IV. SECRETARY'S REPORT The Parks and Recreation Commission agenda was
posted online on and posted in the City Hall kiosk on June 16, 2022.
V. APPROVAL OF MINUTES
A. Parks and Recreation Commission - Regular Meeting - Apr 19, 2022 -
Commissioner Reinert motioned to approve. Commissioner Puente
seconded. Motion passed 5-0-0.
B. Parks and Recreation Commission - Regular Meeting - May 16, 2022
6:00 PM - Commissioner Patterson motioned to approve. Commissioner
Reinert seconded. Motion passed 5-0-0.
VI. APPROVAL OF AGENDA Commissioner Arredondo motioned to approve.
Commissioner Puente seconded. Motion passed 5 -0-0.
VII. PRESENTATION - “Uvas Creek Fish Habitat Improvement Project” by Valley
Water. Questions from commissioners included such topics as impact of drought
and unhoused population on the project;

VIII. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA - none
IX. NEW BUSINESS
A. Valley Transportation Authority's (VTA) 2016 Measure B Bicycle &
Pedestrian Program Category – VTA staff presented about the Measure B
program that the Parks & Recreation Commission will now oversee, which
was previously managed by the Bicycle and Pedestrian Commission. VTA
staff provided an overview of the Measure B program and the role of the
commissioners, who will assist with updating the project categories. City
staff will serve as the intermediary between VTA and commissioners.
The deadline to update the project categories for Fiscal Year 2023 is
October 1, 2022.
B. Parks and Recreation Staff Appreciation Breakfast by Parks and
Recreation Commission – Commissioners want to host a parks and
recreation staff appreciation breakfast at the Senior Center on September
22, 2022. When the date is closer, commissioners will figure out who is
bringing what dish. Motion to approve made by Reinert. Motion seconded by
Patterson. Motion passed 5-0-0.
X. OLD BUSINESS
A. Review 2022 Parks and Recreation Commission Work Plan – updates
included tabling opportunities at Downtown Live. Staff liaison Henig
provided available dates. Commissioners asked to incorporate Measure B
projects to the work plan and delete the park user survey.
XI. BICYCLE & PEDESTRIAN ENCOURAGEMENT & EDUCATION UPDATE –
Per a request from commissioners at a previous meeting, Henig provided
the Bicycle Pedestrian Commission work plan in the meeting packet. He
also announced Gilroy’s representative has resigned.
XII. DEPARTMENT UPDATES
A. Recreation Staff Report Henig reported on the Recreation Division. See
staff report.
B. Status of City Parks (report attached) Headly reported on the Parks
Division. See staff report.
XIII. COMMISSIONER PARK REPORTS & COMMENTS
Park Assignments
o Chair Graham – no update
o Vice Chair Bentson - absent
o Commissioner Arredondo - everything is fine.
o Commissioner Patterson – Inquired about having more shade at the
parks; wants to add a fix it station to the Measure B project list; stated parks
are clean.
o Commissioner Puente – Forest and San Ysidro look good. Butcher needs
more water.

o Commissioner Reinert – Impressed by the hard-working park staff who
work outdoor during those 100+ degree days.
XIV. FUTURE COMMISSIONER INITIATED ITEMS - none
XV. STAFF COMMENTS – Henig announced that the renaming of the museum
research room will be on the August 15 Council agenda. Headley informed
commissioners that this will be his last meeting due to staffing needs for park
operations.
