PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than
three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless if
a card is completed or not. Speaker’s slips should be submitted to the Secretary
BEFORE this portion of the meeting begins. Anyone wishing to address the Commission
on any other item on this AGENDA is requested, but not required, to fill out a speaker’s

V. APPROVAL OF MINUTES
A. Chair Graham requested the titles in the attendance for Graham and
Bentson be revised to reflect their office holders: Graham is Chair and
Bentson is Vice Chair. Commissioner Bentson motioned to approve with
Graham’s amendment. Commissioner Puente seconded. Motion passed 5-
0-0.

VIII. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA – Gilroy resident
Miguel Ayala discussed the sport of disc golf and is interested in incorporating it
into a city park, preferably Christmas Hill. Questions were asked by
commissioners.
IX. NEW BUSINESS
A. Development of 2022 Parks and Recreation Commission Work Plan –
Henig presented the plan for how to develop a new work plan for 2022. The
Commission first brainstormed potential assignments and then narrowed it
down to the following list:
• Host Arbor Day
• Park Assignments
• Training opportunities for commissioners
• Complete street tree brochure
• Participate in citywide events (e.g., Downtown Live, Day of the Child)
• Develop/Investigate a plan of what user group needs to implement
their idea
• Promote safety at city parks/user feedback
Items listed but did not make it onto the work plan will be included separately
on the sheet. They are:
• Promotion of recreational activities
• GIS/Park amenities
• Add Mile marker (complete extension) for trail
• More adult exercise equipment at city parks
• Special event (reading, arts, etc.) at a city park
Commissioner Arredondo motioned to approve. Puente seconded. Motion
passed 5-0-0.

XI. COMMISSIONER PARK REPORTS & COMMENTS
Park Assignments
o Chair Graham - El Roble looks wonderful, but noticed dead tree branches.
Reported a tent at Las Animas Veterans Park. Noticed at Sunrise that the
playground need attention: paint is faded, swing not working and needs
more bark.
o Vice Chair Bentson – drove through but didn’t have a chance to do a
thorough check.
o Commissioner Arredondo - Forest Street, Los Arroyos, and Miller look
good.
o Commissioner Patterson – was assigned Sunrise, Del Rey and Carriage
Hills
o Commissioner Puente – Las Animas noticed graffiti, flags needed to be
replaced, termites on the recreation building and the arbor needs to be
taken down since it serves no purpose following fire. All others looked fine.

XII. Future Commissioner Initiated Agenda Item
Commissioners can propose an agenda item for a future meeting. To place
on an item on the agenda, it must have majority support (4) from the
commission.
Henig received a request from Gilroy Historical Society’s Connie Rogers,
who asked if the Commission could add the following to a future
commission agenda: renaming the reference room at the Gilroy Museum
after the late volunteer and author Claudia Salewke. Commissioners were
supportive of adding it to a future agenda.
XIII. STAFF COMMENTS
A. Energizer Station - Volunteer opportunity: Henig mentioned that he’s looking for
volunteers from the Parks & Recreation Commission to support Bike to Wherever Day
on May 20. The Recreation Division will be hosting an energizer station at Christmas
Hill Park.
B. Resignation of Commissioner Pineda – Commissioner Pineda resigned.

IX. NEW BUSINESS
A. 3781 : Recommendation to Rename Gilroy Museum's Research Room
to the Claudia Salewske Research Room – Staff liaison Adam Henig
presented a background about Ms. Salewske and explained the renaming of

