PUBLIC COMMENT GUIDELINES:
During the PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA portion of the
meeting, each person wishing to speak should prepare a presentation of not more than
three (3) minutes. Persons wishing to address the Commission are requested, but not
required, to complete a Speaker’s Card located at the entrances. Completion of this
speaker’s card is voluntary. All persons may attend this meeting and speak, regardless if
a card is completed or not. Speaker’s slips should be submitted to the Secretary
BEFORE this portion of the meeting begins. Anyone wishing to address the Commission
on any other item on this AGENDA is requested, but not required, to fill out a speaker’s

A. Daryl Jordan, Public Works Director – Mr. Jordan introduced himself to the
Commission.
B. Matt Jones, Deputy Public Works Director - Mr. Jones introduced himself to the
Commission. He was asked about an issue regarding signage for e -bikes in the parks.
He said he would investigate the matter further.

IX. NEW BUSINESS
A. Mayor Marie Blankley's Annual Report to the Parks & Recreation
Commission – The Mayor expressed her gratitude to the commissioners
for serving Gilroy. She emphasized the commission’s importance, as its the
first body to review parks and recreation issues. Commissioners asked
questions about the status of the Gilroy Sports Park and whether a
commissioner can serve on Gilroy Gardens board of directors.
B. Recommend Appointment to City Council of applicant for Valley
Transportation Authority Bicycle & Pedestrian Advisory Committee
(BIPAC) - The applicant is a cycle enthusiast; has worked with the Silicon
Valley Bicycle Coalition; fixes bikes for the bike match program in Gilroy;
and is passionate about transportation. Commissioner Arredondo motioned
to approve. Vice Chair Bentson seconded. A motion passed 6-0-0 to
recommend Eugene Bernosky to serve as the Gilroy representative for the
Valley Transportation Authority Bicycle & Pedestrian Adv isory Committee.
X. OLD BUSINESS
A. Parks and Recreation Staff Appreciation Breakfast by Parks and
Recreation Commission - The commissioners determined who was
bringing what item to the annual appreciation breakfast on Thursday,
September 22. Staff anticipated there would be 25 people present.
B. Review 2022 Parks and Recreation Commission Work Plan – Updates
to the work plan included: City staff is updating the street tree list, which
will be included in the street tree brochure; For citywide events, Henig
added to the work plan involvement with the senior center and, possibly,
National Night Out; For Measure B, commissioners adopted the FY23 VTA
Measure B E&E plan and will offer Bike to Wherever Day; They hope to add
more items in the future such as hire a consultant and provide giveaways to
encourage residents to participate in Bike to Wherever Day; For the park
user survey, Commissioner Patterson will narrow down the number of
questions, send a draft to commissioners and then have it go live.

• Chair Graham - At Las Animas Veterans Park, saw a tent in the handball
court, likely put up by an unhoused individual.
o Vice Chair Bentson – At Cydney Casper, the hop scotch is faded and there
are trees missing and need to be replanted; At Christmas Hill, trees in the
Parkside parking lot need more watering.
o Commissioner Arredondo – All three parks look good.
o Commissioner Patterson - At Carriage Hills, the water fountain is not
working; At Del Rey, conflict with local school and community park users.
It’s an ongoing issue.
o Commissioner Puente – At San Ysidro, the park is receiving a lot of user
activity.
o Commissioner Reinert – At Sports Park, playground is in bad shape. The
turf needs to be replaced; has holes in it.

Review 2022 Parks and Recreation Commission Work Plan.
Executive Summary
On April 19, 2022, the Parks and Recreation Commission held a retreat and adopted a
new work plan, which reflects what the commission will be working on during the
calendar year.
The Parks and Recreation Commission’s work plan should be aligned with the current
City Council priorities:
✓ Develop a Financially Resilient Organization that Relies on Local Revenues and
Resources
✓ Maintain and Improve City Infrastructure Including Streets, Facilities, and
Incorporates Green Energy Practices
✓ Promote Economic Development Activities that Create Opportunities for Quality
Employment and Increase the City's Tax Base
✓ Ensure Neighborhood Equity from City Services Including Public Safety, Streets,
Parks, and Recreation
✓ Promote Availability of Safe, Affordable Housing for all Gilroy Residents
At each monthly meeting, the Commission will review its work plan to ensure the

Here are the latest happenings in the Recreation Division:
• Creek Clean-up – On Saturday, September 17, it was the annual statewide
Coastal/Creek Cleanup Day at Christmas Hill Park. The Recreation Division
signed up 75 volunteers (twice as many as we had in May). Approximately 365
pounds of trash and 116 pounds of recyclable material was collected from Uvas
Creek. Items collected included a car tire, mattress, chair, metal poles, suitcase,
a bike tire, and hundreds of bottle caps. Gilroy was part of a larger effort.
Altogether, in Santa Clara County, 1,010 volunteers removed 25,680 pounds of
litter on this cleanup day.
• Family Resource Center update – In April, Catholic Charities (CC) began their
work as the provider at the Family Resource Center at San Ysidro Park.
However, in mid-August, they announced that they will no longer be able to serve
as the provider. The County of Santa Clara and First 5 California are determining
next steps. Meanwhile, the Center is being fully utilized with a variety of activities
including a painting class (see photo), cooking class, Covid-19 testing, food
distribution, community meetings and dance classes.
• 2023 Winter/Spring Activity Guide – Recreation staff is working on the next
activity guide, which will be published in November and will feature clas ses that
begin in January and run through May.
• Recreation Programs – The new youth soccer league has over 100
participants. Games are held at Gilroy Sports Park. The league is run by an

Audax Soccer. The Winter Youth Basketball League begins in November and
features three age divisions (K-1, 2-3, 4-5). Games and practices will take place
on Saturdays at Solorsano Middle School Gym through January.
• Senior Walking Group – Every Monday, approximately twenty seniors
participate in a morning walking group led by our staff. We are looking for able-
body volunteers who are interested in leading the group.
• Adaptative Program – The first Adaptive special event since Covid will take
place on Friday, October 14 at the Senior Center. It’s a Halloween-themed
dance.
• Spirits! – Staff is preparing for Sprits, which is an annual special event that
coincides with Dia De Los Muertos. It will take place at San Ysidro Park on
Saturday, October 29, and features games, crafts, and “Trunk or Treat.”
