Valley Transportation Authority's (VTA) 2016 Measure B Bicycle & Pedestrian Program Category – VTA staff presented about the Measure B program that the Parks & Recreation Commission will now oversee, which was previously managed by the Bicycle and Pedestrian Commission. VTA staff provided an overview of the Measure B program and the role of the commissioners, who will assist with updating the project categories. City staff will serve as the intermediary between VTA and commissioners. The deadline to update the project categories for Fiscal Year 2023 is October 1, 2022. B. Parks and Recreation Staff Appreciation Breakfast by Parks and Recreation Commission – Commissioners want to host a parks and recreation staff appreciation breakfast at the Senior Center on September 22, 2022. When the date is closer, commissioners will figure out who is bringing what dish. Motion to approve made by Reinert. Motion seconded by Patterson. Motion passed 5-0-0. X. OLD BUSINESS A. Review 2022 Parks and Recreation Commission Work Plan – updates included tabling opportunities at Downtown Live. Staff liaison Henig provided available dates. Commissioners asked to incorporate Measure B projects to the work plan and delete the park user survey. XI. BICYCLE & PEDESTRIAN ENCOURAGEMENT & EDUCATION UPDATE – Per a request from commissioners at a previous meeting, Henig provided the Bicycle Pedestrian Commission work plan in the meeting packet. He also announced Gilroy’s representative has resigned. XII. DEPARTMENT UPDATES A. Recreation Staff Report Henig reported on the Recreation Division. See staff report. B. Status of City Parks (report attached) Headly reported on the Parks Division. See staff report. XIII. COMMISSIONER PARK REPORTS & COMMENTS Park Assignments o Chair Graham – no update o Vice Chair Bentson - absent o Commissioner Arredondo - everything is fine. o Commissioner Patterson – Inquired about having more shade at the parks; wants to add a fix it station to the Measure B project list; stated parks are clean. o Commissioner Puente – Forest and San Ysidro look good. Headley informed commissioners that this will be his last meeting due to staffing needs for park operations. XVI. Executive Summary On April 19, 2022, the Parks and Recreation Commission held a retreat and adopted a new work plan, which reflects what the commission will be working on during the calendar year. The Parks and Recreation Commission’s work plan should be aligned with the current City Council priorities: ✓ Develop a Financially Resilient Organization that Relies on Local Revenues and Resources ✓ Maintain and Improve City Infrastructure Including Streets, Facilities, and Incorporates Green Energy Practices ✓ Promote Economic Development Activities that Create Opportunities for Quality Employment and Increase the City's Tax Base ✓ Ensure Neighborhood Equity from City Services Including Public Safety, Streets, Parks, and Recreation ✓ Promote Availability of Safe, Affordable Housing for all Gilroy Residents At each monthly meeting, the Commission will review its work plan to ensure th e assignments are completed or in the process of being completed. 10.A Packet Pg. 7 On June 19, the Commission requested to modify the work plan. Here are the latest happenings in the Recreation Division: • Christopher High School Aquatics Center – Earlier this month, Swimming Swan—the contract provider managing the pool operations—provided the City with its latest numbers: o 863 swim lesson registrations (group & private); 89% group lessons o 92% of lesson participants are residents. o Recreation and lap swim is open Tuesday through Friday, 12-5pm, and weekends, 11:30-6pm. • Recreation Programs – Summer programs have reached the season’s midway point. Popular camps include cooking, science, robotics, basketball, and soccer. More than 1,100 registered participants for this season. • July 4 Fireworks Display – City hosted its annual July 4 Fireworks Display at Gilroy High School. Multiple departments and divisions are involved in the planning of this event. • Fall Activity Guide – Recreation will publish a Fall activity guide. More details to come. • Gilroy Youth Center – The Youth Center has close to 100 students registered for the summer program, which began on June 27 and will run through early August. Camp is located at Cesar Chavez Gym at Gilroy Prep. • Council Presentation – On August 15, Chair Graham will present a slideshow to the City Council for the annual Parks & Recreation Commission presentation. • Downtown Live – Commissioners Arredondo and Reinert tabled on behalf of the commission at the July 7 Downtown Live event. 11.A Packet Pg. 12
