day was hosted on October 29 at the City of Gilroy Municipal Golf Course.
Participants included parks and recreation commissioners, Mayor Blankley,
Councilmember Hilton, City Administrator Forbis, Chamber of Commerce
President Mark Turner, city staff, West Coast Arborists representatives, and
members of the public.

REPORT TO COMMISSION for November 16, 2021
1. Street Tree Brochure draft is scheduled for review with City Public Works Staff and
Commissioner Bentson Wednesday December 1 after the long pandemic delays.
2. Glen Lomas development on the Christmas Hill Park west hillside trail is impacted until the
adjacent residential development is completed. The west property line park trail and service
road is partially open now with temporary fencing at Miller Ave. frontage. City Engineering is
estimating full park restoration and park property line trail-service road completion by January
2022.
3. Arbor Day at Gilroy Municipal Golf Course was held Friday afternoon October 29, 2:00 PM at
the 17th Green.

4. Vandalized Downtown Historic Panels were ripped from three different Paseo exhibits Friday
evening October 15, recovered on-site, stored, and reinstalled by Paseo Committee October 30th.
Police report made, suspects identified, suspects engaged.
