FY 2021-2022 Community Development Block Grant (CDBG) and Housing Trust Fund (HTF) Grant Applicant Presentations Seven agencies provided a 2-minute presentation on their grant proposal (20-RFP-HCD-455) and answered questions. There were no public comments. VI. FY 2021-2022 Community Development Block Grant (CDBG) and Housing Trust Fund (HTF) Grant Application Updates Karen Garner, Community Development Director, informed members that through an addendum, the CDBG and HTF Request for Proposals (RFP) submittal deadline for 21-RFP-HCD-455 was extended to February 22, 2021 by 4:00 p.m., due to COVID related impacts affecting public service providers’ submittals. Members agreed to hold a special meeting on February 26, 2021 from 9:00 a.m. to 10 a.m. There were no public comments. VII. Advisory Body Input for Budget Process FY 22 and FY 23 Karen Garner, Community Development Director, requested members’ input to provide a collective recommendation to Council on the FY 22 and FY 23 two-year budget. Informational Items Karen Garner, Community Development Director informed members that Council is holding a strategic planning session on Saturday, February 20, 2021, that will be streamed on Facebook Live and through a Zoom meeting. She will bring the 12-18 month strategic outlook back to the committee when it is finalized. Chair Ashford shared that VTA will be holding presentations regarding development at the Gilroy Train Station. VTA seeks input on needs and wants with regard to housing. Memorandum Date: March 10, 2021 To: Housing and Neighborhood Revitalization Committee (HNRC) From: Maria De Leon, Program Administrator Subject: FY 2021-2022 Community Development Block Grant (CDBG) and Housing Trust Fund (HTF) Grant Funding Recommendations BACKGROUND Attached are recommended funding options for fiscal year 2021-2022 Community Development Block Grant (CDBG) and Housing Trust Fund (HTF) Public Services grant funds. Staff consolidated committee recommendations and are presenting two alternatives for funding recommendations. Option A, proposes an average of the committee member’s funding recommendations for ALL grant requests. The amount recommended for each grant request was adjusted slightly by 2.3% so that the total recommended funding amounts do not exceed the amount available. Pros of this approach include providing some funding for all applicants. Cons of this approach include significantly reduced funding amounts from that requested and the possibility that the funding is not enough for the organization to provide the services as described. Option B proposes close to full funding for the top five grant proposals based on the committee member’s average ranking of all proposals. The total grant amount available allows close to full funding (as requested by the agencies) of the top five ranked grant proposals. A slight adjustment, reducing the total amount requested by 4.2%, was applied to all so that the total recommended funding amounts do not exceed the amount available. Pros of this approach include providing almost full funding for the organizations that received the highest average ranking by all committee members. Cons of this approach is that several organizations will not receive funding from the City of Gilroy. Please note that these are suggested funding options based on an average of committee rankings and recommended funding amounts. The committee may choose variations of the above or derive a different recommendation. Also of note is that the City recently received confirmation from HUD of the total CDBG funding amount available for Fiscal Year 2021-2022; as discussed at previous meetings, the total CDBG amount available for this fiscal year was estimated at $70,234, based on last year’s allocation. The actual amount allocated by HUD to the City of Gilroy for FY 2021-2022 is approximately 6% ($28,857) less than last year. This equates to $65,905 that is available for CDBG Public Services. This reduced funding amount is reflected in Option A and Option B. Based on committee member recommendations for Non-Public Service Projects, staff suggests funding Rebuilding Together Silicon Valley/Rebuilding Home Repair, Rehabilitation and Accessibility Modification Program for $140,000. The remaining funds would be used for the following City initiated Capital Projects: City of Gilroy Housing Division Hot Water Recirculation System Repair at Cherry Blossom Apartments - $50,000 Fire Alarm System Equipment Replacement at Cherry Blossom Apartments - $15,000 The Cherry Blossom Apartments are city-owned low and very low-income apartments and are in need of building-wide repairs. Over the past several months, emergency repairs have been made to the apartments, but replacement of several pieces of equipment and structural needs are necessary and planned over the next few years. Pre-Design for Pedestrian Crossing Safety Improvements near the Monterey Gateway Senior Apartments - $49,500 Contingency/Remainder - $31,091 Monterey Gateway is a newly constructed, low-income apartment complex for seniors. The City received a letter from HUD expressing concerns with the ability of residents of the apartment complex to safely walk from the apartments to stores and other services further down Monterey Road near the intersection of Monterey and 10th Street. The CDBG funds will pay for the design work necessary to create a safe pedestrian crossing. Future funding will be needed to construct the pedestrian crossing. Attached are the specific funding recommendations for Options A and B, funding recommendations for non-public service CDBG funds, as well as a summary of all committee members’ proposal rankings and funding recommendations.