a city facility policy to the commission. He went over the criteria (outlined in
the staff report), regarding what the threshold is to have someone be named
after a city facility. Following his presentation, Gilroy Historical Society
President Connie Rogers spoke about Ms. Salewske, her central role in the
community and contribution to Gilroy’s history. Hard copies of letters of
support were passed to the commissioners for review. Commissioner
Reinert motioned to approve recommending to City Council the renaming of
the Museum’s research room after Claudia Salewske. Commissioner
Bentson seconded. The motion passed 5-0-0.
X. OLD BUSINESS
A. 2022 Parks and Recreation Commission Work Plan – Commissioners
reviewed their work plan:
• Arbor Day – The commission is considering adding more to this
annual event, making it more family-friendly. They inquired about
where it will be located this year. Park Supervisor Bill Headley
said he will follow up with a site once its determined where it
would be best to plant trees.
• Street Tree Brochure (Pat) – Bentson and Headley are working
on a third draft.
• Citywide events (Angela/Sergio) – Commissioners will be
participating in events to improve community outreach. Events
include Bike to Wherever Day, Party in the Park and Downtown
Live.
• Develop/Investigate a plan of what user group needs to do to
implement their idea (Eric/Sergio lead)– Although it’s still being
discussed, there was discussion about creating a pamphlet that
would explain the process (regarding the PRC’s role): 1) Attend
PRC meeting and make a Public Comment 2) Get it on a future
agenda 3) Present at a later PRC meeting 4) PRC decides
whether to recommend to Council. User group should be
prepared to discuss costs, location, design, etc.
• Promote Safety at City Parks by obtaining User Feedback –
Sergio will take the lead to determine what questions to ask
residents and how it will be facilitated.

o Chair Graham – Found graffiti on playground at El Roble and graffiti at Las
Animas Veterans Park.
o Vice Chair Bentson - Dry grass reported at Cydney Casper. A dying
redwood tree at Christmas Hill. Two of the trees planted at Rainbow Park for
Arbor Day a few years ago look dried out.
o Commissioner Arredondo - Forest Street and Los Arroyos look fine.
Noticed a branch was loose at Miller.
o Commissioner Patterson - Carriage Hills, Del Rey, Sunrise – grass looks
great, but sees too many loose dogs and dog dirt at these parks. Inquired
about leash signage. Needs to be more. Heard that inappropriate material
was discovered at Del Rey playground. Sunrise has a broken water
fountain near Tennis Court.
o Commissioner Puente - Absent
o Commissioner Reinert - Village Green looks good. Sports park still has
users coming late at night and doing doughnuts in the parking lot. There is
also a user riding a mini motor bike around the pathway, obstructing it for
walkers and cyclists.
XIV. FUTURE COMMISSIONER INITIATED ITEMS
It was requested that the Commission resume the annual breakfast for
parks and recreation city staff. All of the commissioners were supportive of
placing it on a future agenda.

Recommendation:
The Commission will decide on when and where to host the annual parks and
recreation staff appreciation breakfast.
Executive Summary
Since 2017, the Parks and Recreation Commission has hosted an appreciation
breakfast buffet for the city’s parks and recreation staff. In 2017 and 2019, it was held at
the Corporation Yard. In 2018, it was held at the Recreation office. Typically, it rotates
back and forth between the Recreation office and the corporation yard.
If approved, commissioners will need to decide who is bringing what type of dish. The
City will provide plates and utensils. Typically, the breakfast runs between 9:00-
10:30am.

Executive Summary
On April 19, 2022, the Parks and Recreation Commission held a retreat and adopted a
new work plan, which reflects what the commission will be working on during the
calendar year.
The Parks and Recreation Commission’s work plan should be aligned with the current
City Council priorities:
✓ Develop a Financially Resilient Organization that Relies on Local Revenues and
Resources
✓ Maintain and Improve City Infrastructure Including Streets, Facilities, and
Incorporates Green Energy Practices
✓ Promote Economic Development Activities that Create Opportunities for Quality
Employment and Increase the City's Tax Base
✓ Ensure Neighborhood Equity from City Services Including Public Safety, Streets,
Parks, and Recreation
✓ Promote Availability of Safe, Affordable Housing for all Gilroy Residents
At each monthly meeting, the Commission will review its work plan to ensure the
assignments are completed or in the process of being completed.

