Wednesday, May 12, 2021 – 6:00 p.m.
I. Call to Order - Welcome
The meeting was called to order by Chair Vanessa Ashford at 6:00 p.m.

II. Report on Posting of the Agenda
Liaison Nava announced that the agenda was posted on May 6, 2021 at 4:03 p.m.

IV. Approval of Meeting Minutes
There were no public comments.
Motion to approve the minutes from the April 14, 2021 Meeting was made by Member Gupta, seconded by
Member Bozzo and unanimously carried 6-0.
There were no public comments.
V. Santa Clara Valley Urban Forestry Alliance
Olivia Rodriguez, California Climate Action Corps Fellow, and Naresh Duggal, Manager - Integrated Pest
Management of the County of Santa Clara’s Office of Sustainability provided an informational presentation
on the Santa Clara Valley Urban Forestry Alliance.
There were no public comments.
VI. Potential Amendment to approved 2020-2021 Work Plan
Member Bozzo proposed an amendment to the 2020-2021 Work Plan and members provided input.
Motion to approve the proposed amendment to the work plan was made by Vice-Chair Ledesma, seconded
by Member Gupta and unanimously carried 6-0.
There were no public comments.
VII. Subcommittee Discussion on June 21, 2021 Advisory Body Presentation to Council
Member Bozzo stated that the subcommittee would like input from the members on what the committee
wants to work on moving forward, to include in the draft advisory body presentation to Council.

VIII. Assess Approved 2021 HNRC Meeting Schedule
Maria De Leon, Program Administrator, asked members to assess whether there is a need to meet monthly.
Members stated they would like to maintain the approved meeting schedule and will utilize the option to
cancel meetings when it is deemed appropriate.
There were no public comments.
IX. Staff Updates
Maria De Leon updated members that on May 3, 2021, Council approved the committee’s FY 2021-2022
Community Development Block Grant and local Housing Trust Fund grant funding allocation
recommendations and the Annual Action Plan.
X. Informational Items
Maria De Leon informed Members that on May 3, 2021 the Council’s Unhoused Ad Hoc Committee
presented 5 priorities they want to focus on and will provide next steps.

Formation
The Housing Neighborhood Revitalization Committee (HNRC) was formed in the
beginning of 2020 when the following council–appointed committees were
combined:
• Community Neighborhood Revitalization Committee (CNRC) established in
2014
• Housing Advisory Committee (HAC) established in 2005
Council Appointed Tasks
a) Review and recommend Community Development Block Grant
(CDBG) and Housing Trust Fund (HTF) funding allocations; and
b) Study and advance the needs of the Neighborhood Revitalization
Strategy Area; and
c) Study and advise on housing and affordable housing related issues
pertaining to the City of Gilroy; and
d) Perform such other duties related to CDBG and HTF matters as
may be prescribed by the City Council.
FY 2020-2021 WORK PLAN
• Review and recommend approval of the Consolidated Plan and Fair
Housing Assessment Completed for 2020
• Align Committee efforts to implement the Consolidated Plan and Fair
Housing Assessment, including grant making, support for affordable
housing and services for the homeless
• Organize a grassroot conversation or committee to help the least
vulnerable people find housing in Gilroy
• Engage the community on long-term CDBG capital funding
opportunities
• Reimagine future youth center services
HNRC Activities in 2021
• Adopted 2020-21 Work Plan and Mission, Vision and Values
• Recommended Goals for the 2020-2025 Consolidated Plan
• Community Development Block Grant and local Housing Trust Fund 2020-21
funding renewal recommendations and 2021-22 funding recommendations
• Reallocation of Swim Lesson grant funds to Youth Center Program
• Reallocation of the declined funds from Long Term Care Ombudsman Program to
grant programs whose grant had been reduced
• Input for 2-year budget process FY 21-22 and 22-23 (100,000 sidewalk
improvements downtown, $150,000 safety and beautification efforts citywide,
$250,000 supporting tiny homes and extremely low income housing efforts)
• Housing Update presentation by Senior Planner Cindy McCormick
• Presentations by outside agencies
