Meeting Minutes
Wednesday, February 16, 2022 – 6:00 p.m.
I. Call to Order - Welcome
The meeting was called to order by Chair Vanessa Ashford via teleconference at 6:05 p.m. The Chair read
aloud a statement announcing that the meeting was being conducted by teleconference pursuant to the
extension of Brown Act waivers provided for under Assembly Bill 361, as would subsequent meetings so
long as the City Council could make findings that it was necessary in order to protect public safety and the
Governor's declared emergency remained in effect.

Absent: Vice-Chair Jasmine Ledesma (unexcused)

II. Report on Posting of the Agenda
Secretary Nava announced that the agenda was posted on February 11, 2022 at 6:10 p.m.
III. Public Comments on Items Not on the Agenda:
There were no public comments.
IV. Approval of Meeting Minutes
Motion to approve the January 12, 2022 meeting minutes was made by Member Purnell, seconded by Chair
Ashford and unanimously carried 6-0 to approve the minutes.

V. FY 2022-2023 and 2023-2024 Community Development Block Grant (CDBG) and Housing Trust Fund
(HTF) Grant Applicant Presentations (report attached)
Sandra Nava, HCD Technician II, reported a clerical error was made in the title of agenda item V., late
correspondence was received and posted online, a conflict of interest does not exist between the members
present and any of the applicant agencies, and Bay Area Community Health’s proposal can only be
considered for FY 2022-2023. Ms. Nava described the agency presentation process, committee’s task to
rate and recommend funding, and provided an update on grant funding available for distribution.

VI. Committee Consolidation Transition Plan
Bryce Atkins, Senior Management Analyst, reported that the committee consolidation transition plan will
allow the HNRC to complete the pending 2-year grant funding cycle work plan item through March 9, 2022,
the committee’s last meeting. The Planning Commission will assume the Housing Element input work plan
item.

VII. Selection of 2022 Leadership (continued from January 12, 2022)
Discussion was held.
Motion to select Member Purnell as Chair, was made by Member Sanchez, seconded by Chair Ashford and
unanimously carried 6-0 to select Member Purnell as the Chair.
Motion to select Member Sanchez as Vice-Chair, was made by Member Purnell, seconded by Chair Ashford
and unanimously carried 6-0 to select Member Sanchez as the Vice-Chair.
