She did mention the Bicycle Pedestrian Commission should provide input regarding guidelines for bike parking in future developments. No public comments. 7. Combined Fund Balance Sheet as of October 20, 2021 No public comments. 8. NEW BUSINESS A. Staff Updates Mr. G. Heap provided updates on: • Fix-It Station Installation o To be installed at the Levee Trail/Miller Crossing. o Installation date – Late October/Early November. • Staff Updates o New Engineers  Susana Ramirez – CIP  Jose Cedano - Development o New Tech/Inspector  Iqbal Singh - II • Sidewalk Programs Updates o Citywide Sidewalk Inventory  Will be presenting results of the consultant analysis to City Council in December. o Shared-Cost Sidewalk Repair Program.  Has been on hold for the past several months due to staffing.  Will be starting up again November 1.  Currently 30 People on the waiting list. • VTA Bicycle Technical Guidelines Update o Update includes new Chapter 10 on Bicycle Parking. o B. Atkins will be distributing the link to the draft document. o Any comments will be due to B. Atkins by November 5. No public comments. B. Measure B Education & Encouragement Funds Program of Projects Amendment • Mr. B. Atkins provided an overview of the original program of projects and explained amendments to the program of projects. • The Commissioners discussed how the project list started and how each item will potentially help the biking community. No public comments. Com. Reedy motioned for approval of Commission Consensus to Submit the Amended 2022 Program of Project; seconded by Com. Flautt. The motion passes unanimously. (4/0) 005 C. Atkins presented pending projects and asked for comments from the Commission. • Commissioners provided comments on each project. Part-Time Safe Routes to School Coordinator Cost Impacts to Measure B Education & Encouragement Funds • Mr. B. Atkins provided information regarding a part-time position and cost impacts. • The Commissioners were asked for input on the position specifics. No public comments. 9. COMMISSIONER’S REPORTS A. Chair Flautt: • Project 529 is moving forward. • Suggested the Commission approach three schools on mask giveaways. • Bike Fix-It repairs possibly to be paid by City in the future. • Presentation to come soon – SPIN, Lime (no response yet), Lift (no response yet). B. Com. Reedy: • Police Department has been present at schools for traffic assistance. • Appreciative of the City of Gilroy Police Department for their efforts. C. Com. Robbins: • No report. D. Com. BACKGROUND The following projects are on the agenda for discussion and potential comments to be provided to the Planning Department. Some projects may have interaction with bicycle and pedestrian facilities, while others may not. It is important to note that these projects are currently in review status and may change depending upon the nature of final comments from various reviews as well as continued work between the City and the developers of these projects. PROJECT DESCRIPTIONS a) AS 21-16 - Industrial Cold Storage Building – 8815 Forest St. This project is to develop a cold storage building for ice cream distribution. This is a second submittal, with revisions from comments issued by Public Works. Planning comments were mostly aesthetic and were also addressed by the applicant in the revised submittal. b) M 21-27 Subdivision at 700 W. 6th Street This development proposed to construct 19 single family homes. Seven of these houses would front on Princevalle, while the others would be accessed from a new cul-de-sac branching off of 6th Street. The lots average 7,000 Square Feet, though two approach 12,000 Square Feet. There are two different plan types. Homes will be around 3,000 square feet in size. Parking concerns are being discussed by the technical advisory committee. 015 c) M 21-28 Hotel at 710 Renz Lane This is a proposed 107-room, 4-story hotel. The hotel will include an indoor pool and gym. The property is currently two parcels but would be combined if approved. The project will likely need traffic impact analysis or studies. The lot is currently zoned M2/General Industrial; a General Plan and Zoning Amendment will be needed. The development is near Highway 152. The lot currently hosts a single-family residence. It is near the California Highway Patrol facility north of Westbound Highway 152 to Northbound Highway 101 on-ramp.
