Call to Order - Welcome The meeting was called to order by Chair Vanessa Ashford at 6:00 p.m. Roll call: Chair Vanessa Ashford, Greg Bozzo, Makhan (Mak) Gupta, Vice-Chair Jasmine Ledesma, Laraine Spencer Absent: Danny Van, Janel Valenzuela City staff participating: Maria De Leon, Program Administrator, Sandra Nava, HCD Technician II, Robert Carrera, Management Analyst, Cindy McCormick, Senior Planner II. Report on Posting of the Agenda Liaison Nava announced that the agenda was posted on April 8, 2021 at 9:05 a.m. III. Public Comments on Items Not on the Agenda: There were no public comments. IV. Approval of Meeting Minutes There were no public comments. Motion to approve the minutes from the March 10, 2021 Meeting was made by Chair Ashford, seconded by Member Gupta and carried 5-0. There were no public comments. V. Housing Update Cindy McCormick, Senior Planner, presented on housing related updates, including City Council’s interest in the preparation and implementation of an affordable housing ordinance that would be adopted as part of the City’s 2023-2031 Housing Element Update, following community outreach. There were no public comments. VI. Review Approved Committee Work Plan Maria De Leon, Program Administrator, reviewed the approved FY 2020-2021 Work Plan and Mission, Vision and Values statements. Motion to potentially amend the Work Plan at the May 12, 2021 HNRC meeting was made by Member Bozzo, seconded by Chair Ashford and carried 5-0. There were no public comments. VII. Preparation for June 21, 2021 Annual Council Presentation Maria De Leon, Program Administrator, presented on the logistics for the annual advisory body presentation to City Council and requested the formation of a subcommittee to develop a draft presentation. Vice-Chair Ledesma and Member Bozzo volunteered to be on the subcommittee. There were no public comments. City of Gilroy Housing Division 7351 Rosanna Street Gilroy, CA 95020 VIII. Staff Updates Maria De Leon reported on the final HNRC FY 2021-22 CDBG and HTF public service grant funding allocation recommendations that will be presented to Council. Chair Ashford and Vice-Chair Ledesma volunteered to represent the committee at the May 3, 2021 public hearing to address any questions on the committee’s recommendation decisions. Maria De Leon informed members about the 30-Day Public Comment Period for the Draft FY 2021-2022 Annual Action Plan and shared the link to view the document and the public notices. Maria De Leon informed members that Council will consider approval of the Draft FY 2021-2022 Annual Action Plan at its May 3, 2021 public hearing and provided a link to view agenda instructions on how to provide public comments during the meeting. Adjournment Chair Ashford adjourned the meeting at 7:03 p.m. The next Regular Meeting is May 12, 2021. 1 Santa Clara Valley Urban Forestry Alliance The Santa Clara Valley Urban Forestry Alliance (“SCVUFA”) is a new initiative that aims to facilitate the collaboration and communication regarding urban forestry management throughout the County. This Alliance will be producing data-based solutions when contributing to the expansion of the urban canopy. Doing so will combat the negative impacts of climate change, especially, in areas where historically vulnerable populations suffer disproportionately. At this stage in the establishment process of the Alliance, city administration is serving as ambassadors for their respective municipalities. Municipal staff will be invited to participate in a monthly one-hour meeting with the ultimate goal of the Alliance hosting a two-hour quarterly meeting. For municipalities, participation in the Alliance does not require a monetary commitment, the program will leverage the resources among the participants that already exist and are in place throughout the County. Through participation in the SCVUFA, the City of Gilroy will have access to resources that would otherwise come at a high cost. Every municipality within Santa Clara County has been invited to participate in the Alliance. Current SCVUFA participants include: Campbell, Los Gatos, Monte Sereno, Mountain View, Palo Alto, San Jose, Saratoga, Sunnyvale, Valley Water, Canopy, Our City Forest, and the County of Santa Clara. Current SCVUFA participants have forged a path in urban forestry management and the policies and systems that can potentially be adapted for use have already proven to be successful. For example, the County of Santa Clara, the City of Palo Alto, and the City of San Jose have committed to sharing their expertise in various subject areas. The County of Santa Clara has developed an ecologically based approved species list that is available for municipalities to reference and/or implement. The City of Palo Alto intends to share their system of urban forest canopy cover analysis, specifically LiDAR 1, so that other municipalities can replicate their methodology. The City of San Jose that has made themselves available to assist other municipalities that wish to enhance their publicly maintained tree care. Ideally, every municipality will join, as the municipalities that do not currently have the infrastructure that others within the County have stand to gain the most. During the establishment process a timeline was created with projected targets set (timeline available on next page). Some of these targets have already been achieved. On April 5th, for example, SCVUFA held a stakeholder meeting to discuss with all of the interested parties the vision, purpose, and benefits of continued participation in the Alliance.
