Serpa provided the commission with the background usage of pickleball played at these courts. It was recommended that the Commission hold 10 meetings, including a retreat, which is scheduled for February 5, 2022 (includes meeting option too). The commission would not meet August 16 and December 20. Note the mistake on the January meeting date listed in the staff report (should have been 1/18, not 1/17). Graham motioned. Wexler second. Review of 2021 Parks and Recreation Commission Work Plan – The following topics were discussed: The park supervisor would seek input from commissioner on the future locations of Arbor Day; the extension of the mile marker should be added to the 2022 retreat agenda; staff and commissioners met with County and Our City Forest and progress was made. The program needs to be publicized in the city newsletter and activity guide; Friends of Parks & Rec want to renew membership for National Association of Parks Foundation. They are still waiting to receive 501c3 status. Currently, working on a logo and brand. XI. DEPARTMENT UPDATES A. Recreation Division Updates Henig reviewed the report. B. Executive Summary At the beginning of the calendar year, the Parks and Recreation Commission will motion to select a chair and vice-chair to serve for a one-year term. The chair’s main function is to preside over the commission meeting, approve the agenda prior to posting, and to act as the formal representative in communications with the Council. If the chair is not present at the meeting, the vice-chair will be the presiding officer. The new chair will take over duties following this meeting. Among them included is the annual retreat, which is scheduled for Saturday, February 5, 2022. In light of the recent Covid surge, City Council has approved that all commission/board meetings be held virtually. The intent was to have the retreat on a Saturday and in- person. Since it can no longer be held in-person, does the Commission still want to hold the meeting on Saturday, February 5? Or, would the Commission prefer to move it to the regular meeting time—third Tuesday of the month—6:00 pm, Tuesday, February 15? 10.B Packet Pg. 9 PARKS AND RECREATION COMMISSION STAFF REPORT Agenda Item Title: Recommend Option(s) for Outdoor Pickleball Court at a City Park Meeting Date: January 18, 2022 Submitted By: Adam Henig Prepared By: Adam Henig Recommendation: Motion to approve recommending to City Council option(s) for outdoor pickleball court(s) at a city park. BACKGROUND In March 2020, during the Covid-19 restrictions, the City of Gilroy Recreation’s indoor adult pickleball program at Wheeler Gym was suspended due to the prohibitio n of indoor activities. To provide an opportunity for pickleball activities to continue, the City permitted the temporary use of Tennis Courts 5 and 6 at Las Animas Park until the Covid-19 restrictions were relaxed and pickleball could resume indoors at Wh eeler Gym. In June 2021, resident and pickleball player Bruce Serpa spoke during public comments about the need for permanent pickleball lines and/or outdoor courts in Gilroy for public use. These courts are heavily used by tennis players too, which has, at times, according to Serpa, caused scheduling and territorial conflicts between the various user groups. The Commission motioned to approve having this item placed on a future meeting agenda. In July, Serpa made a presentation about the various pickleb all options. Although no formal action was taken, commissioners provided input to city staff. The following proposals were mentioned: • Lining the tennis courts at Sunrise Park for pickleball. The existing tennis lines would remain in place. 11.A Packet Pg. 10 • Lining the tennis courts (5 and 6) at Las Animas. • Repaving the tennis court at El Roble Park. • Utilizing the tennis courts at Gavilan College and/or Gilroy Unified School District In August, City staff met with members of the Gilroy Tennis Club and received feedback about the impacts pickleball has had on Tennis Courts 5 and 6 at Las Animas Veterans Park. It was determined that the makeshift lines from tape that were applied to the tennis courts, leaving a permanent residue on the surface, necessitated Courts 5 and 6 to be resurfaced. On September 20, 2021, indoor pickleball play at Wheeler resumed. With Covid restrictions relaxed, it was determined by City staff the tennis courts at Las Animas would return to their previous status as “tennis-only” use following the resurfacing. City staff notified pickleball players by email and posted signage to inform them about the changes. On November 4, 2021, city staff met with Pickleball players at the Senior Center to listen and discuss various options for outdoor pickleball play, which included lining the tennis courts at Sunrise Park on a trial basis. To provide an opportunity for continued outdoor play, it was agreed that this could be implemented for 30 days. On Saturday, December 11, the courts at Sunrise were lined and open to the public for multi-use. Signage at the courts has been posted for park users and neighbors, requesting feedback about the recent changes. Thus far, the city has received 29 emails and 1 phone call from residents. Among the messages: • 22 messages were in favor of having pickleball lining at Sunrise. Of the 20 messages, some were from the same person. (The 22 messages came from 14 users.) o Comments: ▪ I enjoyed playing pickleball at the new Sunrise courts this morning. ▪ Being a Gilroy resident, it is great to be able to play locally without having to drive to other cities to play. ▪ As you know there is not many places to play. ▪ The only downside was there was no restrooms available which is important to a senior citizen like me. ▪ We had about 40 players out this morning and played for several hours and had a marvelous time, and even had a potluck afterwards 11.A Packet Pg. 11 ▪ We hope to make this our future weekend destination to play. • 9 messages were opposed o Comments: ▪ It’ll impact our playing and will damage the tennis courts. ▪ They interfere with play (changes the ball bounce), and present a safety hazard to ankles (changes the grip where you don't expect it). ▪ Pickle ball is considerably noisier than tennis. Sunrise courts are surrounded by homes. ▪ My younger daughter was a little confused with the lines while hitting the tennis ball on the court. Also, my concern is the availability