Highlights from VTA Staff Liaison Report
Following are items from staff liaison Lauren Ledbetter’s monthly report that may
be of interest to the Gilroy BPAC.
•VTA route 568 service started 10/11.
VTA Rapid Route 568 between Gilroy and San Jose replaces Express
168. It is not as fast as the 168, but has more stops, is still much faster
than the route 68 to San Jose, and runs every half hour all day from 5:30
a.m. to 7:00 p.m. The 168 only ran during morning and evening commute
hours.
•VTA has completed and posted an update of the county bikeways map. It
is available online via https://www.vta.org/programs/bicycle-program. It is
available in both Spanish and English.
•The VTA bicycle superhighways plan is now posted online, also at https://
www.vta.org/programs/bicycle-program
•
Highlight from Santa Clara County Staff Report
County Active Transportation Plan Updates
The County Active Transportation Plan series of first major public outreach
events included an October 2nd event in Gilroy at the Gilroy Farmers Market.
The feedback, along with other collected comments, will be used to develop the
future planned network as the plan moves forward. County staff is reaching out to
cities to further discuss the plan with local committees and/or BPACs.
VTA Bicycle Technical Guidelines
The VTA Bicycle Technical Guidelines are being updated. Cities and the county
use these guidelines when designing bicycle infrastructure and specifying re-
quirements to accommodate bicycling in new commercial and residential devel-
opments. Gilroy heavily depends on them, so it is important that we make sure
they mesh with how we want bicycling to be supported in our city.
The VTA BPAC reviewed proposed edits to the bicycle parking chapter of the
guidelines. After reviewing the draft document in the agenda packet, Gilroy City
Councilmember Zach Hilton submitted a public comment letter and also com-
mented in person at the meeting.
Councilmember Hilton’s main concern is the minimum number of bicycle parking
spaces recommended for senior and low-income housing, which are a third and
a half, respectively, of what is recommended for other housing. Given that low-
income households may be using bikes for basic transportation more often than
other households, and seniors (defined as those 62 and over) are much more

active these days—especially since electric bikes have become more widely
available—these reduced numbers don’t seem justifiable.
While the are supposed to be minimums, he is concerned because many cities
use these minimums instead of setting higher levels. This concern was echoed
by others on the VTA BPAC, with several members recommending not only hav-
ing the same minimum for all types of housing, but actually having a higher min-
imum for low-income and senior housing.

Re: Discussion Item #14- Review and discuss proposed updates to Bicycle Technical Guidelines Chapter
10, “Bike Parking.”
Dear VTA PAC Chair & Board Members,
I write on behalf of my Gilroy City Council Member Office in support of increasing the number of long-
term spaces to (1 per unit) for (Residential-General, multi-dwelling). As a city that is finally getting our
own off-street bike parking requirements in December 2021 by ordinance, we still rely on VTA
recommendations today.
I do not support continuing to keep the (1 per 2 units) for students and low-income, and (1 per 30 units)
for residents 62 and older. Both of these populations are more likely to switch to a bicycle as their
primary mode of transportation, and especially when the infrastructure like long-term parking is in place
where they live. With the e-bike boom the 62 & older population is more active than the previous 62 &
older generation.
Local agencies and developers are struggling to find way to reduce their Vehicle Miles Traveled (VMT)
and bike parking accompanied with a Transportation Demand Management (TDM) Program is a simple
and cost-effective solution to comply with SB743.
Gilroy just finished up a e-bike pilot program with OutThink LLC. The program focused on providing
affordable housing residents with e-bikes, fit-bits, and tracking devices on their bikes to collect data.
There was a waiting list of participants at all the locations, which included one of our 62 & older senior
low-income apartments. In all the locations there wasn’t adequate bike parking, and they were keeping
their bikes inside their apartments, which created a barrier.
All participants showed a decrease in resting heart rate and blood pressure. For those that were pre-
diabetics, they are not in that category any longer. One participant now travels by e-bike on Caltrain to
work up north, and averages 20 miles on his rides. This pilot program has created conversations with
Santa Clara County Public Health in exploring an e-bike prescription program for a cost of ~$1500 vs the
average cost of taking care of a diabetic patient ~$16,000/annually. PUBLIC COMMENT007

Lastly, we are actively embracing, advancing ideas, and projects that promote the concept of free-range
people in the City of Gilroy. We advocate for building and planning that considers future generations as
well as current residents who don’t own cars. Advancing mobility options reflects what we are teaching
the youth in our community through Safe Routes to School and why we are nationally recognized as a
Bicycle Friendly Community from the League of American Bicyclists, as well as recognized by the World
Health Organization as an Age-Friendly Community.

