I. Call to Order - Welcome
The meeting was called to order by Chair Danny Van at 6:00 p.m.

IV. Selection of 2021 Leadership
Staff presented on the role of Chair, Vice-Chair and held discussion.
There were no public comments.
Motion was made by Member Spencer, seconded by Chair Van and carried 5-0, to select Member Ashford
as the Chair.
Motion was made by Member Ashford, seconded by Member Bozzo and carried 5-0, to select Member
Ledesma as the Vice-Chair.
Chair Ashford chose to have former Chair Van preside over the remainder of the meeting.
V. Approval of 2021 Meeting Schedule
There were no public comments.
Motion was made by Member Bozzo, seconded by Member Van and carried 5-0, to approve the 2021
Meeting Schedule.
VI. Approval of December 9, 2020 Meeting Minutes
There were no public comments.
Motion to accept the December 9, 2020 HNRC meeting minutes was made by Member Van, seconded by
Chair Ashford and carried 5-0.
VII. 2020-2025 Community Plan to End Homelessness
Ray Bramson, Chief Operating Officer, of Destination Home presented on the 2020-2025 Community Plan
to End Homelessness. Discussion was held. Motion was made by Chair Ashford, seconded by Vice-Chair
Ledesma to recommend Council endorsement of the 2020-2025 Community Plan to End Homelessness as
presented.

VIII. FY 2021-2022 Community Development Block Grant (CDBG) and Housing Trust Fund Grant Funding
Cycle Orientation
Liaison Nava provided an overview of the CDBG and HTF grant funding cycle for FY 2021-2022 and
described the role of the HNRC.

IX. Informational Items
Staff informed members that the City is co-hosting the upcoming Empower Homebuyers SCC
homeownership webinar on January 21, 2021 at 2:00 p.m. and will post an informational flyer on the
HNRC’s online agenda packet for the public to view.

Maria De Leon gave an update on the progress of the CARES Act Small Business Relief and Rent
Assistance Grants.

Subject: FY 2021-2022 Community Development Block Grant (CDBG) and Housing Trust
Fund (HTF) Grant Applicant Presentations and Proposal Rating, Ranking, and
Funding Recommendation Process
BACKGROUND
Members will be asked to disclose if they have a real or apparent conflict of interest that precludes them
from participating in the grant proposal evaluation process. Staff will provide a brief description of the grant
proposal presentation process. Nonprofit agencies who submitted eligible proposals for FY 2021-2022
Community Development Block Grant (CDBG) and local Housing Trust Fund (HTF) grants will provide a 2-
minute summary of the proposal for which they seek funding, followed by up to 8 minutes for questions,
after each presentation. After tonight’s meeting, eligible HNRC members will evaluate eligible proposals
from home in the following manner:
First, members will score each proposal based on the attached evaluation criteria, “Exhibit A”, using the
grant proposal rating worksheet provided.
Next, from the highest ranked proposal to the lowest, members will list grant allocation recommendations,
and specify the funding type code on the funding recommendation worksheet.
Finally, members will email the completed documents to me no later than February 26th.
Based on the grant funding allocation recommendations received, staff will create a Council grant allocation
recommendation summary that will be considered for approval at the March 10, 2021 HNRC meeting.
As you consider the CDBG amounts available for distribution, $70,234 for public services and $300,000 for
non-public services, make note that a portion of these funds are annually set aside for eligible internal
proposals, which members are not tasked with reviewing. Please note that the $168,000 in HTF funding is
exclusively for proposals that are housing or homeless related.

Re: Gilroy Fiscal Year Budget Process 2022 and 2023

City staff is seeking input of City advisory bodies in the budget development for Fiscal Years 2021-22
(FY22) and Fiscal Years 2022-23 (FY23). As an advisory body of the City of Gilroy, you are invited to
participate in the process and provide input on what you would like Council to consider in the
upcoming budget cycle. There are no guarantees that any requests will be adopted, some requests may
be included by staff into the staff recommended budget, but all comments will be compiled, and
Council will see all requests in the staff report and potentially the budget book itself.
Requests should link to one or more of the following, if your request requires funding, please include
an estimate of the cost to accomplish the request:
o Any commission/committee work plan that has been established;
o Any master plan that the commission/committee works under; or
o Any Council Strategic Plan Goal
Comments and request should be issued by the board collectively, not each individual member. An
action to approve the recommendations is advisable. All requests are due at your March 2021
meeting.
