B. FY22 and FY23 Capital Improvement Project Budget Update:
• Mr. Heap provided a brief update. Currently we are in the operating year and are working
on minor updates to the operating budget of CIP; no new projects will be added; bringing
projects forward from previous years; and all are status quo.

C. Bicycle Pedestrian Commission Work Plan and Goals:
• Mr. Heap provided a brief report.
No public comments.
Commissioners discussed and provided feedback on the work plan and goals.
Amended 2021 Work Plan and Goals, as follows:
• Be Present in the Community Through the Use of the BPC Pop-Up at Citywide Events
• Support the Community During the Pandemic
• Use VTA Measure B Education/Encouragement Funds to Support Bike/Ped Activities
• Prepare Safe Routes to School Activities
• Promote Safe Ways to Bike on Public Roads
• Support Development of the Bike and Pedestrian Master Plans
• Support Development of a City Bicycle Parking Ordinance
D. Measure B Education & Encouragement Sub-Committee (Flautt and Beach):
• Com. Flautt presented the report.

A. Dero-Bike Fix-It Station Parts Purchase:
• Chair Flautt presented the report.
• Mr. Heap provided the Commission the current balance of the Public Bike Fund in the
amount of $687.01.

Motion was made by Com. Reedy seconded by Chair Flautt.
Roll call vote to approve the expenditure of $124.86 from the Public Bike Fund to Purchase Dero-
Fix It Station Parts:

10. COMMISSIONER’S REPORTS
A. Chair Flautt:
• The month of May is “Bike to Wherever Month”. There are a series of events that are scheduled
to occur and are listed as follows:
i. May 21, 2021 - Pop-Up at Uvas and Miller Ave from 7:00am – 2:30pm.
ii. May 21, 2021 – Bike Through Gilroy Gardens from 4:00pm -7:00pm – Limited to 300
attendees.
iii. May 21, 2021 - Hills of Gilroy Challenge -
iv. Recognition of Staff, Nirorn Than
B. Com. Sean Reedy:
• Updates:
o GIS Mapping for trails and parks recently updated to show easy and friendly access
to trails/parks located at Christmas Hill Park and
o Gilroy Bike Pledge – Monthly Drawing and Prices
o Meeting with Gilroy Strong Resilience and Saved by Nature – Physical, Mental and
Emotional Health through this Pandemic

• Tim McDonald from Gilroy Presbyterian Church emailed and asked to partner with BPC to
conduct a bike-repair event at a future Citywide event.
11. STAFF UPDATES
Mr. Heap provided an update on the 5-year paving program.
Mr. Than added this item will be going to City Council in May for SB1 requirement and approval.