Agenda Item Title: Project Reviews and Comments

RECOMMENDATION
That the Bicycle Pedestrian Commission provide any comments desired regarding the
projects on the agenda for the staff liaison to submit to the City of Gilroy Planning
Department.
BACKGROUND
The following projects are on the agenda for discussion and potential comments to be
provided to the Planning Department. Some projects may have interaction with bicycle
and pedestrian facilities, while others may not. It is important to note that these projects
are currently in review status, and may change depending upon the nature of final
comments from various reviews, as well as continued work between the City and the
developers of these projects.
PROJECT DESCRIPTIONS
a) M 21-24 Industrial Storage Yard on Bolsa Road
This project is located south of the Performance Food Group facility on Bolsa
Road. The project seeks to remove the existing nursery and single-family
residential unit and replace it with a contractors’ equipment and truck storage
yard. Site Plan is still under review by Planning. The project will apply the
Complete Streets Policy, including sidewalks and bicycle lanes.
b) M 21-25 Mixed-use development at 108 Chickadee Lane
This is the last site in the Planned Urban Development near the corner of
Chickadee and Monterey Road. The existing site was loosely designated as a
commercial site but doesn’t work with the multifamily and residential at the area.
The project now proposed is for a mixed-use multifamily structure. 3,000 square
feet of retail and the rest is multi-family residential. Chickadee is a private road.

c)M 21-26 Industrial Warehouse at 275 Bolsa Road
This project is along Bolsa Road, further south than M 21-24 described above, at
the portion of Bolsa that curves towards the east near the former cherry orchard.
The proposed project is a large industrial shell building, with several uses listed
in their application. Based on its size, it could be a large distribution center. There
is no clear identification of potential tenant. The lot is 86 acres, and proposed a
786,000 square foot building, parking surrounding the building. The parking
proposed at this time includes 800 parking stalls and 300 trailer parking stalls.
There will be at least two access points off Bolsa Road. This project may require
full street improvements for Bolsa Road. Traffic Analysis will govern the level of
improvements required, and other changes may be needed.
d)TM 21-04 Z/AS/HP, Royal Way Townhomes
This project proposes to develop 45 residential townhomes with separated play
amenities, gazebo and picnic area. This site is located off Royal Way, between
Filbro Drive and Imperial Drive. The site proposes a walking path surrounding the
development, integrated with the public/common path along the levee. The
southern units are proposed by the developer to face the creek.
e)TM 20-05, Glen Loma Ranch - Rocky Knoll, Canyon Creek, Malvasia II
These are the next phases of the Glen Loma Ranch development project. This
project is in the tentative map phase. This phase incorporates, at this time, 114
market rate units. Of this amount, 40 are single family units and 74 are classified
as condominium/townhouses. The map of these three phases are included in the
packet.
f)TM 21-05, Glen Loma Ranch Palomino II
Planning is processing a four-lot subdivision in Glen Loma Ranch off of Club
Drive. This is in the Palomino II neighborhood, and is across the street, and a
continuation of, the Palomino Phase I Tentative Map. Sidewalks would be
constructed along the street frontage and planned or existing bicycle and
pedestrian facilities would serve the site. The Glen Loma Group representative
just presented on the overall bicycle and pedestrian circulation for the Glen Loma
Ranch specific plan area. This map is in an area already approved for a
residential neighborhood, consists of only four lots, and does not propose any
new impacts to bicycle or pedestrian facilities.
g)AS 21-20 Cameron Boulevard and Venture Way
Two parcels of this project were already approved, but the developer is now
asking for two additional lots to incorporate into the industrial building project.
There are two concepts and the developer will go with whichever is approved.
Two large industrial buildings or one even larger building. Essentially, they are

doubling the size of their previous approval. This will nearly build out the
McCarthy Business Park. There is needed clarification regarding the interchange
between the proposed driveways and the public roads. Planning is still evaluating