• Christopher High School Aquatics Center – The swimming pool opened on
June 14. The pool will be managed by a new operator, Swimming Swan LLC. As
of June 1, they have registered 686 youth and adults for group swim lessons
(nearly 90% are residents). The pool will be open from Tuesday through Sunday.
Recreation and lap swim is available from 12-5 p.m.
• Grants – The Recreation Division recently received $3,000 in funding from the
Gilroy Assistance League. It is to help support the Gilroy Youth Center, which is
based at Gilroy Prep School. The after school programs serves low-income
students in grades 1-8.
• Recreation Programs – Summer classes and camps are underway. More than
1,000 participants, of all ages, have registered for a program, many of which are
week-long camps. There are a wide variety of offerings: science, chess, flag
football, robotics, cooking, soccer, and dance.
• “Bike to Work/Wherever Day” Energizer Station – On Friday, May 20, Gilroy
Recreation and members of this commission (Terry & Sergio) hosted Bike to
Wherever Day energizer station along the levee at the Christmas Hill Park
entrance on Miller. More than 50 people visited the station throughout the
morning.
• Parks Make Life Better Month - On June 20, Chair Graham accepted the
proclamation proclaiming that “July is Parks Make Life Better Month” in the City
of Gilroy.

REPORT TO COMMISSION for March 2022
1. Street Tree Brochure was edited with the Public Works staff team and commissioner Bentson at
the end of 2021. Commissioner Pat will report on the status of plans for final draft review with the
PRC and brochure graphics.
2. Glen Loma development on the Christmas Hill Park west hillside trail is impacted until the
adjacent residential development is completed. The west property line park trail and service
road is partially open now with temporary fencing at Miller Ave. frontage. April 2022 is the
estimated full park restoration of park western property line trail-service road.
3. Three of four Park Staff Vacancies have been filled in recent weeks. New staff from left to
right are Joseph Garcia, Lucas Helling, and Matt Jimenez. Each will be training during the next
two months with the remaining three fulltime Park Staff regarding the 130 landscaped City sites
organized into 8 landscaped maintenance districts. Say hi when you see them. Park staff are
assigned as the solo full time park crew to one of the eight landscaped Districts where they
become the go-to person for all issues impacting parks, public trails, landscaped roadways, and
landscaped facilities such as the Civic Center within that landscaped district.

4. Sports Park annual ball field lights lamp replacements and repairs were scheduled and
completed during two service call days during the past four weeks by our the Musco Sports
Lighting vendor. The Gilroy Little League season Opening Day Ceremonies is Saturday March 12
at Christmas Hill Park. Major burnt wiring repairs were complete Tuesday March 8th for the tall
lighting pole at first base on ball field A -4. Damaged sports light parts from A-4 ballfield will be
display for your information at the PRC meeting

5. Arson destruction of two of four rental potties at Las Animas Veterans Park Sunday
morning February 27th. Photos attached
6. Seasonal Turf broad leaf weed control, turf aeration, and turf fertilization has started. You
can expect to observe these maintenance activities by Jensen Landscaping during the next 4-6
week. Park staff performs supplemental aeration on Sports Park gam e field.

review will be taken to the full Park and Recreation Commission this summer for commission
review.

adjacent residential development is completed by BMR development company. The west
property line park trail and service road is partially open now with temporary fencing at Miller Ave.
frontage. As of June, BMR development is targeting September 15th to complete the full park
restoration of the western park property line trail-service road.
3. Las Animas Veterans Park experienced a major water main brake of the 6” park irrigation water
line in May. There was a significant dig-out and delay in securing the needed irrigation repair
parts. Park irrigation was totally off for nearly a full week. Limited drought irrigation two days per
week resumed in late May. The dormant brown LAVP park grass will slowly green up after 2
months. Sod grass repair and hand watering was required to restore park grass over the water
main break.