of the Courts if used for both ▪ There’s on empty dirt field right next to the tennis courts and playground to build a pickle ball court if there is a desire for this additional sport. ANALYSIS Despite the temporarily pickleball lines at Sunrise, a long -term solution has not yet been developed. The following is a list of long-term options that have been proposed: 1. Lining Tennis Courts 5 and 6 at Las Animas SUPPORTIVE CHALLENGES • Conducive to accommodating large and diverse park user groups. • Ample parking, restroom access, and lighting • Centrally located • Multi-usage • When these courts were used prior, it led to conflict with tennis players • Could negatively impact courts, leading to resurfacing • The Tennis Club would be ineligible for USTA funding since it “does not fund tennis courts with pickleball lines, basketball lines, or any other sport lines on them.” 2. Permanently Lining Courts at Sunrise SUPPORTIVE CHALLENGES 11.A Packet Pg. 12 • Provides public outdoor access to pickleball and tennis players. • Has been in effect for 30 days and only minimal adverse impact has been reported to city staff. • It’s a neighborhood park that only provides street parking; does not have access to restrooms and provides no nighttime lighting. • Competes with tennis players 3. Executive Summary Here are the latest happenings in the Recreation Division: • Aquatics Pool Operator (RFP) – Staff has been closely working with the prospective aquatics operator on program scheduling and contract negotiations. Since the total agreement exceeds $100,000, it needs to be approved by Council. ➢ In other aquatic news, the Council approved an agreement to enter for the City to enter into a contract to replaster the activity pool. The project will be completed before the summer season begins. • Family Resource Center (FRC) update – The City is in the process of signing a five-year agreement with Santa Clara County to allow San Ysidro Park Recreation Building to be used as a First Five Family Resource Center. The operator will be Catholic Charities. The item will be brought forth to City Council on January 24 for final approval. • Holiday Posada – the annual Holiday Posada was a great success. This year it was held at San Ysidro Park (last year it was a drive-thru) and nearly a thousand participants were on hand to receive gifts, meet Santa, and get connected with community-based, social service organizations. 12.A Packet Pg. 18 • Youth Scholarship Donation – The Exchange Club of Gilroy generously donated funds to the Recreation Youth Scholarship Fund. Commissioner Bentson, who is a member of the Club, led the effort. • The Senior Center hosted an end of the year celebration on Friday, December 17. Treats, crafts, and music were part of the festivities. Dozens of seniors attended and had a merry time. • Consolidation of City’s Boards and Commissions – With the absorption of the Bicycle Pedestrian Commission, the infrastructure planning and development review duties will be administered by the Planning Commission and the education and encouragement duties to the Parks and Recreation Commission. More information about this at a future meeting. • Staffing Update – Recreation Coordinator Monica Sendejas was recently promoted to Management Analyst and will be working in the Community Development Department. Monica had been with Recreation since 2012. She was the Department lead in aquatics, marketing, and a variety of other recreation programs. She will be missed. • Status of 2022 Summer Activity Guide – The loss of Monica—on top of the budget cuts to Recreation in July 2020—have greatly impacted the staffing levels of the Recreation Division. To avoid a noticeable disruption in providing vital services to the community, we have decided to make a significant operational change—pause the publishing of the upcoming 2022 Summer Activity Guide. A few years ago, this would have been unthinkable, but there is has been an important change in our day-to-day operations that would allow for this to happen with minimal, if any, interruption—Recreation’s new registration software, CivicRec. It’s user friendliness and expansive functionality has resulted in a record number of residents registering online. In 2021, the first year, 89% of all fee-based program participants registered online. Prior to CivicRec, only 27% of users registered online. Our new software can be translated in dozens of languages (including Spanish) through Google Translate, is mobile -friendly, and all of the information published in in the activity guide is easily accessible and can be found online. Street Tree Brochure was edited during two Public Works staff team meetings with commissioner Bentson at the end of 2021. Commissioner Pat will report on the action plans for final draft review with PRC and brochure graphics. 2. Glen Lomas development on the Christmas Hill Park west hillside trail is impacted until the adjacent residential development is completed. The west property line park trail and service road is partially open now with temporary fencing at Miller Ave. frontage. January 2022 remains the estimated full park restoration and park property line trail-service road completion by developer. 3. Retirement by long time Park staff Jim Trujillo took place during early January. A retirement event was cancelled at the City Yard because of new Covid issues. Arson-Vandalization of Both Las Animas Veteran’s Park Restrooms Nov-Dec 2021. Arson fires were built on toilet in both park restrooms that destroyed porcelain toilets and caused fire damage to restroom walls. Restrooms have been locked closed for repairs and portable toilets and sinks were rented for each restroom while restroom repairs are being addressed. Arsonist attacked temp portable potties set on patio at main park buildings within several days following building restroom arson fires that also destroyed temp toilets and sink. Portable potty melt down also burned the wooden patio arbor serving the park building center. Potty rental company has restaged temp potty-sink rentals in the center of the main parking lot. Gilroy Fire was called to after-hour night fires. Las Animas Veterans Park overnight homeless campers and vehicles are challenging park staff and nightly park patrol. We are working with contract service Park Patrol and Gilroy PD to better control these nightly after-hour park trespass issues.
